Good Evening Mister Mayor and city council members
I am Sudhir Rao, property owner at 15261 Norton Road. You may recall that I was
here at the City Council meeting a month ago talking about a series of mudslides
that caused serious damage to Norton Road last winter. I had urged the City
Council members to go take a look for themselves the damage done by
uncontrolled water from winter storms. Well, last weekend I took a look at the
road near the location of the slide — roughly at the intersection of Sigal Drive and
Norton Road — There are three specific things I'd like to bring to your awareness
about the situation developing there. I have pictures for you for context.
1) In picture one you can see dried mud that is in front of the only drainage
pipe on the uphill side of this stretch of road. When it rains this mud will
plug the drain pipe and start water flowing over the roadway. in picture two
you can see the beginning of a gully starting to form on the down hill side
which will eventually erode Norton Road. This is likely to get worse this
winter.
2) in picture three and four you can see an electricity power pole (with a
junction box) and the oak tree. The oak tree is the only thing holding back
the soil that is a remnant of the mud slide from last winter. A decent storm
will soak the soil which would start the mud flowing again and lead to the
potential toppling of the oak tree and power pole.
3) Right near the base of the power pole is the only fire hydrant on this stretch
of road. in picture five you can see dirt has been cleaned from it. But you
can also see it is in the direct path of any new mud that begins to flow. There
is a good chance that the fire hydrant will get buried in mud if anything close
to last winter's storm happens this year.
So there you have it — right when the community is going to be most vulnerable, in
the middle of a powerful winter storm (and we know these have been getting more
severe the last two winters as the pendulum swings from drought to wet winters),
you can have a mudslide block the road, down the power pole, which could spark a
fire and meanwhile the Fire Department comes and discovers that the fire hydrant ,
is buried in debris and dirt brought by the slide. Surely, isn't this a situation worth
avoiding?
I know the city cannot take action on this matter tonight. But please take the time
to drive up Norton Road yourself and see what damage un-controlled storm water
can inflict as well as the precarious situation I have described.
These photographs of the location should speak for themselves about the situation
facing us this winter. The three risks mentioned, road closure, downed power
pole, causing a fire and no available hydrant are a situation that should not be
ignored.
