Minutes
Date: Tuesday, May 08, 2007 8:30 a.m.
Place: Planning Conference Room, 13777 Fruitvale Avenue
Type: Regular Meeting – Please meet in the parking lot in front of the
Warner Hutton House at 8:30 a.m. and Staff will provide
transportation to the site visit under New Business and return to the
Planning Conference Room by 8:50 a.m.
1. Routine Organization
A. Roll Call
PRESENT: Commissioners Gomersall, Kellond, Louden, Marra, McCarty,
Chair Koepernik and Vice Chair Wyman.
ABSENT: None.
GUESTS: Mr. Mike Belshe.
STAFF PRESENT: Planners Chris Riordan and Shweta Bhatt.
B. Approval of minutes from April 10, 2007 meeting – Approved 70.
C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on May 03, 2007 – Staff announced this item.
D. Oral & W ritten Communication Any member of the public may address the
Commission about any matter not on the agenda for this meeting for up to
three minutes. Commissioners may not comment on the matter but may
choose to place the topic on a future agenda.– None.
E. Oral Communications – Historic Preservation Commission direction to Staff –
Instruction to staff regarding actions on current Oral Communications. –
None.
2. Old Business
A. Discuss National Registry & Saratoga Landmark Plaques – Item discussed.
Commissioner Louden offered to followup on order of plaques.
B. Discuss Heritage Orchard Signage – Item discussed. The Commission
considered the option to have two signs on the Saratoga Avenue frontage
and the Fruitvale Avenue frontage and concluded it would like to present the
option at the corner to City Council at their next joint meeting.
C. Discuss Historic Incentives – The Commission brainstormed a list of possible
incentives for historic properties, including reduction of permit fees, and fast
tracking permits. Commissioner Koepernik offered to followup with a list.
3. New Business
A. 8:30 am Site Visit – 13855 Saratoga Avenue – Determine if proposed
modifications to existing historic structure are appropriate. – Site visit
completed with property owner (Mr. Mike Belshe) present. Commissioner
Koepernik asked the applicant to verify that the siding that will be used to fill
in where the window currently exists will be inkind materials. Mr. Mike
Belshe confirmed. The Commission determined: (1) that the proposed
modification was in accordance with the Secretary of Interior Standards, and
(2) that the modification will not have an impact on the historic and rural
character of Saratoga Avenue as a heritage lane by a 70 vote.
