Call to Order

Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda
for this meeting was properly posted on July 3, 2019.

Sheriff’s Report to the Commission

1.Traffic Matrix # 449
Issue: Request by Pierce resident for the City to help improve sight distance while backing
out of driveway.
Action: The TSC heard this item May 2019. Staff will report on information obtained from
PGE and TSC will discuss and make a recommendation.
-COMMISSIONER BELAL GAVE MOTION FOR STAFF TO CONTINUE WORKING WITH PGE
TO UNDERSTAND THE REASONING FOR INSTALLMENT AND WORKING DIRECTLY
WITH RESIDENT TO RESOLVE THE ISSUE.
-COMMISSIONER COULTER GAVE 2ND MOTION.
-APPROVE 6-0-1 (COMMISSIONER FITZSIMMONS ABSTAINED)
2.Traffic Matrix # 435
Issue: Request by Glen Brae residents for the City to improve traffic safety.
Action: The TSC heard this item November 2018. The traffic engineer will present a draft
traffic plan and TSC will discuss and make a recommendation.
-COMMISSIONER COULTER MOTIONED TO HAVE THE TRAFFIC ENGINEER MOVE TO
ADD SHOULDER STRIPES AND DIRECT STAFF TO COMMUNICATE WITH THE
NEIGHBORHOOD FOR COMMENTS PHASE I.
-COMMISSIONER COULTER GAVE SECOND MOTION.
-APPROVED 7-0
-COMISSIONER KANE MOTIONED FOR TAFFIC ENGINEER TO ASSESS VIA MONTE FOR
WARRANTS TO MAKE A RECOMMENDATION BASED ON INFORMATION THEY RECEIVE
AND BRING BACK TO SEPTEMBER MEETING.
-COMISSIONER COULTER GAVE SECOND MOTION.

-COMMISSIONER CHOI MOTIONED TO REVISIT PHASE 2 AT SEPTEMBER MEETING
AFTER TSC HAS REVIEWED THE PLAN

3.Tr affic Matrix # 452- Quito Road/ McCoy Ave
Issue: Request by Matt Driscoll for the City to improve traffic safety and reduce speeding at
the intersection of Quito Road and McCoy Avenue by installing a median.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.

4.Traffic Matrix #453- Rolling Hills Road
Issue: Request by Paul Hansen for the City to improve traffic safety on Rolling Hills Road by
restricting parking.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
-COMMISSIONER COULTER RECOMMENDED TO TAKE TRAFFIC ENGINEER
RECOMMENDATION TO RESTRICT PARKING NORTH OF ROLLING HILLS AFTER CURVE
DUE TO NARROWING OF ROAD, INFORM RESIDENTS TO TRIM VEGETATION ON THEIR
PROPERTY THAT IS ENCROACHING ON THE ROAD, AND INFORM MID PEN ABOUT
ROLLING HILLS ROAD PARKING RESTRICTION.

-APPROVE 5-0-2 (COMMISSIONER KANE AND MCINTYRE ABSTAINED)
5.Traffic Matrix #454- Big Basin Way
Issue: Request by Liz Nickerson for the City to restrict parking at Big Basin Way and Sixth
Street at the traffic turnaround location.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
-COMMISSIONER MCINTRYE MOTIONED FOR THE TRAFFIC ENGINEER TO DEVELOP A
PLAN THAT ADDRESSES PARKING AND PEDESTRIAN ACCESS AT THE TURNAROUND
LOCATION ON BIG BASIN AND 6TH STREET AND DIRECT STAFF TO MOVE FORWARD.
-COMMISSIONER COULTER GAVE SECOND MOTION.

6.Traffic Matrix #455- Saratoga Avenue
Issue: Request by Henry Coles for the City to restrict parking on bike lanes on Saratoga
Avenue to allow cyclists to bike safely.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
-COMMISSIONER COULTER GAVE RECOMMENDATION TO FOLLOW TE
RECOMMENDATION FOR ROAD DIET AND INSTALL NO PARKING CONSISTENT WITH
THE PLAN AND REVIEWING THE PLAN IN A FUTURE TSC MEETING. (TOPO GRAPH TO
BE REVIEWED FORTH).
-COMMISSIONER KANE GAVE SECOND MOTION.
-APPROVED 6-0-1 (COMMISSIONER AFTAB ABSTAINED)
7.Traffic Matrix #456- Saint Charles Ave
Issue: Request by Praveen Ragnath for the City to install pedestrian paths on Saint Charles
Street to create pedestrian safety for students walking to Oak Elementary.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
-COMMISSIONER CHOI MOTIONED FOR STAFF TO GATHER MORE DATA ON SAINT
CHARLES, INCLUDE THIS ITEM INTO THE NEXT SAFE ROUTES TO SCHOOL MEETING,
AND COMMUNICATE WITH ST. CHARLES RESIDENTS ON THOUGHTS ABOUT MAKING
ST. CHARLES A ONE WAY STREET.
-COMMISSION FITZSIMMONS GAVE A SECOND MOTION.
