6:30 PM TRAFFIC SAFETY COMMISSION
Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19
This meeting will be entirely by teleconference. All Traffic Safety Commission members, staff,
and public will only participate via the Zoom platform using the process described below. The
meeting is being conducted in compliance with the Governor’s Executive Order N‐29‐20
suspending certain teleconference rules required by the Ralph M. Brown Act. The purpose of this
order was to provide the safest environment for the public, elected officials, and staff while
allowing for continued operation of the government and public participation during the COVID‐
19 pandemic.
Members of the public can observe and participate in the meeting by:
1.Using the Zoom website at https://us02web.zoom.us/j/83583113457or App Webinar
ID: 835 8311 3457 and using the tool to raise their hand in the Zoom platform when
directed by the Chair to speak on an agenda item; OR
2.Calling 1.408.638.0968 or 1.669.900.6833, entering the Webinar ID: 835 8311 3457 and
pressing *9 to raise their hand to speak on an agenda item when directed by the Chair.
The public will not be able to participate in the meeting in person.
As always, members of the public can send written comments to the Commission prior to the
meeting by commenting online at www.saratoga.ca.us/tsc prior to the start of the meeting. These
emails will be provided to the members of the Commission and will become part of the official
record of the meeting.
During the meeting the Chair will explain the process for members of the public to be recognized
to offer public comment.
In accordance with the Americans with Disabilities Act and the Governor’s Executive Order, if

SHERIFF'S REPORT TO THE COMMISSION
Recommended Action:
Discuss what type of Sheriff Report the TSC would like to receive and direct staff to work
with the Sheriff's Department to prepare that information.

TO SIT WITH SARGEANT GONZALES TO DISCUSS WHAT TYPE OF REPORT TO
PRESENT TO THE TSC MEETING.

- COMMISSIONER KANE AMENDED THE MOTION TO INCLUDE THAT THE
SHERIFF SHOULD CONTINUE ATTENDING THE MEETINGS.

OLD BUSINESS
1. Elect new Vice Chair to serve immediately due to recent resignation.
Recommended Action:
Elect a new Vice Chair and accept nomination.

2 Traffic Matrix 462--Request for the City to improve bike safety at the Allendale Avenue
and Theater Way for the safety of cyclists. Resident also requests to make Allendale a 25
mph speed limit along the full stretch.
Recommended Action:
Review and make a recommendation.
(Note: Item delayed until item 4- discussed after Killbride)

RECOMMENDATION TO REMOVE THE SLIP THROUGH LANE AND INSTALL
FLEXIBLE POST TO DELINEATE RIGHT TURN LANE.

3. Traffic Matrix 463-Request for the City to reduce speeding at Hill Avenue by installing
speed bumps.
Recommended Action: (item was discussed after Vice Chair was selected)

85TH PERCENTILE SPEED BEING 27 MPH OR 25 MPH, SPEED BUMPS ARE NOT
WARRANTED.

4. Traffic Matrix 472- Request for a stop sign on Saratoga Avenue at Herriman Ave to create
interval timing for drivers to enter the traffic flow on Saratoga Avenue from Herriman
Avenue

on Farwell Avenue.

RECOMMENDATION TO REFRESH THE PAINT, REPLACE BOTTS DOTS, AND

7. Traffic Matrix 475-Request for the City to improve traffic safety on Sarahills Drive.
Recommended Action:
Review the item and make a recommendation.
- CHAIR AFTAB MOTIONED TO REFRESH YELLOW LINE STRIPING, UPDATE BOTTS
DOTS, ENHANCE SHOULDER STRIPING WITH REFLECTORS, MOVE THE SIGN AT
EYEBROW AREA CLOSER TO THE STREET, AND ENHANCED STRIPING FOR THE INSIDE
AND OUTSIDE LINE SHOULDER STRIPING WITH ENHANCED REFLECTORS, AND
REPLACE THE SIGN AT THE BULBOUT AREA.

11. Safe Routes to School Effort Next Steps
Recommended Action:
Give staff direction on next steps.
- COMMISSIONERS DISCUSSED OUTREACH IDEAS TO INCLUDE WORKING WITH PTA
MEMBERS AND PRINCIPALS.
- COMMISSIONER CHOI WILL SERVE AS THE SUB-COMMITTEE LEAD AND WILL FORM AN
OUTREACH PLAN TOGETHER WITH COMMISSIONERS AND STAFF.
