The law generally prohibits the Public Art Committee from discussing or taking action on such items. However, the Public Art Committee may schedule the item for discussion at a future meeting. AGENDA ITEMS: 1. Public Art Committee Minutes Recommended Action: Review and approve the Public Art Committee minutes from July 2, 2019. 2. Decorative Bicycle Rack Recommended Action: Provide direction on selection of a decorative bicycle rack for Blaney Plaza. 3. Bronze Sculpture Program Recommended Action: Continue discussion on a bronze sculpture program like Mice on Main Street, including development of a recommendation to be considered by the City Council for approval. 4. Paint the City: Saratoga Utility Box Art Project Recommended Action: Consider whether to hold a 2020 cycle of the Paint the City program and provide direction to staff on the program. 6. [28 CFR 5.102-35.104 ADA title II] Saratoga Public Art Committee Minutes - Page 1 of 3 MINUTES JULY 2, 2019 PUBLIC ART COMMITTEE REGULAR MEETING The Public Art Committee meeting was called to order at 4:00 p.m. at Saratoga City Hall, Linda Callon Conference Room at 13777 Fruitvale Avenue. ROLL CALL PRESENT: Council Members Mary-Lynne Bernald, Yan Zhao ABSENT: None ALSO PRESENT: Crystal Bothelio, Deputy City Manager Kayla Nakamoto, Community Engagement Coordinator ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS None AGENDA ITEMS: 1. Public Art Committee Minutes Recommended Action: Review and approve the Public Art Committee minutes from June 11, 2019. ZHAO/BERNALD MOVED TO APPROVE THE PUBLIC ART COMMITTEE MINUTES FROM JUNE 11, 2019. MOTION PASSED. AYES: BERNALD, ZHAO. NOES: NONE. ABSTAIN: NONE. ABSENT: NONE. 2. Bronze Sculpture Program Recommended Action: Continue discussion on a bronze sculpture program like Mice on Main Street, including site visits during the meeting to potential sculpture locations. The Public Art Committee visited potential sculpture locations at the Civic Center, Saratoga Library, and in the Village. After returning from the site visits, Kayla Nakamoto, Community Engagement Coordinator, presented information on the bronze sculpture program, including pricing information and program options. Saratoga Public Art Committee Minutes - Page 2 of 3 The Committee agreed to work with Alleman Studios for acorn shaped bronze sculptures that are 6.25” x 7.25” x 6.25”. The Committee also expressed interest in placing sculptures in the Village and at the Civic Center/Saratoga Library, including locations near the Administrative Offices, near the Joan Pisani Community Center, but agreed to wait until the next meeting to pinpoint sculpture locations and the total number of sculptures. 3. Rainy Day Artwork Recommended Action: Discuss and provide direction on development of a rainy day art project. Kayla Nakamoto, Community Engagement Coordinator, presented a report on the rainy day artwork project, including options for implementation and preliminary cost information. The Committee expressed interest in placing the rainy day artwork at the Library, Saratoga parks, and Village sidewalks. The Committee agreed to consider the project at the next meeting, including program cost, locations, number of unique stencils, and Committee Member proposals for poetry that is significant to different cultures. 4. Public Art Survey Recommended Action: Review and discuss results of public art survey results collected by Public Art Committee members. Kayla Nakamoto, Community Engagement Coordinator, presented a report the public art survey results collected by the Public Art Committee members. The Committee discussed the results and agreed to take no further action at this time. Saratoga Public Art Committee Minutes - Page 3 of 3 5. Mural Update Recommended Action: Receive update on the donation of a painting from Pavel Mester. Crystal Bothelio, Deputy City Manager, shared that the mural would be picked up and installed in the Community Center in early July. 6. Future Meetings Recommended Action: Discuss agenda topics and scheduling of future meetings. The Committee agreed to meet on August 13 at 4:00 p.m. and requested that the agenda include discussion of the bronze sculpture program and rainy day poetry project. The locations, designs, and colors selected are shown below. As a result, staff is requesting that the Public Art Committee select a different decorative bicycle rack for the Blaney Plaza location. The design options previously selected, as well as a few other options are attached. All the available designs can be previewed online. Color options are attached. Mice on Main showcases a total of 9 bronze mice that have been hidden throughout downtown, typically on concrete surfaces, such as as the sidewalk or on a planter. These hidden mice can be found by following hints that are available online and on a sign in downtown. At the last meeting, the Committee considered potential locations, total number of sculptures, sculpture size and shape, and foundries that can produce sculptures for the program. The Public Art Committee agreed to use 6.25” x 7.25” x 6.25” acorn- shaped bronzes from Alleman Studios for the program. Additionally, the Committee requested a future agenda item on the number of bronzes and locations, so that the Committee could recommend the public art program to the City Council. Per the City Public Art Policy, public art displays of 3 years or more requires City Council authorization. Potential locations for the sculptures include: Civic Center Saratoga Library Blaney Plaza The Village Bulb Outs If the Committee finalizes the total number and locations of the sculptures, the bronze sculpture program could be presented to the City Council on August 21, 2019 for final decision. If the City Council approves the installation of the bronze pieces, production is expected to last 8 to 10 weeks. It will take roughly 1 to 2 weeks for shipping and installation may take up to 3 weeks. The Committee can create hints that will help the public find the different hidden acorns after receiving approval for the program. A revised program cost estimate from Alleman Studios based on the Committee’s discussion thus far is below. The total cost to create, ship, and install 9 pieces is $18,835.00.
