Dear Mayor and Members of the Saratoga City Council:
The purpose of this letter is to convey some of the major concerns of my client,
the Neighbors of Kevin Moran Park, regarding the proposed item on tonight's City
Council Agenda related to the tbrmation of a timeline for the Kevin Moran Park
Improvement Project and reconstitution of the Ad hoc Committee. You arc undoubtedly
aware that the proposal to improve KMP to allow expanded recreational uses has
generated considerable concern over impacts from traffic, noise and safety.
As a preliminary matter, we would like to make a request pursuant to the
California Public Records Act 06250 et seg)that establish or relate to the City's
compliance with the requirements of the California Environmental Quality Act
("CEQA;"Public Resources Code§21000 el secj), particularly any public notices
required pursuant to PRC §21092,any initial studies required pursuant to CEQA
Guideline §15063, and any studies, memos, reports, or other documents related to the
City's activities related to compliance with CEQA as they pertain to the Kevin Moran
Park project. The Neighbors respectfully submit that both State law (e,sp. CEQA) and
common sense dictate that.the City should consider all potential impacts before
proceeding any further with the proposed project.
The Neighbors understand and appreciate the fact that the Recommended Actions
being considered tonight involve development of a"public input process," and the
restructuring of the Ad hoc Committee, and not a final decision on the design of the park
itself. However, it is difficult to see how the Committee, the public, or the City Council
can properly evaluate the impacts and consequences of the proposed changes without an
adequate analysis that would be provided by compliance with CEQA. Moreover,CEQA
provides an excellent process for public input and comment.

Obviously, the Neighbors have several major concerns over the potential impacts
with respect to increased traffic and noise that would result from the proposal to expand
or develop Kevin Moran Park with soccer and other organized sports facilities. The
Neighbors feel that the City needs to consider the long-term impacts of such a proposal
not only with regards to the impact of traffic and noise on the neighbors, but also with
regards to the City's resources and ability to provide proper and adequate public safety
protection for park users and adjoining residents. The addition or expansion of
recreational facilities will have a direct and long-term impact on the City's ability to
maintain acceptable and adequate service ratios and response times throughout the City.
History reflects the City's budgetary problems already have proven inadequate to
maintain the existing park amenities. The proposed addition or expansion of recreational
facilities will potentially lead to substantial deterioration of these existing amenities.
In summary, the Neighbors submit that the proposal before the City Council
tonight constitutes a"project" within the scope of CEQA (PRC§21065), and that the
City of Saratoga should take any and all appropriate measures to comply with CEQA
prior to further proceedings on this matter.
As a further matter, by copy of this letter to the City Clerk., I am requesting to be
added to the mailing/notification list for all notices prepared pursuant to PRC §21 O92.2.

Please read this important email in support of necessary improvements to the Kevin
Moran Park in Saratoga. Residents of our community desperately need you support
and help to create additional field space to support the important youth soccer
programs for both recreational and competitive players. Like most sports, soccer
require adequate field space for both game and practice purposes. Improvements to
Kevin Moran Park can and will service not only the requirements of our youth
involved in soccer, but also other sports as well.
As you may be aware, soccer now has the largest representation of youth
participation of any sport in the country and services both recreational and
competitive players. The growth of this game and the benefits it offers to both
boys and girls at all levels is extremely important to the development of our youth
and the community. Saratoga is no exception and as such requires your attention to
this important field space and improvement matter.
It has now been 20 months since 200 of us last showed up to a council meeting to
encourage our council to assess what could be done to improve Kevin Moran Park. We
are begging the council to endorse a process by which people can discuss the
options, assess the pro's and con's assuming there are any con's, look at all the
alternatives and ultimately arrive at a course of action. Unfortunately, this
process hasn't event started and this is a critical problem for our youth soccer
players and field based athletics in our community. I hope that you will agree
that NOW is the time to get the process started and the council is the communities
representative to do just that!
You may be asking why are AYSO and the competitive players and teams so interested
in Kevin Moran Park? The answer is simple, the kids of Saratoga need more practice
and playing space. Kevin Moran Park is the largest flat park in the city with
about 10 acres and most of the park lies vacant. When you combine this with the
fact that we have a great soccer program in Saratoga, and very few fields to play
on, we have a fundamental problem that needs to be addressed in other words we
are currently short changing our kids.
Did you know that:
• 13 year old children in Cupertino and West San Jose get twice as much practice
time per week as our kids Saratoga kids?

• 6 and 7 years only get half as many practice days
• Saratoga coaches have to leave work early to hold practices that start at 3 :30
and ends at 4 :45 so another teams can then start their sessions
• our families are being charged a premium to practice/play in neighboring
Cupertino because we aren't able to meet the demand
• We are restricting our ability to attract volunteer coaches because of low
field availability and field times that are too early for many to leave work
I can't imagine anyone arguing that we don't have a serious issue with field space
in our city. If that is a given, the question now becomes what are our options to
address the problem? Kevin Moran park could be part of the solution to our field
space shortages. However, we recognize that any and all improvements to that park
must be carefully considered, impacts if any clearly understood and properly
addressed. I believe that the city could expand the existing grass at the park in
a way that would allow us to accommodate a broader age group (e.g. Under 14 and
older) in the park. If done correctly, this would have minimal impact on traffic
and/or the number of soccer kids in the park. Not that kids using public parks is
a bad thing, but we recognize that some of our community neighbors may be concerned
about park usage/traffic.
Please take this request seriously along with others you have received from our
community and help us address this important field shortage matter. Ideas for the
park require open an honest discussion amongst the council and the various
community parties. Saratoga Soccer and thousands of our community members would
like to see the Saratoga city council start the process of assessing what is
required in order to improve/upgrade Kevin Moran Park for expanded soccer use,
while at the same time preserving the character of the existing park and
neighborhood. We the members of the Saratoga Soccer community and thousands of
other Saratoga residents are ready to work with the council to figure out a plan to
improve the park.
In your council meeting this evening, I beg you to consider, support and take
immediate action on this important matter.

Dear Council Members,
I was one of the attendees last year when this project was discussed but
won't be able to attend tomorrow's City Council meeting.
I would like to bring your attention to yet another great need the Saratoga
community now has for sport fields for our youth: the explosively growing
sport of Lacrosse.
In case you don't know, Saratoga now has a first class Lacrosse program,
which we started last year with one pups and one juniors team. You can find
out more about it at www.redhawkslacrosse.com
<http://www.redhawkslacrosse.com/> . This year, we have grown to 2 pups, 1
juniors and 1 JV team. We had enough kids asking to join our program that
we could have fielded a second juniors team, which we really wanted to do,
but we had to turn them down because of our non-availability of fields for
practice and games.
Our JV's achieved the 2nd position in Northern California, our Juniors were
3rd of their division, our Pups A ended up 4th and our Pups B made it to the
quarter-finals.
We are expecting a continued strong growth next year and beyond and hope
that field availability will no longer be a reason for having to reject
kids. One of the nice things is that the Lacrosse season does not conflict
at all with the big fall soccer program in Saratoga and that we use exactly
similar fields as soccer does. Efforts to help one program will help the
other too as a result.
The Kevin Moran Park facility would be a great option to allow lacrosse to
grow in Saratoga. You may have seen national media coverage of the
explosive growth of Lacrosse throughout the country. 17 new clubs were
formed this year in Northern California alone!
Thank you for your interest and support, and for ensuring that our youth
have adequate space to meet their interest in growing both physically and as
individuals in our city.

I won't be able to attend the meeting tomorrow night but would not have been in a position
to volunteer for the Ad Hoc committee anyway at this time. I do hope that all the efforts
will lead to great satisfaction of all and to the benefit of our children's physical
growth and enthusiasm.
I am not sure if you are aware of the incredible growth of another sport in the nation's
youth: LACROSSE.
My son (now in 5th grade) is in his second year in the sport and absolutely loves it. So
do all the other boys who have had a chance to get involved in it, and I understand that
it is one of the hot recess activities at Redwood now.
Anyway, I have been involved, since its creation last year, with the West Valley Lacrosse
Club (Red Hawks teams) right here in Saratoga, as their webmaster. You can find out more
about it at www.redhawkslacrosse.com.
Last year, we only had a Pups and a Juniors team. This year, we grew quantumly to 2 Pups,
1 Juniors and 1 JV team. We had enough kids wanting to join to form a second team but had
to refuse them because we were not able to secure enough fields for our practices and
games.
Please let me know if this is something the city would like to know more about and help
grow for the benefit of our youth. It is the fastest growing youth sport in the country
(17 new clubs in Northern California this year! ! ! ) A great sport for girls too if we had
fields, demand and coaching interests.

I am writing this e-mail to you because I promised to keep all those who wrote me last
year informed of the progress on development of one of the city's parks, Kevin Moran Park,
a 10.2 acre Saratoga City park off Prospect and Scully.
Some of the neighbors of Kevin Moran Park wanted to talk about the park last City Council
meeting, May 18, and it was not agendized. The council decided to agendize a discussion
for June 1st. It is a discussion on process, direction regarding the timeline of public
meetings on the Park, and who is going to be on the Ad Hoc committee. There will not be
any discussion on design of this park at this time, just what the public input process
will be for future meetings. If you are interested in this park or want to be part of the
process team, you should plan to attend this meeting tomorrow night.
The meeting starts at 7 p.m. but I don't expect we will get to this subject until 8 p.m.
If you would like to speak, please pick up a card in the lobby of the theater, fill it
out, and give it to the city clerk sitting at the right on the stage.
The meeting is held in the Civic Theater/ Council Chambers at 13777 Fruitvale Avenue,
across from Redwood Middles School.
I am sorry about the late notice. This is a discussion on the process and not the actual
design and that is why the city would not send out a letter of notice to all interested
parties.

I am hoping to be able to attend your city council meeting this evening, but in case I
am not able to, I wanted to send you this email also.
I am a parent of 3 wonderful children, 2 of which are actively involved in soccer and
baseball at Congress Springs Park (our third child will be in age to start in a few years
and she will undoubtedly be another strong participant of the programs. . . )
My wife and I are thrilled about these programs as growth experiences on many fronts for
our children and we are volunteering much of our time to help with the programs.
Unfortunately, the current availability of practice fields (for the soccer program at
least) has been quite inadequate in the city and many teams have to practice in poor
conditions, which does not help the youth with their learning and excitement for the
sport.
I understand that the city is reviewing various plans for providing more quality open
space for our youth sports, and my wife and I would like to lend all our support to this
goal.

As most of you know, for most of my 30 years in Saratoga, I have been a
strong, active supporter for increased "flat grass" in the city for use by
our children and families. This email is a request for the creation of a
process to address needed improvements to Kevin Moran Park. I am using
email since I unfortunately cannot attend the City Council meeting on June
1, due to a family event.
I would encourage the City to create a process to address the future of
Kevin Moran Park. I would expect this process to provide a forum for
Saratoga residents to discuss the options, to assess concerns, to consider
alternatives, and to ultimately arrive at plan that best meets the needs for
everyone in Saratoga.
The kids of Saratoga need more practice space, which is both safe and
accessible, whether it is for soccer, t-ball, cricket, lacrosse, etc. Kevin
Moran Park is the largest flat park in the city with about 10 acres. Most
of it lies vacant. We have some great youth sports programs in Saratoga,
but we are shortchanging our kids.
For example, let 's consider youth soccer. 13-year-old children in Cupertino
and West San Jose get twice as much practice a week as Saratoga kids.
Similarly, 6- and 7-year-old children get twice as many practice days.
Saratoga coaches have to leave work early to hold practices that start at
3 :30, so that they can share space with another team and coach starting
practice at 4 :45. Many parents cannot coach because we have early practices
due to field shortages; these early schedules do not even come close to
matching reasonable work schedules. We clearly have an issue with field
space in our city.
Kevin Moran Park could be part of the solution to our field shortages.
However, any improvements at that park must be carefully considered, along
with any impact. I strongly believe that the city could expand the existing
grass at the park in a way that would allow AYSO to shift Under-14 and older
players to that park, and move the U-10 players to other locations. If done
correctly, this would have little change in traffic and little change in the
number of soccer kids in the park. Not that kids using public parks is a
bad thing, but we could use the park in such a way as to not additionally
impact the neighbors. Flat grass is probably the lowest cost, easiest to
maintain, most flexible to use, and quite pleasant to view for a park.
Not only do we have increasing numbers of children playing youth soccer in

both the fall and spring seasons, but other youth sports are also beginning
to expand. With the health crises we face with our children, how can we not
find a way to increase opportunities for them to get more exercise? With
the bad role models we have in sports today, how can anyone argue with an
organization (AYSO) , that is based on the philosophies of Everyone Plays,
Open Registration, Balanced Teams, Positive Coaching, and Good
Sportsmanship, and where the most important outcome is fair, safe, fun,
healthy play? Youth sports organizations, like AYSO, help to develop our
kids to be good and healthy citizens.
It appears there has been no forum to discuss the options. Any ideas for
the park require open and honest discussion amongst the interested parties.
I would like to see the city council start the process to address the
responsible improvements of Kevin Moran Park while preserving the character
of the existing park and neighborhood. I know that Saratoga Soccer, AYSO
Region 27, and expect that the other youth sports organizations are ready to
work in an open and honest forum with any group to help improve the park
responsibly.
I encourage the city council to move forward with a process to discuss the
options at Kevin Moran Park.

Dear City Council Members,
I understand that you will be having a meeting on June 1st to address the
usage of Kevin Moran park. I couldn't think of a better use of SOME of the
10 acres of flat space than to convert it to structured sports usage such as
soccer, which keep children stimulated physically and mentally, while
building teamwork skill sets than can be used for a lifetime. Keeping these
kids physically active keeps these children from becoming couch potatoes,
gives them some great outlets for channeling all their energies pent up in
them from sitting in classrooms for hours. It also is a huge influence in
keeping these kids from getting into so many other worse alternatives that
kids can get into when left idle (laziness, computer games, gangs, drugs,
etc. ) . We will be developing responsible, healthy children who will build
self esteem and character for themselves by playing an active role on a
team. I hope you can consider and weigh all the benefits of creating fields
for AYSO soccer usage. Our kids and future generations deserve a chance to
have a practice area, so that they are not restricted to the shortage of
current existing dedicated fields, such as those at Congress Springs. It
would be awesome if we could offer the kids more practice times and the
parents later shift times for their practices, so that more parents can
volunteer to be coaches. I know of many people who had to quit coaching due
to the demand of early practice time. My husband, Lenny Rosenthal, is one
of those coaches and there are many others that we have spoken to.
Thanks for your consideration in this matter during your meeting this
evening.

I heard that AYSO had a 100 people email the city council. Now I hear he had
200 people at the City Council meeting?
Mr. Miller calls on all the parents and kids to email you for another soccer
field. How many did he get at congress springs? How many schools? How about

Does he get the only remaining open field park that is left for the rest of
the city constituants?
How much of the population does he represent? Not all of them, so why should
they get to take down trees and get the last of the open fields so the rest
of us can't have open space for speed ball, volley ball, and all the other
activities that are enjoyed at Kevin Moran Park???
Does this council represent all of Sartoga, or like this council did at
Congress Springs and El Quito, they represent special intrest soccer
organizations first?
What about kids that don't play soccer that use the park? What about the
seniors that use the park?
How about us plain folks that make up the part of the population that just
like to walk through it and enjoy its beauty?

For what it is worth I have lived in Saratoga for 44 plus years and in my present location for 39
years.
I am writing once again to have my say about the development of Kevin Moran Park.
I walk the park every morning. I don't have a dog. I just walk the park along with many others
and enjoy the solitude it provides.
My view is don't develop it. It is a lovely park just as it is.
Point#1 - OPEN SPACE --What is wrong with empty space! We have so very little of it left in
the valley and Saratoga itself has been swallowed up in useful purposes. Solitude is worth a lot

in this valley and the small playground is perfect for toddlers and the big lawn is perfect for all
kinds of activities enjoyed by families and other groups. The park is big enough and the
surrounding open space adds to its value. There is something quite lovely about less
development of every piece of land.
Point#2 - MONEY --Our money could be better spent on improving the roads, and I for one
would prefer to spend my tax dollars on other such basic improvements in the City. The street
sweeping program, for example, is a bit of a joke and could be done once a year or not at all for
all the good it does and that money diverted to other uses.
Point#3 - The ORCHARD, A HISTORY LESSON- The orchard should be preserved and
eventually replanted. I am sure the adjacent homeowners would agree. Many people enjoy one
of the VERY few remaining orchards that used to grace this entire valley. I saw families with
small children picking the apricots this year with such glee. The orchard has an historical
significance for our city.
Point#4 - NO BATHROOMS --There has been a move a foot for bathrooms. I can see why
Mother's and old people might want bathrooms, but I don't think they are a good idea. Even if
locked every night - which requires personnel to deal with them; they attract problem people and
problem maintenance. As Kevin Moran is in the main a neighborhood park, I think people can
go home to satisfy this need.
Point#5 - CONGESTION - This is a small park in a small section of Saratoga. Just on the other
side of Cox is a big ball field park. Organized groups often use the school playgrounds in the
summer. If you put in playing fields and/or parking lots to accommodate them in this small park,
you will be adding to the congestion of the neighborhood and bringing many people from out of
our community into the park. Is this really a good idea!
So my vote is to let the good park be- it really doesn't need improvement.

Don't let Ann Waltonsmith downplay the importance of this Wednesday's
meeting. Who is on the committee, and the process by which decisions are reached,
is critical to the outcome. The previous ad-hoc committee failed. Why?
During my first term on the city council, we were dealing with similar
issues at Azule Park. The council majority tried multiple iterations of massaging
the neighborhood to get the neighbors to accept some type of soccer venue,
in the form of ad-hoc committees, neighborhood meetings, etc. The neighbors
had to keep showing up and saying NO. It ended when the late Jim Shaw,
myself, and Evan Baker simply said: " This is a neighborhood park: No Soccer. "
The current council wants soccer in Kevin Moran Park. That is no secret.
Based on what happened at Azule, it looks as if the time has come to divide up
the assignments, and come to every single council meeting and say "NO" .
Take your three minutes, whether or not it is on the agenda. That's what the
Azule neighbors did, and that's what the proponents of the fire district merger
did. In the end, both groups got what they wanted.

Thank you for your email concerning the renovation of Kevin Moran Park. The City is planning on
renovating the Park so we have established a task force and some community meeting times. The first
meeting will be on July 28th. We invite you to attend. I am ccing this email to our City staff, who will email
you the details. (I can not lay my hands on the handout that says where it will be held). I know the park is
lovingly used now but with increasing pressure from a growing population of Saratoga children, we need to
make sure that we develop our parks fully. Because Kevin Moran Park is designated in our General Plan
as a Community Park, with a bathroom and some parking, that will be included in the final plan. In
addition, the City Council voted to include some"flat grass"areas for organized sports practices. The
public meetings will be to design and redesign all of the park so that it will provide options for young
children, school age children and adults for our community. In addition, we want to make sure that any
problems are mitigated, that is, fixed so that increased noise and cars are minimized.
With the help of citizens like yourselves, neighbors and the task force, I think the resulting renovation of
Kevin Moran Park will be a joy and a positive addition to the neighborhood. Our recently renovated parks,
Wildwood, Brookglen, and El Quito, have been a success with their neighborhoods. If you have time, I

I'm writing to express my concern about plans to re-do Kevin Moran Park. I live in the Prides's Crossing
neighborhood and frequently use the
park with my grandson. The playground is wonderful and the lawns and grassy area are a real treat for
him to run and kick balls. He loves to
watch the squirrels running through the apricot orchard and he helped me gather some apricots for jam
and ate half the crop. This is a
beautiful quiet park that is safe and secure. I also use the park to walk and exercise.
Changing that environment would be a shame. I understand off street parking, bathrooms and ball fields
are being considered for this park.
Those plans would bring much more traffic to the neighborhood. As it is, people drive through the
neighborhood at
too great a speed, and with more traffic to our little neighborhood it would be less safe. Bathrooms might
invite overnight guests which would be
very unfortunate.
We have suffered the increased noise of hwy 85 to our little park. Please don't compromise our park
again.
Where can we go today to find a quiet and beautiful place to be. Must we hike into the hills for some
beautiful and peaceful respite.
We have that here in our park.

I am a little confused though. Your email from last year says you will

I am writing this letter to adamantly oppose putting in soccer fields at Kevin Moran Park. I feel that the city
has railroaded us as neighbors surrounding the park with a plan put into action without our input. Why, in
the middle of summer when a lot of people are away on vacation, choose this time? Why does the task
force assigned to this have no knowledge of the history behind this issue? Maybe it's because they are all
new and this was done purposely. Why was an architect hired to come up with such a specific plan of 2
soccer fields, parking, and restrooms? This is a waste of our tax dollars that the city went ahead with and
spent. It was very obvious at the meeting last Wednesday night, July 28th, that the public does not want
this to happen.
The city told us many years ago that the park was a neighborhood park. If the city continues to believe it is
a community park, I'd like to see the legal document proving it. Furthermore, it is not 10.3 acres. (It is if
you combine Azule Park with Kevin Moran.) Why isn't the North Campus or Central Park considered for
the fields? They already have restroom facilities and parking. Why was the money spent to put into action
this plan without a public meeting first?
As a surrounding neighbor who backs up directly to the apricot orchard, we already have the noise from
Highway 85 not to mention what soccer games every weekend including holidays would cause. I'd like to
bring to your attention that the parents of each soccer player drive two separate cars to their kid's game.
Mom's go 1/2-hour early and Dad's follow later in a separate car. This potentially makes 120 cars for two
games, 15 per team, 4 teams. The safety of the children is really most important, and Scully Street is too
narrow to handle the cars already parked there. There are no sidewalks and it cannot support additional
traffic that the soccer games would bring.
I would appreciate the Council's attention regarding this letter.

I am sending your letter on to the rest of the City Council and Staff, since I did not know if you had written to them
also. I do not know what the outcome will be for any renovation on Kevin Moran Park. Since the park was in line
in our Capital Improvements Projects and had money assigned to its renovation, we do need to at least discuss
the issues and options with the neighbors and interested parties in the Fall. Open Space is lovely and as the
needs grow for a group or change as the demographics change, the City Council always needs to evaluate the
City's parks to see if they are continuing to be useful for the community or if renovation would be more useful.
As for the North Campus, the flat grass in the middle of the campus has been used for younger kids sports games
and practice each summer. So you are correct Open Space and public space is needed and it does not make
sense to sell it, putting yet more pressure on the dwindling City parks and public buildings.

I was relieved to hear that you are shelving plans for Kevin Moran
Park until the fall, but I would be more relieved if you would just
leave this park alone .
If you put soccer fields in this park, you will change what is
particularly nice about this park, destroying one of the few pieces
of tranquility we have in our community. Old and middle aged folks
walk and meet and visit at the park everyday and can view the
orchard, children pick cots in season; mustard is ablaze in the
spring and squirrels consider it their home . Young people enjoy the

people walk to the park and don' t disturb the serenity.

Dear Council Members:
I am writing this letter to adamantly oppose putting in soccer fields at Kevin Moran Park. I feel that the city
has railroaded us as neighbors surrounding the park with a plan put into action without our input. Why, in
the middle of summer when a lot of people are away on vacation, choose this time? Why does the task
force assigned to this have no knowledge of the history behind this issue? Maybe it's because they are all
new and this was done purposely. Why was an architect hired to come up with such a specific plan of 2
soccer fields, parking, and restrooms? This is a waste of our tax dollars that the city went ahead with and
spent. It was very obvious at the meeting last Wednesday night, July 28th, that the public does not want
this to happen.
The city told us many years ago that the park was a neighborhood park. If the city continues to believe it is
a community park, I'd like to see the legal document proving it. Furthermore, it is not 10.3 acres. (It is if
you combine Azule Park with Kevin Moran.) Why isn't the North Campus or Central Park considered for
the fields? They already have restroom facilities and parking. Why was the money spent to put into action
this plan without a public meeting first?
As a surrounding neighbor who backs up directly to the apricot orchard, we already have the noise from
Highway 85 not to mention what soccer games every weekend including holidays would cause. I'd like to
bring to your attention that the parents of each soccer player drive two separate cars to their kid's game.
Mom's go 1/2-hour early and Dad's follow later in a separate car. This potentially makes 120 cars for two
games, 15 per team, 4 teams. The safety of the children is really most important, and Scully Street is too
narrow to handle the cars already parked there. There are no sidewalks and it cannot support additional
traffic that the soccer games would bring.
I would appreciate the Council's attention regarding this letter.

Dear Council Members, I cannot believe we are addressing the Kevin Moran Park issue again. My family and I
have lived in the neighborhood for twenty years and have seen this issue come up again and again. Each
time,council and Mayor lacking knowledge of the promises of the past. The last time we addressed this issue was
about four and a half years ago. The community was very angry that it was being addressed again. At that time,
we were promised that we would be keep informed of any action on the park in the future and would be advise
before and during the decision making process. Again action has been taken, monies spend on
architect consultants and a charter given to a commission to develop the park for soccer fields. This creates a
terrible lack of confidence in our elected officials. We are all frustrated when these things happen on a national
level, and feel we are victims of lobbying efforts that we have little control over. When this type of callous
action starts to occur in a small community, God help our process of democracy. I have found the very council
person that was behind the commitment to the neighborhood over four years ago has spearheaded this project. I
understand the city has $400K , in state park and rec. funs burning a whole in its pocket. Meanwhile , we are
faced with a ballot measure for a utility tax to cover much need expenses like street repair and park maintenance.
I know you all work with your own family budgets and business budgets. I sure you would think it strange to forgo
the car payment for a weekend away because the entertainment budget had excess funds. Where is the fiduciary
responsibility? This is they type of thing that has put our state and national government in financial crisis. I also
plan to write our Governor,and share this as a small example of our larger problems. Perhaps, our Governor, can
reallocate these funds to state education..
This is a neighborhood park which does not have the access roads to support the level of traffic soccer fields
would bring. Am I, angry, frustrated, betrayed?
You bet! As well as our neighbors and all the people who attended the first meeting! I would appreciate the non
lobbying council to look deeply into the history and try to assist our neighborhood retain the quaintness and
quality of our community, we all so much treasure.

I've been watching the Saratoga News articles regarding the controversy between the neighbors of Kevin Moran
Park and the needs of the larger community. I believe this is an important decision for the City, and I would like to
see a process in place to thoroughly discuss this issue with the community before a decision is made.
I'm a twenty year resident of Saratoga, and all three of my kids have been a part of AYSO soccer. My youngest
daughter is still in AYSO, and my older boys have gone on to play soccer for Saratoga High and even at Santa
Clara University. AYSO fostered a love of soccer, good sportsmanship, and parent involvement with their kids. I
have coached my kid's teams many times over the years, and will do so again this season for my daughter's
team. I have experienced first-hand the difficulty of getting practice fields in Saratoga to facilitate coaching the
team, and the City needs to address this issue.
The AYSO program is very successful with growing enrollments every year, exacerbating the problem. The City
needs to plan appropriately in order to foster and support the growth of this valuable community program.
Facilities like Kevin Moran Park are few and far between in Saratoga, and they are owned by the City for the use
and enjoyment of all residents, not only the bordering neighbors. Certainly the traffic and other concerns of the
residents need to be resolved, as they have been for other locations such as Congress Springs Park. We need a
forum to discuss and address these issues.

On behalf of our kids in Saratoga I encourage the city council to consider improving Kevin Moran Park
to allow our kids to use this park for soccer practice.
If you haven't notice we have improved our schools to help accommodate more kids, as a result more
kids are participating in outside activities which include baseball, softball and soccer which requires
open space for use.
The only members against improving are those living around the park that do not have young kids
attending our schools. These people are older and want nothing to do with kids using the park and what
to keep this for themselves even though ALL our tax money goes in supporting all our parks.
I encourage you to put this on your agenda to consider the youth of Saratoga. Just look at what occurred
at our Memorial Day celebration. It was the kids that made that day special. The band, the Choir, Scout's
placing flags and wraiths on each grave site.
It should be about everyone not just those living around one park.

ends at 4:45 so another teams can then start? How many people can't coach because we
have early practices due to field shortages? We clearly have an issue with field space in our
city.
Kevin Moran park could be part of the solution to our field shortages. However, any
improvements at that park must be carefully considered, the impacts understood and properly
dealt with. I think that the city could expand the existing grass at the park in a way that would
allow us to shift Under 14 and older players to that park, and moving the U10 players to other
locations. If done correctly, this could have little change in traffic and little change in the
number of soccer kids in the park. Not that kids using public parks is a bad thing, but we could
use the park in such a way as to not additionally impact the neighbors. However, there has
been no forum to discuss the options! Any ideas for the park require open an honest
discussion amongst the interested parties.
I am sure, considering your positive impact on the city so far, you will provide this issue the
importance it deserves for the present and future residents of the city of Saratoga.

Kevin Moran should be improved to have two full sized fields, bathrooms,
additional parking, etc.
This city needs to take care of it's youth now and in the future. With
limited land space available, KM park needs to be developed and put to
good use. The neighbors in that area have concerns and the city, youth
groups (AYSO, Little League, West Valley Lacrosse, Parks and Recs, and
other users should find a way to work together. Not using this park
would be unacceptable as our needs for youth activities and fields
become more and more important. AYSO is willing to pay fees, I am sure
other groups would as well and this will help the city maintain the
park. Right now the park is in poor shape, the orchards serve very
little purpose, and it is not safe. An upgraded park would be enjoyable
to all and create a safer environment for our youth. The concerns of the
residents over traffic can be mitigated by proper measures to make the
streets safer (speed bumps, off street or nose in parking, etc. ) The
park could be easier to patrol with flat areas and actual restrooms and
lighting. It seems to me that people who move to live by a park or
school should expect that the park will be used by the community and
it's youth.
Our youth will find things to do. Sports is a wise choice, getting in
trouble and loitering are not.

I am a father of two Saratoga boys ages 9 and 11. As you know we are short of soccer
fields, especially for practice times.
A large park like Kevin Moran park would be an ideal place to consider for additional
field space as long as the neighbors become part of the process and we make sure that
their residential neighborhood doesn't suffer.
I urge the council to start with the assumption that we need to create additional field
space and to work towards that goal, with Kevin Moran park being an ideal place to start.

I would like to take this opportunity to urge you to begin the process of
evaluating potential uses for Kevin Moran Park. Although I personally would like
to see more soccer fields in Saratoga, I realize that there are many
potential uses for Kevin Moran. The park is currently an unpolished gem, with much

On behalf of our kids in Saratoga I encourage the city council to consider improving Kevin
Moran Park to allow our kids to use this park for soccer practice.
If you haven't notice we have improved our schools to help accommodate more kids, as a
result more kids are participating in outside activities which include baseball, softball
and soccer which requires open space for use.
The only members against improving are those living around the park that do not have young
kids attending our schools. These people are older and want nothing to do with kids using
the park and what to keep this for themselves even though ALL our tax money goes in
supporting all our parks.
I encourage you to put this on your agenda to consider the youth of Saratoga. Just look at
what occurred at our Memorial Day celebration. It was the kids that made that day special.
The band, the Choir, Scout's placing flags and wraiths on each grave site.
It should be about everyone not just those living around one park.

I 've been watching the Saratoga News articles regarding the controversy
between the neighbors of Kevin Moran Park and the needs of the larger
community. I believe this is an important decision for the City, and I
would like to see a process in place to thoroughly discuss this issue with
the community before a decision is made.
I 'm a twenty year resident of Saratoga, and all three of my kids have been a
part of AYSO soccer. My youngest daughter is still in AYSO, and my older
boys have gone on to play soccer for Saratoga High and even at Santa Clara
University. AYSO fostered a love of soccer, good sportsmanship, and parent
involvement with their kids. I have coached my kid's teams many times over
the years, and will do so again this season for my daughter's team. I have
experienced first-hand the difficulty of getting practice fields in Saratoga
to facilitate coaching the team, and the City needs to address this issue.
The AYSO program is very successful with growing enrollments every year,
exacerbating the problem. The City needs to plan appropriately in order to
foster and support the growth of this valuable community program.
Facilities like Kevin Moran Park are few and far between in Saratoga, and
they are owned by the City for the use and enjoyment of all residents, not
only the bordering neighbors. Certainly the traffic and other concerns of
the residents need to be resolved, as they have been for other locations
such as Congress Springs Park. We need a forum to discuss and address these
issues.
Thanks for your time and consideration of this matter in upcoming Council
discussions.

in the past, but cannot make the June 1 council meeting that both AYSO
and CYSA have publicized.
I have had three kids in youth soccer over the years (one currently)
and have seen the problems with space worsen, especially in spring.
I find it frustrating as a Saratoga resident to have to drive to other cities
to practice, to share small fields, and to have practices at odd hours
or not at all due to field constraints.
I encourage discussion between all affected parties to find an acceptable
way to increase soccer usage at Kevin Moran Park. Our family loves
the game, and we have gotten to know more other families through soccer
than by any other means beside school. For us, soccer has been
about the best community-building activity we have engaged in.

I will be at tonight's council meeting to speak on behalf of Saratoga
Soccer. As you know we have 1200 kids who are residences of the city
playing with us every fall and 350 in spring. By 9th grade somewhere
between 2/3 and 3/4 of all kids have played soccer with us at least
once. While I recognize that Youth Soccer is a "Special Interest" to
some in the city, having a successful soccer program is a great benefit
to the kids of Saratoga. One of the reasons we have such a great city
is because of how much we care for the kids of the city. If that makes
me and my organization a special interest group, so be it!
As for the matter at hand, in October of 2003, we respectfully asked
the city council to explore options to better support the youth of our
city. We asked the city to look at various options to expand the
available spaces suitable for organized sports. As you recall, there
were about 150 or more AYSO parents and kids at the council meeting.
Many had to leave early because that meeting went to the wee hours of
the morning. You also got 75 or so e-mails. Everyone expected the
council to take action.
At that meeting we discuss several some projects on the CIP list that
the city could not take on. We took on working with the SUSD and other
youth groups to install a field at Foothill elementary school. This
was completed this in fall of 2004. We have spent money on outside
contractors to improve the safety and playability of Blue Hills
elementary school. We have help fund the sand channel work at Congress
Springs Park. We are now working with the Morman church to fix their
field. We are actively looking at all options to improve the field
situation in our city.
In the meantime, a handful of residences near Kevin Moran park have
stalled and filibustered any attempt to have reasonable discussion
about the possibilities at that park. They have spread great fiction,
fantasy and fear to their fellow neighbors. The city council started
and then stopped a process to sort out what was possible.
Allowing a few people to halt discussion is not reasonable. We need
have an open discussion. I listen to all of the feedback at the one
public meeting concerning the park. I have ideas that would resolve
the real issues raised. Many will not impact traffic, noise, number of
kids, etc. Without leadership from the council to create forum, we
will never be able to discuss what is possible and get past the fiction
and fear being spread by a select few.
Our city a great city! Please help us move the Kevin Moran park
improvement project into an open forum where options can be discussed
fairly and equitably with all interested parties.

I would like to apologize for not following protocol and talking out of turn last evening. But
I wanted to remind council and staff as they have repeatedly reminded members of the
audience that they (council) can only speak to agendized items. As a reminder, June 1st
agenda and staff report concerning KMP referred to the following items only from the City
of Saratoga Web site:
"OLD BUSINESS
5. Kevin Moran Park Improvement Project— Schedule
Recommended action:
1. Provide direction regarding the timeline for the Kevin Moran Park Improvement Project
public input process.
2. Reconstitute the Kevin Moran Park Council AdHoc Committee."
Council member Kline went to great lengths explaining the difference of AdHoc versus
Task force. The council appears to have broken its own rules in discussing a non-agendized
item, the task force.
I would further like the council to refer to the city letter Dated August 6,2004 sent out to all
attending the July public meeting and posted on the city web site, stating item No. 2 to read
as follows: "2) Reconstitution of the Kevin Moran Park Task Force to include more
neighborhood participants."
