ANNOUNCEMENTS SPECIAL PRESENTATIONS Presentation by Team Sky Reachers Recommended Action: Receive presentation by Team Sky Reachers. 1. CONSENT CALENDAR The Consent Calendar contains routine items of business. Items in this section will be acted on in one motion, unless removed by the Mayor or a Council Member. Any member of the public may speak on an item on the Consent Calendar at this time, or request that the Mayor remove an item from the Consent Calendar for discussion. City Council Meeting Minutes Recommended Action: Approve the City Council minutes for the Regular City Council Meeting on October 16, 2019. 1.2. Review of Accounts Payable Check Registers Recommended Action: Review and accept check registers for the following accounts payable payment cycles: 10/16/2019 Period 4; 10/22/2019 Period 4; 10/29/2019 Period 4. 1.3. Treasurer’s Report for the Month Ended September 30, 2019 Recommended Action: Review and accept the Treasurer’s Report for the month ended September 30, 2019. 1.4. Saratoga to Sanborn Trail – Biological Resources Monitoring Contract with H.T. Harvey & Associates Recommended Action: 1. Approve Biological Resources Monitoring Contract with H.T. Harvey & Associates for the Saratoga to Sanborn Trail project, in the amount of $120,744, and authorize the City Manager to execute the same. 2. Authorize staff to execute change orders to the contract up to $12,000. 1.5. Saratoga to Sanborn Trail - Trail Signage and Amenities Contract with Placeworks Recommended Action: 1. Approve Trail Signage and Amenities Contract with Placeworks for the Saratoga to Sanborn Trail project, in the amount of $45,706, and authorize the City Manager to execute the same. 2. Authorize staff to execute change orders to the contract up to $4,600. 1.6. Saratoga to Sanborn Trail Construction Observation Contract with Timothy C. Best, CEG Recommended Action: 1. Approve Construction Observation Contract with Timothy C. Best, CEG for the Saratoga to Sanborn Trail project, in the amount of $78,960, and authorize the City Manager to execute the same. 2. Authorize staff to execute change orders to the contract up to $8,000. 1.7. Storm Drain Easement Relocation - 19361 Valle Vista Drive Recommended Action: 1. Adopt Resolution Accepting Offer to Dedicate Easement for Storm Drainage from the property owners of 19361 Valle Vista Drive to the City of Saratoga for a Storm Drainage System at 19361 Valle Vista Drive, City of Saratoga (APN 397-11-014). 2. Adopt Resolution Vacating the Existing Storm Drainage Easement currently held by the City of Saratoga. Saratoga City Council Agenda – November 6, 2019 – Page 3 of 5 2. PUBLIC HEARING Items placed under this section of the Agenda are those defined by law as requiring a special notice and/or a public hearing or those called by the City Council on its own volition. Items requested for continuance are subject to the City Council's approval at the Council Meeting. 2.1. 2019 California Building Standards Code Adoption Recommended Action: Open the public hearing and continue the hearing to the November 20, 2019 meeting. 3. GENERAL BUSINESS 3.1. Mills Act Agreement for 14475 Oak Place – Application No. MIL19-002 Recommended Action: Adopt the attached Resolution authorizing the City Manager to enter into a Mills Act Agreement for the property located at 14475 Oak Place. 3.2. Youth Commission Fundraising Plan Recommended Action: Approve the Youth Commission Fundraising Plan to collect donations and seek sponsorship of various Youth Commission initiatives.
