COMMISSION
MINUTES
Date: Tuesday, September 13, 2005 8:30 a.m.
Place: Warner Hutton House, 13777 Fruitvale Avenue
Type: Regular Meeting
I. Routine Organization
A. Roll Call
PRESENT: Commissioners Bailey, Ballingall (arrived at 10:20 a.m.) Conrado,
Louden, Lowdermilk (left at 10:07 a.m.), and Wyman
ABSENT: Commissioner Brookfield
GUESTS: Ms. Jenni Taylor
B. Approval o f minutes from August 09, 2005 meeting: Approved: 50
C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on September 08, 2005
D. Oral & Written Communicat ion Any member of the public may address the
Commissio n about any matter not on the agenda for this meet ing for up to
three minutes. Commissioners may not comment on the matter but may choose
to place the topic on a future agenda.

II. Old Business
A. Update on Mustard Walk
¤ Commissioner Conrado reported that the Rotary voted to sponsor the
Mustard Walk;
¤ Commissioner Bailey told the group that Commissioner Ballingall is
working on the Use Permit application form;
¤ The Rotary will likely attend a City Council meeting in late September or
early October to ask the City to match funds ($750) contributed by a
corporate sponsor.
B. Update on Calendar
¤ Commissioner Lowdermilk presented a draft calendar for the
Commission’s review. The pictures depict Saratoga between the 1890
1915 time period;
¤ Commissioner Bailey suggested that the calendar contain language
regarding the theme and descriptions of each picture;
¤ The cost of production and selling price were also discussed.
Commissioner Bailey suggested the calendars be sold at the lesser price
or that the production cost be reduced.
C. Update from subcommittee regarding McWilliams house renovation
¤ Commissioner Wyman reported that the subcommittee met with the
architect for the project, Mr. Warren Heid. The current plans include a
onestory detached addition to the property;
¤ The Commission talked about processing the project – ultimately the plans
would be reviewed by the HPC. The Historic Preservation Commission of
Santa Clara County will need to review plans prior to commencement of
work;
¤ Commissioner Wyman volunteered to speak with a representative from
Santa Clara County to confirm the process and to then touch base with the
project architect.
D. Update on Historic Resources Inventory
¤ Commissioner Bailey presented a spreadsheet to the group that combines
the current list of historic properties and properties that should be added
to the list;
¤ Commissioner Louden offered to help with the update;
¤ Commissioner Bailey suggested that the update be done in sections, or
districts;
¤ Staff also suggested that the current list of properties be updated before
the addition of new properties to the list.
Commissioner Lowdermilk left at 10:07 a.m.
E. Review the HPC’s book, Saratoga’s Heritage
¤ Ms. Jenni Taylor presented the latest version of the book to the
Commission;
Commissioner Ballingall arrived at 10:20 a.m.
F. Review addit ional content for Heritage Resources webpage
¤ Commissioner Conrado commented that the HPC webpage is difficult to
find;
¤ The Commission directed staff to update the commission members names
and roles.
G. Update on 14445 Donna Lane – Landmark and Mills Act
¤ Commissioner Wyman commented that she has reviewed the file –the
property should probably have a DPR sheet;
¤ Staff conveyed that the property owner has communicated that she does
not want to apply for a Mills Act contract at this time.
H. Update on 14820 Pierce Road – Landmark and Mills Act
¤ Commissioner Wyman commented that she has reviewed the file –the
property should probably have a DPR sheet;
¤ Staff conveyed that the property owner had filed an application for a Mills
Act contract, but has since submitted a letter requesting to withdraw that
application. Commissioner Conrado offered to followup with the
property owner regarding landmark designation.
III. New Business
A. 8:30 a.m. Site visit – review proposed Restoration Plan (Mills Act
Agreement) for property located at 14051 SaratogaSunnyvale Road –A site
visit of the property was conducted and the proposed restoration plan was
approved with a 50 vote.
B. Review proposed Restoration Plan (Mills Act Agreement) for property located
at 14288 Chester Avenue – Commissioner Lowdermilk commented that the
one of the criteria should include Mr. Warren Heid as project architect for the
completed addition. The Commission recommended the City Council review
the subject property for landmark status with a 50 vote. The proposed
restoration plan was also approved with a 50 vote.
C. Review Work Plan assignments – Item continued till next meeting as a
“pending item.”
D. Heritage Plaques – Commissioner Ballingall updated the group on plaques.
IV. Items to be placed on the next Agenda
A. Historic Preservation Data Base
B. Review list of properties with structures 50 years and over in age
V. Pending Items
A. Adopt a Tree Program for the Heritage Orchard
B. Update Heritage Ordinance
C. Review Oak Street as a Heritage Lane
