HERITAGE PRESERVATION
COMMISSION
MINUTES
Date: Tuesday, July 13, 2004 8:30 a.m.
Place: Community Development Conference Room,
13777 Fruitvale Avenue
Type: Regular Meeting – Please meet in the parking lot in front of the Warner
Hutton House and Staff will provide transportation to West Valley College for a site
visit at 8:30am.
I. Routine Organization
A. Roll Call – PRESENT: Ballingall, Wyman, Bailey, Conrado, Dodge, Louden
ABSENT: Lowdermilk GUESTS: Jill Hunter, Lee Murray.
B. Approval o f minutes from 6/8/04 – Approved 60
C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on Thursday July 8, 2004
D. Oral & Written Communicat ion Any member of the public may address the
Commissio n about any matter not on the agenda for this meet ing for up to
three minutes. Commissioners may not comment on the matter but may choose
to place the topic on a future agenda. –Review staff correspondence
concerning 20152 Hill Avenue. Item discussed.
II. Old Business
A. Update on status of County Grant for McWilliams House renovations. Item
discussed.
B. Placing brass plaques on historic houses. – Item discussed.
C. Work Plan assignments and update from the July 6 th CC meet ing. – Item
discussed.
D. Update the HPC on the June 16 th Cit y Council meeting for State Landmark
status for five Cit y properties and the fire bell. – Item discussed. The HPC
called for a special meet ing for DPR training on July 27 th.
E. Update from the committee to review a request for a proposed path in the
Heritage Orchard to reduce dirt from being tracked into the library. – Phylis
Ballingall vo lunteered to be the lead person on this item.
F. Conduct a site visit and review the West Valley College Notice of Preparation
of an EIR, and propose comments. The HPC voted 50, with Phylis
Ballingall abstaining due to being emplo yed by the College, that the building
should be restored and saved.
G. Propose homes to be placed on the Land Mark Status List. –Recommended
that the first site to be reviewed should be the Paul Masson house.
III. New Business
A.Review and make reco mmendation concerning a report finding the Corinthian
Corners building to be not fro m Dill Design Group finding the building not
historically significant 60. The historically significant. –The HPC approved
the findings made in the report HPC recommended that the applicant add more
character to the proposed remodel.
B. Discuss placement of the Martin King Plaque. – Item discussed.
C. Discuss Mustard Walk and ask the Arts Commission to attend. –The HPC
voted 60 to approve the fo llowing motion: We advocate a Mustard Walk for
March o f 2005, which will cont inue to focus on the historic importance of
Saratoga and showcase the Heritage Orchard and the Warner Hutton House.
The event will be held in partnership with the Art Commissio n and will
develop into a Blosso m Festival. We also ask for funding to finance this
event.
D. Start the HPC meet ings at 8:30 am instead of 9:00. –Approved 60.
E.Staff reco mmends placing 20288 La Palo ma on the Heritage Resource List. –
The HPC recommended wait ing unt il the project was completed.
F. Provide comments from the HPC Chair on the Foothill Wo men’s Club for the
National Register of Historic Places. Recommendation Approved 60.
G.Update on renovations to Villa Montalvo. Item discussed.
