HERITAGE PRESERVATION
COMMISSION
MINUTES
Date: Tuesday, April 12, 2005 8:30 a.m.
Place: Warner Hutton House, 13777 Fruitvale Avenue
Type: Regular Meeting –Members met at parking lot in front of the Warner
Hutton House at 8:30 a.m. for site visits
I. Routine Organization
A. Roll Call – PRESENT: Bailey, Ballingall, Conrado, Louden, Lowdermilk,
Wyman ABSENT: None GUESTS: Priscilla Ho, Mr. and Mrs, Schreeder.
B. Approval o f minutes from 3/8/05 – Approved 402
C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on Thursday April 7, 2005
D. Oral & Written Communicat ion None
II. Old Business
A. Review history on 19101 Via Tesoro Court to consider the structure for Land
Mark Status and Mills Act Participation. HPC requested this item to be
placed on next Agenda.
B. Update on City sites being submitted for the National Registry. – Wyman said
that the forms have been submitted to the State and that wait ing to hear from
them. This item shall be moved to ‘Pending Items.’
III. New Business
A. 8:30 a.m. Review proposed wireless antenna facility in the Heritage
Orchard/Library 13650 Saratoga Avenue– HPC advised to approve this project
with condit ion that it have a light on the flagpole.
B. 8:45 a.m. Review proposed project at 14189 Saratoga Ave. – Approved 60
C. Reco mmend Architect for McWilliams House renovations to the Cit y
Council. – HPC recommended select ion of Warren Heid after considerable
discussio n of both candidates. Motion approved 501 (Wyman abstained).
D. Have HPC make a recommendation concerning the proposed fee o f $500 for
Historic Project Review. – After much deliberat ion, the HPC decided to defer this
item and not make a recommendation at this time.
E. Update by the HPC Chair on the West Valley College Historic House –
Conrado gave update.
IV. Items to be placed on the next Agenda
A. Update on Work Plan assignments.
B. Review request fro m the Saratoga Historic Foundation to have a sign placed
on Saratoga Avenue in the orchard saying “Saratoga Historical Orchard, a
Glimpse o f the Past, Preserved for the Future”.
C. Review list of properties with structures 50 years and over in age
D. Historic Preservation Data Base
E. Plaques
V. Pending Items
A. Adopt a Tree Program for the Heritage Orchard
B. Update Heritage Ordinance
C. Review Oak Street as a Heritage Lane
VI. Adjournment

filing fee within 10 days of the date of the decisio n.
