Any member of the public may address the Public Art Committee for up to three (3) minutes on
matters not on the Agenda. The law generally prohibits the Public Art Committee from discussing
or taking action on such items. However, the Public Art Committee may schedule the item for
discussion at a future meeting.
AGENDA ITEMS:
1. Public Art Committee Minutes
Recommended Action:
Review and approve the Public Art Committee minutes from November 20, 2019.
2. 2020 Paint the City: Utility Box Painting Project Applications
Recommended Action:
Review Paint the City applications and select up to 3 conceptual designs at each location.
3. Public Art Budget
Recommended Action:
Receive status update on the Fiscal Year 2019/20 Public Art budget, as well as any
recommended changes to the Public Art budget for Fiscal Year 2020/21.
4. Future Public Art Project
Recommended Action:
Consider options for a future public art project, such as a sculpture program, an
interactive wall mural, or shadow art; and, provide direction to staff.

Recommended Action:
Consider options for a summer public art event, such as a chalk art event, hosting rock

REGULAR MEETING
The Public Art Committee meeting was called to order at 4:05 p.m. at Saratoga City
Hall, Linda Callon Conference Room at 13777 Fruitvale Avenue.

1. Public Art Committee Minutes
Recommended Action:
Review and approve the Public Art Committee minutes from October 1, 2019.
ZHAO/BERNALD MOVED TO APPROVE THE PUBLIC ART COMMITTEE MINUTES
FROM OCTOBER 1, 2019. MOTION PASSED. AYES: BERNALD, ZHAO. NOES:

2. Public Art Survey
Recommended Action:
Discuss and provide direction on a public art survey. Public Information Officer
Lauren Pettipiece will be attending the meeting to discuss this item.
The Public Art Committee discussed goals for a public art survey with Public
Information Officer Lauren Pettipiece.
The Public Art Committee’s goals for the survey included increasing community
involvement in public art and identifying community interests for future public art

projects, including types of public art projects that are desired, such as temporary
or rotating art, interactive art, or significant statement pieces.
Staff agreed to return at a future meeting with potential strategies.
3. Rainy Day Sidewalk Poetry Program
Recommended Action:
Receive update and provide direction on the Rainy Day Sidewalk Poetry Program,
including stencil designs.
Community Engagement Coordinator Kayla Nakamoto shared updates on the
Rainy Day Sidewalk Poetry Program, including stencil designs and the original
version of the Urdu poem What Matters It by Mir Taqi Mir.
The Public Art Committee asked that the last two lines of If by Rudyard Kipling be
added to the poem. The Committee also agreed to only use the English translation
of What Matters It by Mir Taqi Mir if the original Urdu version could not be found.
4. Summer Public Art Activity
Recommended Action:
Discuss and provide direction on a summer public art activity.
Community Engagement Coordinator Kayla Nakamoto provided information on
possible summer public art activities.
The Committee requested more information about logistics of a chalk art event,
interactive wall art, shadow art project, and hosting rock painting at an event, such
as Saratoga Movie Nights.
5. Los Altos Sculpture Program
Recommended Action:
Receive information about the Los Altos Sculpture Program and provide direction.
Assistant City Manager Crystal Bothelio shared information about the Los Altos
Sculpture Program.
The Committee requested a future agenda item on options for implementing a
similar program in the City of Saratoga.

6. Art Showcase Event
Recommended Action:
Discuss and provide direction on an art showcase event.
Assistant City Manager Crystal Bothelio shared information about events that
showcase art.
The Committee expressed interest in collaborating with the Youth Commission
on the Arts Extravaganza event in the Commission’s 2019/20 work plan.
7. Public Art Budget
Recommended Action:
Receive status update on the Fiscal Year 2019/20 Public Art budget.
Community Engagement Coordinator Kayla Nakamoto presented an update to
the Fiscal Year 2019/20 Public Art budget.
8. Future Meetings
Recommended Action:
Discuss agenda topics and scheduling of future meetings.
The Committee agreed to meet on February 4, 2020 or February 18, 2020 at 4:00
p.m. The Committee requested the meeting include the following topics:

Subject: Paint the City 2020
The deadline to submit applications for City’s program, Paint the City was on
January 13. A total of 67 applications were submitted and all qualify for
consideration. At the February 4, 2020 meeting, the Public Art Committee will
review the applications and select up to 3 designs for each of the 5 utility box
locations that will be painted as part of the 2020 program.
Selected designs for each location will be posted on Peak Democracy for residents
to rank. The highest ranked design at each location will be presented to the City
Council for approval on March 4, 2020. Selected artists will receive their stipend
and be recognized by the Council on March 4, 2020. Painting is expected to be
complete by the end of April.

1 Vivian Chen 1 Too many people choose not to see the light, hope, when it is right
in front of their faces. Instead, people wallow around in self-pity
and depression just because they choose not to look out from
under their umbrella. If they did, many people would be able to
find a bright sunny day. Many people in my neighborhood are
too obsessed with materialistic needs, like money and grades.
My peers and the adults that surround me often take blessings
for granted, and we choose to complain and be miserable. In
comparison the innocence of children allows them to have fun
and laugh even on a gloomy day. I hope that this piece reminds
people choose to close their umbrellas and bring back some of
their childhood innocence. Additionally, this utility box is on a
road that many people I know travel on for daily commute, so I
know that I am able to affect people within my community.

3 Sunny Huang 1 John Muir once said, "Keep close to nature's heart." My design
embraces this concept by bringing the beautiful nature and
animals of California into this utility box. I incorporated the
representation of Death Valley National Park, the State flower
(the poppy), and the State bird (the quail) into my piece. I hope my
design inspires Saratoga citizens to explore what we have been
gifted by the Earth.

gardens in Saratoga and so this piece really represents my love
for japenese culture. just recently my father had taken a DNA test
out of suspicion that he was Japanese. When he got the results
he was overwhelmed with the results as he really was Japanese.
as for me I am currently working on my portfolio for college to
major in art. This would be an absolute amazing opportunity if
granted.

Lai 1 Before urbanization during the late 1900s, Saratoga was covered
in fruit orchards. Now, most of them have been replaced with
modern suburbs. Fortunately, not all of them have disappeared;
we are lucky to enjoy the path lined with apricot trees when we
walk around the Saratoga library and during the annual Blossom
Festival. The three scenes depicted on each of the apricots are
animals that we frequently see around our house; deer eat our
plants, hummingbirds make their nests in nearby trees, and
monarch butterflies migrate throughout the region.

9 Sarabella Muise 1 The box on Saratoga Sunnyvale and Sea Gull Way is located right
next to the railroad tracks, so I wanted to incorporate that part
of our town’s history into my artwork. My concept was to utilize
the 3D canvas of the box by showing the train coming forward
towards the viewer on the frontside, then, as if it whizzed past
you, the train going off into the distance on the back side. It’s a bit
confusing to read on the 2D proposal, but if you were to print it
out and fold it into a box, it would be very clear. I wanted to create
an almost surrealist atmosphere, replacing what was (and is
now) tall trees on either side of the railway with a forest of native
flowers, expanding the scale of them. I chose California poppies,
of course, then three flowers that have flourished in the front yard
I grew up in in Saratoga. The first that always reminds me of home
is the purple, whimsical agapanthus. I remember running through
them in my front yard a kid and they still bloom beautifully today
as I live here as an adult. The other two are yellow daisies and a
jasmine plant, both of which line the gate into the courtyard of my
home. Doing research for this project brought me to the Saratoga
History Museum, I’m ashamed to say, for the first time, and it was
wonderful! I was able to grab some inspiration there for what the
old railroad trains used to look like and have roughly depicted
that here. If chosen, I believe I could articulate a lot more detail
in the train and even the flowers, due to the larger scale of the
utility box. I think it’s a fun homage to the old railroads that were
so integral to this town as well as accenting the beautiful nature
native to our area, but with a fun surreal spin. As someone born
and raised in Saratoga, I am so grateful to call this place my
home. It is an honor to be considered as one of the artists who
will continue to beautify our town for years to come. Thank you
for this project and thank you for your time.

Saratoga community.
12 Karen Chen 2 I wanted to draw something that reflected the culture and
environment of the city. Saratoga is known for its beautiful
Hakone Gardens, so I designed my drawing after it.
13 Jinan He 2 The neighborhood has so much nature beautiful surroundings.
Saratoga makes me think of how wonderful nature is and how we
should protect it. So, i chose to draw those beautifully maintained
homes and parks with the bright colored trees that look red
orange and yellow in the fall. These colors will also blend well
with the green surroundings of the box. I also chose to draw a
rabbit because I think they are wonderful animals that are well
spirited and can represent the animals and liveliness in the city
of Saratoga and it will be fun to see a "rabbit" right under the tree
canopy above the box.

22 Sihan Ma 2 Jellyfish are beautiful, glowing creatures amidst the dark sea.
They symbolize love, acceptance, and balance. As a youth of this
world, our identities and global warming are pressing issues. I
want the people of our community to continue accepting those
they love, including themselves, and live in balance with Mother
Earth.

24 Amy Pan 2 Many parts of the world have four seasons in a year. They
are spring, summer, fall, and winter. The weather is different
during each season. So I decided to use the four seasons as
the theme to show the beauty of nature.
25 Jasmine Qin 2 My artwork is supposed to be a sort of optical illusion. I want it to
look as if the actual utility box is cracking and a beautiful warm
scenery of flowers and sunshine is peeking through. To me, this
represents Saratoga because there is so much hidden beauty in
this community. It can also be seen as a metaphor for a happier
life. If you look past the dull moments in life, you’ll find a lot of
beauty hidden underneath. I have chosen boxes that I personally
drive by a lot, so it would be an honor to show a piece of my art
on it.

2 It is a painting representing an historic person of note (architecht),
Julia Morgan and three of her buildings that she did in Saratoga,
CA before she did Hearst Castle. In her lifetime, she completed
700 buildings and was known as one of the first persons to use
reinforced concrete. Her building survived the 1906 earthquake
because she had used the reinforced concrete that others had
not yet used. She was also one of the first woman architechts.
The blossoming trees on the sides represent the history of our
valley.

of the oldest Japanese style gardens in the western hemisphere.

34 Sarabella Muise 3 This painting was inspired by a photograph I took of a beautiful,
quintessential Saratoga sunset back in December of 2017. This
photo was actually taken from the entrance of CVS on Saratoga
Sunnyvale, essentially looking exactly towards this box location
of Saratoga Sunnyvale & Blauer, which is why I submitted it for
this location. Since 2017, this photo has been my phone and
computer background through my college graduation (from
Santa Clara University), moving apartments, a year-long stay in
New York City, and still now as I’ve transitioned back to Saratoga
again. Through this transitional time in my life as a young adult,
I have grown an incredibly deep appreciation for Saratoga, the
place where I grew up and the place I will always call home. In the
last three years, seeing this photo daily has reminded me of the
peace, beauty, and safety our wonderful neighborhood provides
us as residents. We are so blessed. The soft yet vibrant colors
of the sun setting remind me of the kind and diverse people
who make up this town and the faint purple/blue hills in the
background will always be a visual staple of our home landscape
to me. As someone born and raised in Saratoga, I am so grateful
to call this place my home. It is an honor to be considered as one
of the artists who will continue to beautify our town for years to
come. Thank you for this project and thank you for your time.

trees, and various wildlife (a family of foxes, birds, and a buck-
male deer)with a semi-cloudy sky. It shows some of the wildlife
in our community living in a growing environment.

modern suburbs. Fortunately, not all of them have disappeared;
we are lucky to enjoy the path lined with apricot trees when we
walk around the Saratoga library and during the annual Blossom
Festival. The three scenes depicted on each of the apricots are
animals that we frequently see around our house; deer eat our
plants, hummingbirds make their nests in nearby trees, and
monarch butterflies migrate throughout the region.
44 Michelle Liu 4 My design is inspired by traditional Japanese ukiyo-e woodblock
prints because of the role Japanese culture has played in
Saratoga's rich history with Hakone Gardens. I chose to depict two
cranes as a symbol of fortune and longevity, since the Japanese
often refer to it as the "bird of happiness." The historic bridge from
Hakone Gardens is also present on the back of the box, paying
tribute to the iconic beauty of this beloved symbol of Saratoga.

about the privilege, power, and importance of education.
Saratoga is no stranger to these ideas, and since this box is
close to Saratoga High School, I wanted to take inspiration from
that conversation I had. My brother explained to me how he
believes that each of us has an entire universe inside our heads
and that understanding and expanding that universe through
experiences, self-awareness, and most importantly, education, is
a primary reason we are all here. Especially since Saratoga is in
the heart of the Silicon Valley, I loved this metaphor because in
our area it seems there is nothing we as humans cannot explore,
investigate, discover, or invent. I added the Yoko Ono quote, "I
have a universe inside my mind" to help explain the context for
those unable to read this description. Each figure is genderless,
colorless, ageless, but human-and the amazing complexity and
expansion of their mind or "universe" are portrayed. I used bold,
clashing colors to evoke a sense of awe and unreal-like qualities.
As someone born and raised in Saratoga, I am so grateful to call
this place, with all it's technology, knowledge, and opportunity
my home. It is an honor to be considered as one of the artists who
will continue to beautify our town for years to come. Thank you
for this project and thank you for your time.

life. If you look past the dull moments in life, you’ll find a lot of

4 Our artwork depicts four children holding hands and a quote on
one side reading, "Know me for my abilities, not my disability."
Each child's body is a ribbon which represents a certain disorder.
One ribbon is blue and yellow representing a child with Down
Syndrome, another is orange representing ADHD, another is
green representing Cerebral Palsy, and the last one is red,
blue, and yellow puzzle pieces to represent Autism. However
the background and things they are doing show their abilities.
The quote explains how people need to see past a person's
disability to their abilities and who they are on the inside. We
believe this is a very important message to portray to the public
to help them understand the obstacles these children have to
overcome to simply live and how strong they are for doing so.
We want everyone to include any and all types of people and
accept them for their characteristics and personalities, not to be
blinded by the fact they can't talk and their disorder. We really
wanted to show inclusion to these kids by inviting them to put
their handprints on the utility box and help paint it. These kid's
handprints would include their names on it, as well as their age
and what disorder they have. This would help to show support for
and between them. The handprints would depict the hands of
the painted people and if we have more than eight kids wanting
to put their handprints on the box, they can also put them under
the quote to show how they stand for it. This design relates to
the culture of the people in Saratoga and how they are willing
to include all types of people and support each other as well as
see past people's skin to who they are on the inside. How we see
that kids with disorders are just that. They are people just like us
with hopes and futures and an obstacle larger than most of ours.
The location is also near Saratoga High School and shows how
the school includes these special needs kids through a program.

first glance, and yes I suppose it is...But these certain animals
represent something. Three animals, three elementary schools!
The bear is Argonaut, the dolphin-Foothill, and the sea turtle
for Saratoga Elementary. Sometimes people talk about these
schools as three completely different things...but later on, their
students will form Redwood Middle School, home of the Griffins!
I'm currently in 5th grade, my last year at Argonaut, and soon, the
fifth graders of the three schools will join together, as one!

homage to our beloved Hakone Garden in downtown Saratoga.
This garden helps preserve the immense Japanese culture
embedded in its architecture and specifically its koi fish. My
friend and I visited this place recently, and we were very fond of
the koi fish there. All of them were of different color and shape,
for no two were the same. The koi fish in this garden represent
our neighborhood for everyone is different in their way, but we all
get along and live in our communal garden of Saratoga.

against cold and warm blues. One of my favorite things about
Saratoga is the view of the mountains, hence the mountains. The
origami crane on the top represents Saratoga’s connection to its
sister city Muko, Japan. Although origami originated in China, it
was very significant in ancient Japan because paper was a luxury
item. The crane is also a symbol of health and luck, which is
perfect for the start of the new decade.

for japenese culture. just recently my father had taken a DNA test
out of suspicion that he was Japanese. When he got the results

major in art. This would be an absolute amazing opportunity if

really inspired by the words of Sadako Sasaki, a determined
young girl who believed that folding 1000 paper cranes would
cure her sickness. While she was in the hospital, she folded
paper cranes every day to give herself hope in the midst of her
heartbreaking situation. Although she never was able to finish,
her efforts inspired the sentiment of peace that is now associated
with paper cranes today. I think that the message of hope from
her story is really inspiring, so I wanted to bring that into the
community we have here in Saratoga with this design.

for my brother and I. Our neighborhood was safe and community
oriented, our education was prioritized, and family was first. I
remember that each and every day before we left for school,
our Dad would say this to us: “Today is the first day of the rest of
your life, so make it a good one!” I wanted to share this sentiment
with our community through this art project and thought it would
be perfectly placed close to the freeway as commuters, school
goers and community members alike start each day. I chose to
use hues of orange with a sun design to signify the start of the
day, positivity, and power. My hope is that when walking or driving
by this box, community members will get a burst of inspiration
and zeal for their day.

Subject: Future Public Art Project
At the November meeting, the Public Art Committee requested additional
information about future public art project ideas. These included a sculpture
program, modeled on the Los Altos Public Outdoor Sculpture Loan program, as well
as interactive mural or shadow art projects like those found in Redwood City.
Sculpture Program
The Los Altos Public Outdoor Sculpture Loan program has been active since the
1980s. Through this program, pieces are loaned to the City for a period of two years,
though several pieces have been on display for much longer than two years. Artists
may remove pieces sooner, loans may be renewed, and artists may donate artwork
to the City. Sculptures are displayed in a variety of public spaces, including in City
parks, on downtown streets, and green areas throughout the community. Artists
interested in participating in the program may submit a proposal for the Los Altos
Public Arts Commission to consider. The call for artwork is done every 18 to 24
months. Selected artists are responsible for transporting, placing, and removing
artwork, as well as any damages that may occur while the artwork is on display. In
exchange, artists are issued a $5,000 stipend. The City is responsible for the artwork
site, such as the base the sculpture is mounted on.
The City could initiate a similar program with starting with 3 locations, including the
City Hall courtyard, the Gateway, and Blaney Plaza. There is a concrete base already
located at the Gateway that could be used as the foundation for a sculpture. Adding
a concrete foundation to serve as the base for a sculpture in the City Hall courtyard
and at Blaney Plaza is estimated to cost $10,000 for both locations. Each location
provides unique size opportunities, with the City Hall courtyard providing space for
larger options and Blaney Plaza serving as a potential location for a small sculpture.
Since each location can accommodate different sized sculptures, the Committee
would not need to set size limits on sculptures.
In addition to sculpture location costs, other potential costs include artist stipends.
While Los Altos offers a stipend of $5,000, the Committee could start with a smaller
stipend of $2,000 per location and adjust the stipend amount if necessary.
Additionally, use of the Median Banner Program may be desired to announce the
artist application period. Banner costs are estimated at $700.
Like the Los Altos program, the Committee could request proposals and select
artwork to be displayed for a period of 2 years. The Public Art Committee has
discretion to approve placement of public art on City property if it is displayed for a
period of 3 years or less.
The Committee could also require artists to be responsible for transportation,
placement, removal, and maintenance of the artwork.
Interactive Mural & Shadow Art
In partnership with the Redwood City Improvement Association, Redwood City
sought to draw visitors to downtown Redwood City through art projects. Redwood
City put out a public call for artists to submit proposals that would achieve this goal .
After reviewing submittals, Redwood City and the Redwood City Improvement
Association decided to proceed with submissions for an interactive mural and
shadow art display.
The cost to implement the interactive mural project in Redwood City was $25,000.
One of the challenges with the project was obtaining property owner permission to
paint the mural on the available wall space in downtown Redwood City.
The Redwood City shadow art project cost was $10,000. Artists created stencils for
the various shadow designs that were used to paint the sidewalk. The displays
require regular maintenance and must be repainted 3 times per year.
With so many talented artists in Saratoga, the Committee could request that local
artists submit proposals for interactive murals and/or shadow art. The Committee
could then select an artist or artists to proceed with an interactive mural and/or
shadow art project in exchange for a stipend that aligns with available funding.
Alternatively, the Committee could provide local artists with the opportunity to
submit public art proposals of any type. The Committee could then evaluate
submittals for thoroughness, feasibility, and suitability then select an artist to
implement their proposal in exchange for a stipend.

At the November 20, 2019 meeting, the Committee requested staff to bring back
more information on hosting a public art event. Ideas included a chalk art event,
incorporating rock painting at an existing event, and collaborating with the Youth
Commission on ArtExtravaganza.
Chalk Art Event
The City of San Jose hosts their annual
Chalk Art Festival in Luna Park.
Redwood City hosts a similar event,
Chalk Full of Fun on the Square. Both of
these events require artists to register
in advance to reserve the chalk
pavement space.
If the Committee is interested in having a chalk art event in Saratoga, these events
typically occur on a weekend and last 4 to 6 hours. The summer season would be
ideal with reliably dry weather. Locations in the City that offer restroom facilities
and smooth concrete surfaces include the Community Center, Garden Patio Bocce
Ball Court shared by the Senior Center and Community Center, and Congress
Springs Park.
Registration could be open to any member of the public, or be limited to Saratoga
residents, that would like to try their hand at chalk art. Registration for artists to
reserve pavement space should open 1 to 2 months in advance and could be free
or there could be a charge of $10 to $20, which is the common range for these
types of events. The space provided to artists should be 4’x6’ or larger, depending
on the location selected for the event.
Registration would include chalk, which is estimated to cost $15 to $20 per artist. If
desired, other costs would include snacks or lunch provided to the artists. Staff also
suggests use of the Median Banner Program to announce the event. Banner
expenses are estimated at $700. The total estimated event cost is $1,500.
Rock Painting
The Public Art Committee has expressed interest in incorporating rocking painting
as part of an existing event. One option is the City’s Summer Movie Nights held at El
Quito Park every third Friday in June, July and August. People of all ages and
abilities that attend these events. The Committee could host a rock painting table
prior to the start of the movie. There would be no cost associated with supplies for
this summer event activity as the City can use the existing #SaratogaROCKS kits.
ArtExtravaganza
The Youth Commission is planning to host an event to showcase art and artists in
the community. The event will also celebrate Saratoga’s diversity and different
cultures. The Youth Commission has tentatively scheduled the event on April 25,
2020, no other event details have been finalized. A Commissioner will attend the
Public Art Committee meeting on February 4, 2020 to discuss the event and explore
opportunities to collaborate with the Public Art Committee.
