COMMISSION
MINUTES
Date: Tuesday, August 12, 2003 8:30 a.m.
Place: Community Development Dept. Conference Room, 13777 Fruitvale Avenue
Type: Regular Meeting
The HPC met at 8:30 for site visit at 14195 Saratoga Avenue. After the site visit, the
HPC met in the Community Development Dept. Conference Room.
I. Routine Organization

B. Approval o f minutes from 7/08/03 – Minutes approved 601 (absent
Lowdermilk)
C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on Thursday August 7, 2003

II. Old Business
A. Historic Calendar – Historic Foundation is print ing additional calendars
B. Visio n for the Cit y’s Historic Park – Review Draft Report for the September
17, 2003 CC meet ing. – Staff indicated that recommendations would be
incorporated into a larger report to discuss improvements to all Cit y properties
that will be discussed at a Special Meet ing to be held on Sept 23, 2003. The
HPC recommended that the fo llowup actions in the draft report be revised. It
was also ment ioned that the Historic Foundation would like to have another
jo int meet ing wit h an HPC subcommittee (Commissio ners Bailey, Ballingall
and Peck) sometime in September.
C. Mustard Walk – Discussed need to start planning in September.
D. Heritage Orchard update –L. Vasudevan presented update prepared by
Dennis Leong.
E. AdoptaTree –(Staff has received four interest letters) discuss
implementation of program. – Mayor Streit discussed the legal constraints and
indicated that a proposal for implement ing the program needs review and
approval by the Cit y Council. Commissio ner Koepernik vo lunteered to draft a
proposal for review at the next HPC meeting.
F. Review comments discussed at the Heritage Resources Inventory/ Mills Act
Subcommittee meetings held on June 28 th and August 11, 2003. –Item
discussed. HPC indicated that it is time to place more properties on the Cit y’s
Landmarks list.
G. Discuss comments presented at the Joint Meeting with the Planning
Commissio n held on August 5, 2003.–Item discussed. Staff indicated that it
has plaques to ident ify historic properties.
III. New Business
A. Site visit: App.# 03116 14195 Saratoga Avenue (on Heritage Lane) –
Review of application to demo lish main structure and accessory structure, and
construct new 2story ho me with a detached garage and a separate detached
second unit. – Approved as proposed (4012; absent Lowdermilk, abstain
Bailey, Grens), with condit ion that special attention be given to landscaping
in the front yard since it abuts Heritage Lane.
B. App.# 02182 – 13089 Quito Road Review o f proposed 7 lot subdivisio n on
Dorcich Orchards which is the site of the Frank Mitchell House (Heritage
Resources Inventory #64). This applicat ion has already been reviewed by the
HPC on 9/10/02. However, the applicant has since changed the orientation
and access to the Mitchell House. – Approved with condition that the Historic
Home be moved to Lot #4, facing the culdesac. Several neighbors raised
concerns about the proposal. The HPC indicated to these neighbors that their
concerns were under the purview o f the Planning Commissio n.
IV. Items Initiated by the Commission
A. Retreat Continued
B. Village Historic District – Discussed HPC/PC jo int meeting. HPC decided on
the boundaries of the proposed Historic District and indicated that Staff would
need to make the necessary steps (ordinance revisions and other Council
actions) in establishing the Historic District.
V. Items Initiated by the Secretary
Installation of the Austin Way Sign designating the new Heritage Lane –
Commissio ner Koepernik to contact Public Works Dept. to determine exact
locat ions.
VI. Items to be placed on the next Agenda
Review of list of structures that are 50 years or over in age.
