HERITAGE PRESERVATION
COMMISSION
MINUTES
Date: Tuesday, October 14, 2003 8:30 a.m.
Place: Warner Hutton House, 13777 Fruitvale Avenue
Type: Regular Meeting –There will be a site visit from 8:30 to 9:00. Staff will
provide transportation. Please meet in front of the Warner Hutton House.
I. Routine Organization
A. Roll Call: PRESENT – Ballingall, Conrado, Koepernik, Peck, Lowdermilk
(site visits only), Bailey ABSENT – None, one posit ion vacant.
GUESTS:Sandra Dodge, Jenni Taylor, Mary Jean Fenn, April Halberstadt,
Jean and Mac Barrick, Nick Streit, Jill Hunter, Warren Heid, Dorcich Orchard
neighbors and applicant, Steve Kikuchi
B. Approval o f minutes from 9/9/03 – Approved 50 with change to Roll Call
Dora Grens absent.
C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on Thursday October 9, 2003
D. Oral Co mmunications None
E. Written Communications None
II. Old Business
A. Driving Tour of Downtown Historic District – Conducted tour of Downtown
area.
B. 10:00 am Presentation by the Architect for the Master Plan for the Cit y’s
Historic Park – The Architect gave a presentation and then received
recommendations fro m the HPC on refining the proposal.
C. Historic Calendar – Received an update on the sales activit y.
D. Mills Act update –Staff received direct ion fro m the HPC to keep the Historic
Park as the main priorit y and work on the Mills Act Contract as time permits.
E. Mustard Walk – Item continued.
F. Heritage Orchard update –Subject of the Barn being placed in the orchard
came up, and the item was requested to be placed on the next agenda for
discussio n by the HPC.
G. AdoptaTree –Scheduled for November 19 th to Cit y Council – The HPC
recommended postponing the CC date until a more detailed plan is prepared.
H. Review list of properties with structures 50 years and over in age generated by
Staff (attached) – Item cont inued to next meet ing.
III. New Business
A. Review of proposed improvements in Cit y RightofWay on Cit y Heritage
Lane at 19102 Aust in Way. – Approved 50, with the condit io n that the old
wall be maintained in place with no stucco finish over it, and that the portion
of the wall being remo ved for the driveway be used for the retaining wall
leading up the driveway. Only low growing plant materials can be planted in
front of the exist ing retaining wall and all damage to Aust in Way be repaired.
B. Review of Historic Structure relocat ion with proposed Dorcich Orchard
Subdivisio n. – Approved 50 with the condit ion that the historic structure be
placed on Lot 5, with the front door facing Kevin Court.
C. Review changes to Historic Museum exterior finish. – Approved 41 with
Commissio ner Koepernik opposed. Item was approved allowing the Board
and Batten style siding and asphalt shingle roof with the condit ion that if
funding beco mes available horizontal siding be installed.
D. Status of the Sam Cloud Building – The HPC reviewed the information
provided and Warren Heid provided background on the building.
E. Status of the West Valley Co llege Structure –Structure still standing and the
demo lit io n process has stopped.
IV. Items Initiated by the Commission
A. Retreat –Continue to next Agenda
B. Review of new Tree Ordinance – Take off Agenda
C. Village Historic District Continue to next Agenda
V. Items Initiated by the Secretary
A. Installation of the Aust in Way Sign designating the new Heritage Lane – the
HPC reviewed the new signs on Aust in way during the site visit. Item
completed.
B. Next meet ing agenda falls on Veterans Day, Staff reco mmends November 4 th
as an alternative date. –HPC elected to hold the next meeting on November
4 th .
C. Preservation Design Award for Austin Way – The HPC decided not to apply
for the award.
VI. Items to be placed on the next Agenda
A. Elect a Chair by January 31 st
B. Barn in the Heritage Orchard
