What is the definition of affordable?
How long must the units be assured they are "affordable" and how are
they to remain available for persons needing affordable housing once
the tenants or owners exceed the income standards? Who is
monitoring these affordability issues?
How are tenants or buyers to be chosen for affordable units? Who sets
the purchase prices or rents?
How does this new process square with Measure G where voter get to
decide residential density issues?
Does the State legislature have power to override citizen initiatives?
Who decides the standards to be met such as - is there available water?
How much? Is there available sewage capacity, how much? Is there
safe, reliable access? Is there space on the freeway or transit available?
Is there classroom space in the schools? Is the proposal on unstable or
high iire susceptible lands? Is there electric power reliably available?
How are these services standards to be defined? Do these standards
guide the ministerial decisions? Who decides how much commercial
space and parking for it to be retained? Who requires that commercial
rents be affordable so there is business opportunity in our city?
Are there to be notice and hearings? Who is to be noticed? How are
these hearings to be held?
It would be prudent to have answers to these questions before
plunging right in to give away your authority.
