REGULAR MEETING
MINUTES

Call to Order
Present: Belal Aftab (Chair), Ray Cosyn, Michelle Fitzsimmons, Mitch Kane
Absent: Jonathan Choi, Chris Coulter, David McIntyre
Staff: Mainini Cabute, John Cherbone, Ashley Brooks, Franziska Church, Sgt. L. Gonzalez
Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the agenda
for this meeting was properly posted on January 3, 2020.

Jim Stallman- Thanking Staff and Commission for the work that everyone does. Talked

November 14, 2019- Regular Meeting
- COMMISSIONER COSYEN MOTIIONED TO APPROVE.
- COMMISSIONER KANE GAVE SECOND MOTION.

1. Traffic Matrix # 462—moved to the end of the agenda.
2. Traffic Matrix # 463 – item deferred to March 2020 TSC meeting.
Issue: Request by resident for speed bumps on Hill Avenue.
Action: The TSC will review the item and make a recommendation.
3. Traffic Matrix # 464
Issue: Request by resident for painted Stop Ahead signs to be installed on Scully at the
intersection of Scully and Viewridge.
Action: The TSC will review the item and make a recommendation.

TRIMMING TO IMPROVE VISIBILITY.

4. Traffic Matrix # 465
Issue: Request by resident to install radar feedback signs on Saratoga-Sunnyvale Road in
between Cox and Herriman to help with reducing speeding.
Action: The TSC will review the item and make a recommendation.
- COMMISSIONER FITZSIMMONS MOTIONED FOR STAFF AND ENGINEERS TO EVALUATE
LOCATIONS AND VISIBILITY OF EXISTING SPEED LIMIT SIGNS TO INCLUDE ASSESSING SPEED
LIMIT LEGENDS.

- COMMISSIONER KANE MOTIONED TO ADD RADAR FEEDBACK TRAILER ON SARATOGA
SUNNYVALE ROAD
- COMMISSIONER FITZSIMMONS GAVE SECOND MOTION.
- MOTION DOES NOT PASS 3-1-0 (CHOI, MCINTYRE, COULTER ABSENT/ COSYN DID NOT APPROVE)
- PLAN WILL RETURN TO MARCH MEETING- WITH POSSIBLE LOCATIONS FOR SIGNS
5. Traffic Matrix # 466
Issue: Request by resident to install speed humps or other methods on Chester Avenue to
deter speeding.
Action: The TSC will review the item and make a recommendation.
- COMISSIONER FITZSIMMONS GAVE MOTION TO INSTALL CHEVRONS AROUND THE CURB AND
INSTALL SPEED HUMPS.
- COMMISSIONER COULTER GAVE SECOND MOTION.
- APPROVED 4-0-0 (CHOI, MCINTYRE, COULTER ABSENT)
- COMMISSIONER COULTER MOTIONED TO BRING BACK PLAN TO COMMISSION.

6. Traffic Matrix # 467
Issue: Request by resident to install traffic safety improvements on Fruitvale Avenue.
Action: The TSC will review the item and make a recommendation.
- COMMISSIONER COSYN MOTIONED TO ADD MORE 25 MPH SIGNS WHEN SCHOOL CHILDREN
ARE PRESENT ON FRUITVALE NEAR REDWOOD MIDDLE SCHOOL AND ON SARATOGA AVE
NEAR SAINT ANDREWS AND SACRED HEART.
- COMMISSIONER KANE GAVE SECOND MOTION.
- Approved 4-0 (CHOI, MCINTYRE, COULTER ABSENT)
- COMMISSIONER FITZSIMMONS RECOMMENDED TO ADD RADAR FEEDBAACK TRAILER ON
FRUTIVALE AVE IN THE AREA SOUTH OF DOUGLAS AVE
- COMMISSIONER COSYN GAVE SECOND MOTION.
- APPROVED 4-0 (CHOI, MCINTYRE, COULTER ABSENT)
7. Traffic Matrix # 468
Issue: Request by resident to decrease speeds on Cox Avenue between Saratoga Avenue and
Quito Road.
Action: The TSC will review the item and make a recommendation
- COMMISSIONER KANE GAVE MOTION TO DO DIRECTED ENFORCEMENT AT THE PASEO
PRASADA INTERSECTION.
- COMMISSIONER COULTER GAVE SECOND MOTION
- APPROVED 4-0 (CHOI, MCINTYRE, COULTER ABSENT)
- COMMISSIONER COSYN MOTIONED FOR ENGINEERING TO DESIGN A PLAN THAT INCLUDES A
DOUBLE YELLOW AND SHOULDER STRIPING ON COX AVENUE.
- COMMISSIONER KANE GAVE SECOND MOTION.
- APPROVED 4-0 (CHOI, MCINTYRE, COULTER ABSENT)
8. Traffic Matrix # 462
Issue: Request by Saratoga resident for the City to improve placement of slip through lane at
the intersection of Allendale and Theater Way for the safety of cyclists. Resident also
requests to make Allendale a 25 mph speed limit along the full stretch.
Action: The TSC will discuss and make a recommendation.
- COMMISSIONERS DIFFERED THE ITEM TO THE MARCH MEETING. ENGINEERS WILL DEVELOP A
PLAN THAT CONSIDERS REMOVING THE SLIP THROUGH LANE AND EVALUATING THE LEFT
LANE MOVEMENT FROM THEATER WAY.
9. Discuss street reclassifications and speed survey in Saratoga.
- COMMISSIONERS DISCUSSED THE TOPIC OF STREET RECLASSIFICAITONS AND ADDED THE ITEM
TO THE MARCH 2020 AGENDA FOR ACTION.

o Discussed SRTS and considered PTA education in a pilot approach
