I. Routine Organization
A. Roll Call
PRESENT: Commissioners Gomersall, Kellond, Louden, Marra, McCarty, Chair
Koepernik and Vice Chair Wyman.
ABSENT: None.
GUESTS: Ms. Nancy Anderson.
STAFF PRESENT: City Arborist Kate Bear, and Planner Shweta Bhatt.
B. Posting of Agenda – Pursuant to Government Code Section 54954.2, the agenda
was posted on January 16, 2007 – Staff announced this item.
C. Oral & Written Communication Any member of the public may address the
Commission about any matter not on the agenda for this meeting for up to three
minutes. Commissioners may not comment on the matter but may choose to place
the topic on a future agenda. – None.
D. Oral Communications – Historic Preservation Commission direction to Staff –
Instruction to staff regarding actions on current Oral Communications. – None.
II. New Business
A. Discuss and make recommendation regarding trees at Historic Park – Item
discussed. City Arborist informed the HPC that April Halberstadt of the Saratoga
Historic Foundation, Arborist Barry Coate, Ms. Carol Coate, Chair Koepernik,
Planner Shweta Bhatt, and herself had met at the site on January 19, 2007. The
meeting helped to evaluate the intent of the landscaping plan, as ultimately the
Historic Park would like to develop a layered landscape plan that includes smaller
trees, shrubs, and maintaining the taller oak trees. Given that the redwood trees are
competing with the oak trees, that additional trees were planned for the area, and
the overall intent of the landscaping plan, the arborist said she could support the
Foundation’s request to remove two redwoods. Commissioner McCarty requested
clarification of which redwoods proposed for removal and staff provided this
clarification. Commissioner Wyman made a motion to recommend removal of the
two redwoods as proposed to City Council. The motion passed with a 70 vote.
Chair Koepernik added that the replacement trees for the redwoods should be
planted as soon as possible after the redwoods are removed.
B. Discuss and Prepare for Mustard Walk 2007 – Item Discussed. Ms. Nancy
Anderson provided a checklist and the Commission coordinated assignment of
duties related to the event and a special meeting on February 01, 2007 at 9:00 am
was scheduled.
