HomeMy WebLinkAbout03-18-2020 City Council Special meeting agendaSaratoga City Council Agenda – Page 1 of 2 SARATOGA CITY COUNCIL SPECIAL MEETING MARCH 18, 2020 Teleconference/Public Participation Information to Mitigate the Spread of COVID19 This meeting may include teleconference participation from a some or all Council Members in locations not open to the public in compliance with the Governor’s Executive Order N-25-20 suspending certain teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide the safest environment for the public, elected officials, and staff while allowing for continued operation of the government and public participation. On March 16, 2020, the Santa Clara County Health Officer ordered all individuals living in the County to shelter at their place of residence, with certain exceptions, including an exception for essential government services. The City of Saratoga Director of Emergency Services has determined that this Special City Council Meeting to consider actions related to the COVID19 emergency and other urgent matters is an “essential government function” for purposes of the County order. Members of the public may observe and offer public comment at the location specified below. Please note however that this meeting poses a heightened risk of COVID19 transmission and that in accordance with guidance from the Centers for Disease Control and the County Department of Public Health individuals older than age 50 and individuals with existing health conditions are at a particularly serious risk and it is recommended that they not attend. At the meeting the City will employ social distancing measures including maintaining at least six- foot social distancing from other individuals, having hand sanitizer available, and regularly cleaning high-touch surfaces. Attendees will be encouraged to cover coughs or sneezes (into the sleeve or elbows, not hands) and to not shake hands. The public is welcome to submit comments online at www.saratoga.ca.us/comment. Closeout of Arrowhead Community Facility District Bond Funds Recommended Action: Move to accept the Arrowhead Community Facility District (CFD) Improvement Project as complete, and adopt the attached resolution ordering the disposition of surplus amounts. Saratoga City Council Agenda – Page 2 of 2 Resolution Proclaiming a Local Emergency Recommended Action: Approve a resolution that would confirm and ratify the resolution proclaiming a local emergency issued by the City of Saratoga Director of Emergency Services on March 16, 2020 resulting from the spread of the novel coronavirus (COVID-19) in Santa Clara County.
