A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA
IN OPPOSITION TO SENATE BILL 902 (WIENER)
PLANNING AND ZONING: HOUSING DEVELOPMENT: DENSITY
WHEREAS, in recent years, California has experienced a growing need for affordable
housing and the State has enacted many laws that seek to address that need by stripping
jurisdictions of local control; and
WHEREAS, Senate Bill (SB) 902 would allow parcels to be rezoned for up to ten units
per parcel without environmental review even when otherwise prohibited by a voter initiative or
other local restrictions; and
WHEREAS, SB 902 imposes no requirement to build affordable units and continues a
one -size -fits all approach to the housing crisis by overriding local land use decisions even where
those decisions were made by a vote of the people in an effort to shape future development and
maintain the community's unique character.
NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Saratoga does
hereby oppose SB 902, encourages Saratoga community members to express their thoughts on this
bill to their State representatives, and urges the California State Legislature and the Governor of
California to terminate this bill and seek a collaborative approach to the housing crisis.
The above and foregoing resolution was passed and adopted at a regular meeting of the Saratoga
City Council held on the 1 St day of July 2020 by the following vote:
