The FPPC requires submittal of a Form 460 if$1,000 or more is raised or spent in a year or by Officeholders with a controlled committee. The Form 460 must be filed semi-annually in July and January. Additionally,raising or spending more than$1,000 requires submittal of a Form 501 - Candidate Intention Form,a dedicated bank account for the officeholder account, and submittal of a Form 410-Statement of Organization within 10 days of raising or spending$1,000 or more. If less than$1,000 will be raised or spent in a calendar year, including personal funds,the FPPC states that the Form 470 may be filed.The FPPC requires officeholders who receive a salary of$200 or more per month and do not have an open controlled committee to file a Form 470 with the City Clerk.The Form 470 is due once a year on July 31. Upon reviewing City records,statements for the following years must be submitted to the City as soon as possible: - 2010 (after 6/15/2010) - 2011 For your convenience,a stamped envelope addressed to the City has been included with this letter. Please feel free to use this envelope to submit the campaign disclosure forms for the above years to the City of Saratoga. Also enclosed with this letter are copies of the Form 460, Form 470,and FPPC Campaign Disclosure Manual 2: Information for Local Candidates. If you need assistance determining which disclosure form to use or have questions about the forms or disclosure requirements,please contact the FPPC at 1-866- 275-3772.The FPPC operates its advice line Monday and Tuesday from 9:00 a.m. to 11:30 a.m.and from 1:30 p.m. to 3:30 p.m.On Wednesdays and Thursdays, the advice line is available from 9:00 a.m. to 11:30 a.m. Information is also available on the FPPC website at www.fppc.ca.gov. I did not have an open committee during the time periods covered by these submissions and I was unaware of any requirement to submit them. As you can see from the forms, there were no funds raised or expenses paid during these periods. This was an oversight on my part of which I apologize.
