MINUTES

I. Routine Organization
A. Roll Call: PRESENT – Ballingall, Conrado, Koepernik, Peck, Lowdermilk,
Bailey GUESTS: Terry Mart in, Peggy Dallas, Mary Jeanne Fenn, Joe Koch,
Kitt y Maguire, Bob Louden, Nick Streit
B. Approval o f minutes from 10/14/03 – Approved 60
C. Posting of Agenda – Pursuant to Government Code Section 54954.2, the
agenda was posted on Thursday October 30, 2003
D. Oral Co mmunications – Bob Louden updated the HPC on the progress of the
addit ion to the museum.
E. Written Communications – Discussed letter from Kathryn Tartt Maguire,
explained so me options to her concerning the historic property she owns.
II. Old Business
A. 10:00 am Presentation by the Architect for the Master Plan for the Cit y’s
Historic Park – Reviewed Draft Master Plan and recommended proceeding
with the plan.
B. Mustard Walk – Discussed Mustard Walk preparatio n.
C. Heritage Orchard update –Discussed progress of the orchard irrigation
system.
D. Review list of properties with structures 50 years and over in age generated by
Staff Continued item to next agenda for further discussio n.
E. Status of the Sam Cloud Building – Advised HPC of status of building.
F. Status of the West Valley Co llege Structure – No new information.
G. Update status of Mills Act contract –Project proceeding as time permits.
III. New Business
A. Review plans for a proposed remodel to a home on the Heritage Resource
Inventory at 15095 Fruitvale Avenue 8:30 to 9:15 am – Approved 60 with
the condition that the applicant come back with the landscape plan for HPC
approval and maintain all interior mo lding.
B. Review the status of the proposed barn in the Heritage Orchard –
Reco mmended to Cit y Council 60 that the barn be removed fro m the
Orchard Master Plan.
C. Elect a Chair by January 31 st – Item discussed.
IV. Items Initiated by the Commission
A. Discuss a retreat for the HPC –Item cont inued.
B. Review the proposed plan to create a Village Historic District – Advised by
HPC that the idea was well received by the Downtown Group.
V. Items Initiated by the Secretary
A. None
VI. Items to be placed on the next Agenda
A. Adopt a Tree Program for the Heritage Orchard
The HPC asked that the topic of having the HPC members mo nitor the progress of
historic projects be placed on the next agenda and having business cards made.
