HERITAGE PRESERVATION
COMMISSION
MINUTES
Date: Tuesday, May 13, 2003 8:30 a.m.
Place: Warner Hutton House, 13777 Fruitvale Avenue
Type: Regular Meeting
There will be a field trip at 8:30 to review the repair work to the McWilliams
House and the BookGoRound building located at 14410 Oak Street. Staff will
provide transportation to the site from the Warren Hutton House for the HPC.
I. Routine Organization
A. Roll Call: PRESENT – Bailey, Ballingall, Grens, Koepernik, Peck, and
Lowdermilk. ABSENT – Conrado. GUESTS – Nick Streit, Jill Hunter
B. Approval o f minutes from 4/8/03 – Approved 60
C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on Thursday May 8, 2003

E. Written Communications None
II. Old Business
A. Heritage Orchard update –Reviewed update
B. Orchard information sign – Norm Koepernik updated the HPC.
C. Mustard Walk and Historic Calendar – HPC recommended proceeding with
the planning for the next Mustard Walk, but limit the spending to $1,500. The
HPC also discussed the calendar. Tom Lowdermilk present pictures and made
a recommendation to concentrate the calendar on the downtown Village area
on Big Basin Way. The HPC supported this idea. The HPC also
recommended asking the Historic Foundation if they would take over the
calendar sales for administrative purposes.
D. Library Grand Opening Booth –The HPC will participate on June 21 st for the
grand opening.
E. Exist ing Heritage Orchard Signs and possible new sign on Saratoga Avenue –
Norm Koepernik is working on a new sign for the corner. The HPC asked
that this item be removed fro m the next agenda and updated as required on
future agendas.
F. AdoptaTree –Norm Koepernik is finishing the design of the kiosk and
working on cost estimates.
G. Review of Heritage Inventory Subcommittee with Cit y Council – In progress.
III. New Business
A. Review Mills Act Contracts – Norm Koepernik and Paul Conrado are
reviewing sample contracts fro m other cit ies.
B. Heritage Lane location on Saratoga Avenue – The HPC voted 4 in favor and 2
against the motion to adjust the ordinance and leave the signs in place. The
recommendation to modify the ordinance will be forwarded to the Cit y
Council.
C. Budget limit of $1,500 – Nick Streit gave an overview of the Cit y budget
concerns.
IV. Items Initiated by the Commission
A. Historic Park – The HPC recommended that the McWilliams House be used
by the Museum.
B. Rehabilitation of Cit y buildings in Historic Park –The HPC reviewed the
proposed work on two buildings. The HPC recommended that the windows
be saved on the BookGoRound building and that no money be spent on the
McWilliams house until a master plan is reviewed.

V. Items Initiated by the Secretary
Design of the Aust in Way Sign designated the new Heritage Lane – Item
discussed
VI. Items to be placed on the next Agenda –The HPC requested that the following
items be placed on the next agenda: Meet ing with the Planning Co mmissio n and meet ing
with the Historic Foundation.

Due to Kids Camp in the Warner Hutton House this summer, the HPC will be
meeting in the Planning Conference room from June through August.
