HERITAGE PRESERVATION
COMMISSION
MINUTES
Date: Tuesday, June 14, 2005 8:30 a.m.
Place: Warner Hutton House, 13777 Fruitvale Avenue
Type: Regular Meeting Please meet in the parking lot in front of the Warner
Hutton House at 8:30 a.m. and Staff will provide transportation to the site visit
under New Business and return to City Hall by 10:15am
I. Routine Organization
A. Roll CallPRESENT: Bailey, Ballingall, Louden, Lowdermilk, Wyman
ABSENT: Conrado GUESTS: Priscilla Ho. Note: Tom Lowdermilk left at
10:50.
B. Approval o f minutes from 4/12/05 – Approved 50 with one correction.
C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on Thursday June 9, 2005
D. Oral & Written Communicat ion Any member of the public may address the
Commissio n about any matter not on the agenda for this meet ing for up to
three minutes. Commissioners may not comment on the matter but may choose
to place the topic on a future agenda. –Reviewed a letter requesting
information on whether or not there was a Coke bottling company in Saratoga.
Commissio ner Lowdermilk vo lunteered to follow up on the question.
II. Old Business
A. Review history on 19101 Via Tesoro Court to consider the structure for Land
Mark Status and Mills Act Participation. – Approved 40 recommending
approval to the City Council.
B. Update on City sites being submitted for the National Registry. – Item
discussed.
C. Continue discussio n of fee implementation for Historic Reviews. The HPC
abstained from comment on the issue.
III. New Business
A. 8:30 a.m.Review temporary class rooms on a Heritage Lane for St. Andrew
School. Approved 50.
B. 8:45 a.m.Review proposed exterior remodel to 14425 Big Basin Way.
Approved 41. Commissio ner Ballingall voting no. HPC allowed the use of
vinyl windows, using double hung as much as possible with the condit ion to
remove the T.V. antennas.
C. 9:15 a.m.Review proposed demo lit io n of a 58yearold ho me at 20880 4 th
Street. Approved 50.
D. 9:30 a.m.Review proposed addit ion to the home at 15060 Park Drive, 1923
circa. – Approved 40.
E. 9:45 a.m.Review proposed project at 20261 Hill Avenue – approve 40. The
HPC found the ho me to be historically significant contrary to the report
submitted by the Historic Architect. The project was approved with the
recommendation to maintain the single co lumns in the front and around the
house and to reduce the project ion of the proposed entryway by half,
maintaining the exist ing roofline.
F. 10:00 a.m.Review proposed addit ion to 21000 Comer Drive. Approved 40
1, with Co mmissio ner Lowdermilk requesed himself due to having the same
emplo yer.
G. Update on status of commissio ns in the cit y. Item Discussed.
H. Update on McWilliams house renovation. – The HPC recommended looking
at creating an ad hoc committee to work with the project architect.
IV. Items to be placed on the next Agenda
A. Update on Work Plan assignments.
B. Review request fro m the Saratoga Historic Foundation to have a sign placed
on Saratoga Avenue in the orchard saying “Saratoga Historical Orchard, a
Glimpse o f the Past, Preserved for the Future”.
C. Review list of properties with structures 50 years and over in age
D. Historic Preservation Data Base
E. Plaques
V. Pending Items
A. Adopt a Tree Program for the Heritage Orchard
B. Update Heritage Ordinance
C. Review Oak Street as a Heritage Lane
