Is electricity on the grid getting cleaner? Yes, quickly! Where do most residential emissions and gas use come from? Water heating and space heating. Is electricity more efficient than natural gas for heating? Yes, though it didn’t used to be . . . Will ‘Reach Codes’ ban natural gas? No. They encourage use of clean electricity in new construction only, and don’t require it. Why Reach Codes? Economics, comfort, safety, environmental performance 44 1.Major goals for CA 1.Electricity –via SVCE 2.Natural Gas 3.Transportation Fuels Pathway toward Goals 2050 Goal -2050 On Building Codes o New Codes come out every 3 years –this is one of those years o Cities have the authority to amend the code to go above state minimums o We are discussing these amendments to the code, also known as reach codes 5 Built Environment via Code 2018 •Member Agency Working Group (city staff) –included building and EV codes within top priorities for SVCE •Customer Program Advisory Group (volunteers from each member city) –Recommendation to SVCE Board: Increase readiness for planned, economic migration from fossil-fuel use to efficient, clean electricity use in residential homes. •Industry Expert Stakeholder Charette –Advancing building electrification within code both for efficiency and EV’s. •SVCE Board Approves SVCE to contract with building code consultants to support member cities with reach codes 2019 •SVCE’s code consultant team engage city staff and external stakeholders, solicit input, develop reach code options, provide support system (technical, writing, meeting, other) for member cities 6 7 Emissions On average, over 80% of emissions come from Space & Water heating. There is a reach code option designed specifically to address this…. 8 Other Benefits of Electric Homes •All-electric homes typically cost about $5,000 less to construct as they do not require gas service and they use a single heat pump for both heating and cooling rather than two separate devices. •Improved indoor air quality –reduces respiratory issues, including asthma •Safer –reduced burn risk from induction stoves, overall improvement in personal wellness and reduced property damage during house fires. 9 Purpose of Reach Code •Reduce pollution from within the home •Facilitate increased adoption of electric vehicles •Encourage developers and homeowners to select lower-cost, healthier, safer appliance options •Prepare new homes for future electric appliances via pre -wiring Not a Ban on natural gas Where does the Reach apply o New Construction [not existing homes] o Any major remodel as your jurisdiction o Within the shell of the new building o Outdoor features (pools, fire pits, etc.) not impacted by this o (optionally) Detached Accessory Dwelling Units (ADU) 10 11 Options w/in Reach Code -Homes All-Electric (1) Electric & Gas (2) Cost + $0 Meet Title 24 requirements Cost + $8,500 Meet Title 24 requirements, including: •Pre-wire for future electric heat pump •Pre-wire for future electric appliances •Additional Energy Efficiency •Solar thermal or Battery Storage “Mostly Electric” (2A) Cost + $1,500 Meet Title 24 requirements, including: •Pre-wire for future electric heat pump •Install Electric water and space heating (allows natural gas for cooking) •Pre-wire for future electric range •Additional Energy Efficiency measures •Solar thermal or Battery Storage 12 Emissions 1)All-Electric home –reduce emissions by 100%. 2) Electric + Gas –reduce emissions by less than 10% (mainly due to better insulation). 2A) Mostly Electric –reduce emissions by 86% (all Space and Water heating reduced to 0) Options -Buildings To encourage the use of healthier, safer electric appliances, Select any or all of the following for homes using natural gas: o Pre-wiring –at gas appliance locations, pre-wire for future electric appliances. Estimated cost = $1500 o Energy Efficiency –install better insulation and ventilation. Estimated Cost = $1500 o Energy Resources –install either solar thermal or battery storage. Estimated Cost = $5500 13 14 1.Include extra EV Charger capability w/in the Garage (+ $1000) •Quantity –include one or more above the single charger required by code •Readiness –Capable,Ready, or fully Installed •Speed –will the extra charger(s) be Level 1 (40 mile overnight charge) or Level 2 (150 mile overnight charge)? 2.Include an EV Charger (outlet) outside the Garage (+ $1000) •Quantity –include one or more outlets •Readiness –Capable,Ready, or fully Installed •Speed –will the extra outlet(s) be Level 1 (40 mile overnight charge) or Level 2 (150 mile overnight charge)? Capable –conduit, capacity within circuit breaker Ready –as Capable above, plus actual breaker in panel, wire, and outlet (like a dryer outlet) ready for a plug-in charger Installed –as Ready above except the actual EV charger installed instead of just an outlet (rarely done!)
