REGULAR MEETING
MINUTES

Call to Order
Present: Belal Aftab, Jonathan Choi (Chair), Christopher Coulter, Michelle Fitzsimmons, Mitch
Kane, David McIntyre
Absent: Ray Cosyn
Staff: Mainini Cabute, John Cherbone, Ashley Brooks, Franziska Church
Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda
for this meeting was properly posted on September 5, 2019.
Accept Agenda Items: No additional items may be added pursuant to Government Code
Section 54954.2.

for this meeting for up to three minutes. Commissioners may not comment on the matter

Old Business
1. Traffic Matrix # 392
Issue: Request by I. Keogh, Mendelsohn Lane resident, for the City to install speed
humps/tables on Mendelsohn to slow down speeding vehicles.
Action: The TSC has heard this item in 2013 and 2017. In 2018, Mendelsohn Lane residents
submitted a petition showing support by most Mendelsohn Lane residents to install speed
tables. City staff communicated to Mendelson Lane residents to inform them of the
installation plans. A few residents responded stating that they are opposed to the speed
tables. This item is returning to the Traffic Safety Commission to review and make a
recommendation.
- COMMISSIONER MCINTYRE MOTIONED TO REEVALUATE TRAFFIC CALMING
MEASURE THROUGH MENDELSOHN CORRIDOR WITH FOCUS AT THE CORNER.
- COMMISSIONER KANE GAVE SECOND MOTION.
- APPROVED 6-0-0 (COMMISSIONER COSYN ABSENT)
- COMMISSIONER MCINTYRE MOTIONED TO INSTALL 25 MPH INPAVEMENT SIGNS AT
EACH END OF MENDELSOHN LANE.
- MOTIONED FAILED.
- COMMISSIONER MCINTYRE MOTIONED TO SEND LETTERS TO MENDELSOHN
RESIDENTS WITH PROPOSED TRAFFIC PLAN.
- COMMISSIONER FITZSIMMONS GAVE SECOND MOTION.

- COMMISSIONER AFTAB MOTIONED TO DIRECT ENGINEER TO DEVELOP TRAFFIC
CALMING MEAUSRES FOR THE CORNER. (RESCINDED MOTION)
2. Traffic Matrix # 435
Issue: Request by Glen Brae Drive residents for the City to improve traffic safety and reduce
speeds on Glen Brae Drive.
Action: The TSC heard this item November 2018 and July 2019. The traffic engineers
developed a 2- phase approach for the neighborhood and presented it to the TSC in July.
TSC commissioners recommended that the traffic engineer bring back info on an all-way
stop warrant for Glen Brae and Via Monte for review. TSC will receive information and
make a recommendation.
- COMMISSIONERS ACCEPTED THE REPORT AND MADE NO RECOMMENDATION.
3. Traffic Matrix # 447
Issue: Request by J. Dimba for the City to improve traffic circulation and safety at Shadow
Oaks near the back entrance of the Redwood Middle School.
Action: The TSC heard this item November 2018. The traffic engineer will present a draft
traffic plan and TSC will discuss and make a recommendation.

4. Traffic Matrix # 456 (MOVED OUT OF ORDER-- TO THE END OF AGENDA)
Issue: Request by P. Ragnath, resident near St. Charles, for the City to create pedestrian
paths on Saint Charles for school route safety.
Action: The TSC heard this item November 2018. The traffic engineer will present a draft
traffic plan and TSC will discuss and make a recommendation.
- COMMISSIONER MCINTYRE MOTIONED TO INCLUDE SAINT CHARLES TO SRTS
PROGRAM AND SEND LETTER TO ST. CHARLES PROPERTY OWNERS INFORMING THEM
THAT TSC IS CONSIDERING A ONE WAY CONVERSION FOR ST. CHARLES.
- MOTION FAILS.
- COMMISSION COULTER GAVE MOTION TO ROLL SAINT CHARLES INTO SRTS
AGENDA.(ROLLING INTO SRTS MEANS THAT MORE STAKE HOLDERS ARE INVOLVED
AND GIVES THE SCHOOL THE DECISION TO IDENTIFY THIS STREET AS A PREFERRED
ROUTE)

- COMISSIONER COULTER MOTIONED TO BRING ST. CHARLES BACK TO TRAFFIC SAFETY
COMMISSION IF ADDED TO SRTS BY SCHOOLS.
- COMMISSIONER KANE GAVE SECOND MOTION.
- APPROVED 6-0-0 (COMMISSIONER COSYN ABSENT)
- COMMISSIONER AFTAB MOTIONED TO INCLUDE REID AND LYNDE INTERSECTION TO
SAFE ROUTES TO SCHOOL CONVERSATION FOR FOOTHILL ELEMENTARY
- COULTER GAVE SECOND.

New Business
5. Traffic Matrix # 457 (MOVED OUT OF ORDER-- TO THE END OF AGENDA)
Issue: Request by Mary Amanatullah for the City to install no parking signs on Evans Lane
to prevent people blocking her driveway and mail box and garbage pickup areas.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- TRAFFIC ENGINEERS WILL REEVALUATE THE LOCATION AND RETURN TO THE TSC AT
A FUTURE MEETING DATE.
6. Traffic Matrix #458
Issue: Request by B. McNary to improve traffic safety and pedestrian safety on Reid Lane
between Elvira and Lynde.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- COMMISSIONER AFTAB MOTIONED TO DIRECT TRAFFIC ENGINEER TO STUDY THE
INTERSECTION INCORPORATING TRAFFIC DEPUTIES OBSERVATIONS.
- COMMISSIONER FITZSIMMONS GAVE SECOND MOTION.
- APPROVED 6-0-0 (COMMISSIONER COSYN ABSENT)
7. Traffic Matrix # 459
Issue: Request by U. Nagavarapu for the City to evaluate the traffic safety of the new median
construction and the U-turn movement at Prospect and Scully.
Action: TSC will review and discuss data collected by the traffic engineer and make a
recommendation.
- COMMISIONER COULTER MOTIONED FOR STAFF TO INSTALL NO U-TURN SIGN.
- COMMISSIONER FITZSIMMONS GAVE SECOND MOTION.
- APPROVED 5-0-1 (COMMISSIONER AFTAB OPPOSED, COMMISSIONER COSYN ABSENT)
