ORAL COMMUNICATION:
Any member of the Public will be allowed to address the Planning Commission for up to three minutes on matters not
on this agenda. The law generally prohibits the Planning Commission from discussing or taking action on such items.
However, the Planning Commission may instruct staff accordingly regarding Oral Communications under Planning
Commission direction to Staff.

Pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on July 17, 2008
REPORT OF APPEAL RIGHTS:
If you wish to appeal any decision on this Agenda, you may file an “Appeal Application” with the City Clerk
within fifteen (15) calendar days of the date of the decision, pursuant to Municipal Code 1590.050 (b).

PUBLIC HEARINGS:
All interested persons may appear and be heard at the above time and place. Applicants/Appellants and
their representatives have a total of ten minutes maximum for opening statements. Members of the Public
may comment on any item for up to three minutes. Applicant/Appellants and their representatives have a
total of five minutes maximum for closing statements.
1. APPLICATION #PDR070012 (50378036) BALAKRISHNAN; 21789 VILLA OAKS LANE The
applicant requests Design Review approval to construct an approximately 1,179 square foot singlestory
addition to the existing 5,487 square foot home located at 21789 Villa Oaks Lane. The average slope of the
lot is 12.3%. The total proposed floor area will be approximately 6,666 square feet. The maximum height
of the proposed building will not exceed the 26foot height limit. The maximum impervious coverage will
not exceed the allowable 15,000 square feet. The lot size is approximately 144,184 square feet, and the site
is located in the HR zoning district. Design Review approval is required pursuant to Saratoga Municipal
Code Section 1545.060.
2. APPLICATION #MOD080002 (51709018) – CROWN CASTLE, 14410 BIG BASIN WAY: The
applicant requests approval for a modification of an existing Conditional Use Permit for the installation of a

wireless telecommunications facility for Metro PCS, consisting of three antennas enclosed in a 16 inch
diameter radome, on the roof of an existing commercial building located at 14410 Big Basin Way. The
existing Use Permit for the site is for an unmanned telecommunications Hub Facility to support wireless
carriers.
3. APPLICATION #ZOA080001 (51712020, 51712021, 51712022) CITY OF SARATOGA; 20500
LOMITA AVENUE, 20568 LOMITA AVENUE, 20550 LOMITA AVENUE The proposed project
includes amending the zoning designation of 20500 Lomita Avenue, 20550 Lomita Avenue, and 20568
Lomita Avenue from R140,000 to R120,000. Pursuant to Saratoga Municipal Code Section 1585.050,
the Planning Commission shall hold at least one public hearing on the proposed amendment. Following the
conclusion of the public hearing, the Planning Commission shall determine whether the proposed
amendment should be adopted.
