REGULAR MEETING Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19 This meeting will be entirely by teleconference. All Council/Commission members, staff, and public will only participate via the Zoom platform using the process described below. The meeting is being conducted in compliance with the Governor’s Executive Order N ‐29‐20 suspending certain teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide the safest environment for the public, elected officials, and staff while allowing for continued operation of the government and public participation during the COVID‐19 pandemic. Members of the public can observe and participate in the meeting by: 1. Using the Zoom website at https://us02web.zoom.us/j/85297669465 or through the Zoom App (Webinar ID 852 9766 9465) and using the tool to raise their hand in the Zoom platform when prompted to speak on an agenda item; OR 2. Calling 1.408.638.0968 or 1.669.900.6833, entering the Webinar ID 852 9766 9465, and pressing *9 when prompted to raise their hand to speak on an agenda item. The public will not be able to participate in the meeting in person. During the meeting, the process for members of the public to be recognized to offer public comment will be explained. As always, members of the public can send written comments to the Committee prior to the meeting by commenting online at www.saratoga.ca.us/publicart prior to the start of the meeting. Gateway Sculpture Recommended Action: Discuss opportunities for a sculpture at Saratoga Gateway. Crystal Bothelio, Assistant City Manager, provided a report on the Gateway Sculpture item. Colleen Wilcox, local artist, shared information about her work, described her interest in collaborating with the City, and addressed questions from the Public Art Committee. She indicated that she would be interested in loaning several pieces of her work to the City for a 1 to 2-year period if the City could aid with installation. She also shared information about other local sculptures that may be able to loan artwork appropriate for the Gateway location. The Public Art Committee agreed that the Gateway is not an ideal location for the artwork that Colleen Wilcox proposed to loan to the City on a temporary basis, but asked staff to identify potential locations for the artwork. The Committee expressed 3 Saratoga Public Art Committee Minutes - Page 2 of 3 a desire to seek out a local artist interested in working with the City to place a sculpture at the Gateway location and asked staff to follow up with the artists suggested by Colleen Wilcox. 3. Library Commission Recommended Scope and Work Plan Changes Recommended Action: Receive status update on the Library Commission’s recommended scope and work plan changes. Crystal Bothelio, Assistant City Manager, shared an update on the Commission’s recommended scope and work plan changes, which are scheduled for Council consideration on August 19. Kayla Nakamoto, Analyst, provided an update on the current fiscal year budget. The Public Art Committee requested that staff outline options for a 2021 cycle of Paint the City. The Committee also requested that the operating budget be used to cover costs associated with the installation of loaned sculpture, such as sculptures loaned by Colleen Wilcox. 5. Updates on Existing Projects Recommended Action: Receive updates on existing projects and programs. Kayla Nakamoto, Analyst, provided an update on existing projects, including: Silly Walks, #SaratogaROCKS, and Rainy Day Poetry. The Public Art Committee asked staff to see if the owner and business (if different) of the wall outside of the Mint Leaf would be interested in a temporary art installation on the wall. 6. Minutes respectfully submitted: Crystal Bothelio, Assistant City Manager City of Saratoga 5 CITY OF SARATOGA Memorandum To: Public Art Committee From: Crystal Bothelio, Assistant City Manager Date: September 15, 2020 Subject: Sculpture Program In recent months, the Public Art Committee has been discussing options for a sculpture program. This has started with consideration of a program modeled on the Los Altos Public Outdoor Sculpture Loan program. During recent meetings, the Committee has been refining plans to enter a short-term loan of a sculpture created by a local artist to be placed at Saratoga Gateway. The Saratoga Gateway is located at the corner of Saratoga-Sunnyvale Road and Prospect Road. After meeting with the Montalvo Arts Center, the Public Art Committee asked staff to reach out to several local artists recommended by Montalvo Arts Center Executive Director Angela McConnel and Montalvo Arts Center Managing Director Kelly Hudson. At the August 2020 meeting, artist Colleen Wilcox shared some of her artwork that she felt comfortable loaning to the City. The Committee expressed interest in a loaning the artwork but felt that the Gateway was not a suitable location and requested that staff return with some possible locations for the artwork. Possible locations that could accommodate the artwork include the City Hall Courtyard and Blaney Plaza. Locating the artwork at the City Hall Courtyard would require relocating the fountain donated by Saratoga Rotary. Staff was also asked to reach out to some of the local sculpture artists that participate in the Saratoga Rotary Art Show. Artists Rick Waltonsmith and Jeff Owen expressed interest in loaning a sculpture to the City for 1 to 2 years. After visiting the Gateway, Rick Waltonsmith suggested that his African tree sculptures might be appropriate and invited the Public Art Committee to view the sculptures in person at his working studio. 6 Attachments: - Artwork from Colleen Wilcox - Artwork from Rick Waltonsmith - Photos and Plans for Saratoga Gateway 7 Artwork from Colleen Wilcox Series of Five female Busts - Colleen B Wilcox The series of female busts were inspired by Rodin’s Burghers of Calais. He was commissioned to memorialize the town’s leaders who in the 1300s during the 100 Year War with England, agreed to be imprisoned in exchange for protecting the Town of Calais from the ravages of the war. Rodin’s sculptures reflect the various emotions the prisoners were feeling upon their release. Whether it was forgiveness or resignation, their expressions represent a range of human emotions that are easily identified by the observer. I was inspired to sculpt women whose facial expressions represent a range of emotions inspired by life’s travails and joys. 8 A Kiss Goodbye represents African American women who by all accounts have had to say goodbye more frequently than most others. Whether through being taken from their homeland, families being split up on the auction block, or sending their husbands and sons to war, goodbyes are far too common for African American women. 9 Keeping Watch represents women’s sense of responsibility for keeping children safe - their own and others. Constantly mindful of the needs of others while engaged in a myriad of other tasks. That ever-present protective eye on the needs of others around them. 10 Seen So Much attempts to portray women’s deep resolve in the face of life’s devastations, human cruelty, loss, heartache and injustice. 11 Grace suggests that feeling of deep gratitude when having witnessed human goodness, the beauty of the world or tenderness toward others when we become acutely aware of our interdependence. 12 Electra represents those times when we are faced with indecision. It’s the choosing between alternatives which have profound ramifications for ourselves and others. It’s the time before we move forward in one direction or the other. 13 Artwork from Rick Waltonsmith African Trees: The sculptures were inspired by a trip to Africa and Madagascar. In the photo below, the sculpture on the left is titled “African Tree (Jackalberry)”. It stands six feet tall, is made of silicon bronze, brass and stainless steel. The center piece is named “African Tree (Baobob)”. It stands seven feet tall, is made of silicon bronze, brass and stainless steel. The sculpture on the right is named “African Tree (Madagascar)”. It stands six feet tall, is made of silicon bronze, brass and stainless steel. 14 15 Saratoga Gateway Photos & Plans 16 17 18 19 20 CITY OF SARATOGA Memorandum To: Public Art Committee From: Kayla Nakamoto, Analyst Date: September 15, 2020 Subject: Paint the City 2021 At the August 13, 2020 Public Art Meeting, the Committee requested staff to bring back options for a 2021 cycle of Paint the City. The Utility Box Art Project began in 2018 where 7 utility boxes were painted. In 2019, there were 5 utility boxes that were painted. In 2020, there were also 5 boxes painted. If the Committee is interested in having a Pai nt the City 2021 cycle, staff has identified 3 locations. - Quito & Pollard - Saratoga & Scotland - Saratoga & Cox Part of the Library and Community Engagement Commission’s scope and work plan include supporting public art programs. The Commission could support the Paint the City 2021 cycle by reviewing the artist applications and making top 3 recommended selections for the Public Art Committee to consider. Aside from this, staff is proposing no major changes to the program and is requesting that the Committee direction on the 2021 program details summarized below. Artist(s) may only submit one application per utility box location. Artists selected during the 2020 Paint the City cycle wi ll not be considered as part of the 2021 program. Artwork Criteria Artwork should reflect the history, heritage, culture, geography, or neighborhood or area where the box is located. Artwork must cover the entire box, not including handles or box identification markers. The lower right corner of the back panel will be reserved for the artist name(s). Entries must be the original design of the applicant(s) and suitable for viewing by all ages. Artwork may not contain political statements or symbols; religious references or symbols; profane or offensive content; graffiti-like style artwork; copyrighted or trademarked material; or corporate or organizational references, branding, or symbols. Selection Staff will review applications to determine if minimum criteria has been met. The Library and Community Engagement Commission will then recommend up to 3 designs per utility box location to the Public Art Committee to consider. Once the top 3 design selections have been made, the community will be invited to rank designs for each utility box location. The highest ranked design at each location will be presented to the Public Art Committee to recommend City Council acceptance in accordance with the Public Art Policy. If the Public Art Committee chooses to disp lay utility box art for a period of 3 years or less, then the Committee may approve final utility box concepts. 22 Paint Requirements Artists should use premium 100% acrylic latex paint with low-sheen, eggshell or satin finish is recommended. Paint should be minimum 1.5 mil dry thickness per coat. Artists are also responsible for applying a polyurethane top coat (marine grade) and a UV- protective and anti-graffiti clear-coat. The Committee selected 7 different poems that were stenciled on sidewalks in paint that can only be viewed while wet. Locations and poems used are noted below. - Saratoga Library (near the entrance), Chinese Poem with English Translation: Climbing White Stork Tower by Wang Zhihuan - Village Sidewalk, Big Basin Café: The Rainy Day by Henry Wadsworth Longfellow, 1st stanza only - Village Sidewalk, Wells Fargo: What Matters It - Village Sidewalk, 4th Street & Big Basin, Opposite Wildwood Park: The Sun and the Moon by Elaine Daron - Village Sidewalk, Sue’s Café, Chinese Poem with English Translation: Quiet Night Thoughts by Li Bai - Saratoga Elementary Sidewalk: Hug O’ War by Shel Silverstein - Joan Pisani Community Center (near the entrance): If by Rudyard Kipling, 2nd stanza lines 1 to 4 only At the August 2020 meeting, the Public Art Committee asked staff to include the Rainy Day Poetry program to be included on the September agenda to begin planning for the next cycle, including potential locations. 29 In addition to the existing locations, additional location options include Saratoga Library and sidewalks near Blaney Plaza. These are locations where residents may be walking on a rainy day. Staff will share photos of new location options during the meeting. It is important to avoid placing the artwork under covered areas that may not be exposed to much rain. Program costs will vary based on the total number of paint locations and detail of the stencils. While some of the stencils can be reused, staff found that the lettering of the existing stencils was too small and resulted in some bleeding. Additionally, some of the stencils cannot be used due to damage caused during the stenciling process. As a result, staff is advising that new stencils be created with shorter poems or other alternative artwork (such as drawings) with large, wide text that can be clearly transferred to the sidewalk with the stencil. The cost estimate for stencils and paint is shown below. Item 7 Stencils Cardboard Stencil - Laser Cut 4’ x 3’ $840.00 Paint (Rainworks Solution) $520.00 Total Cost $1,360.00 The stencil pricing above is for unique laser cut corrugated cardboard stencils that are 4’ x 3’ in size and with fairly simple design elements (primarily text based). The cost per stencil decreases slightly as the amount ordered increases. Stencil pricing also increases with more detailed, complex designs. The estimated implementation timeline is approximately 3 months. If the Committee wants to consider new poems or alternative forms of artwork, such as drawings, the Library and Community Engagement Commission could support the Public Art Committee by identifying poems or artwork for the Rainy Day Poetry program that would be presented to the Public Art Committee for consideration. Staff met the owner, Laksana and the property manager, Rod Jowkar. They were both open to the idea of having a mural on their wall and requested a floral or leaf themed mural to match their décor and requested that the work be done outside of business hours and to have. Since the Mint Leaf opens for lunch, painting would have to occur in the morning before 11:00 a.m. Painting may also be able to occur between lunch and dinner depending on the setup and clean up time. If the Committee would like to pursue the addition of a mural outside of the Mint Leaf, staff suggests contacting an artist that has worked with the City previously through programs like Paint the City and may be interested in collaborating with the City on the program. The selected artist would then be asked to provide a conceptual design for the Public Art Committee, business owner, property management company, and Council to review and approve. Per the Public Art policy, City Council approval is required for artwork that is displayed for longer than 3 years. 41 As an incentive, the Committee may want to consider providing a stipend to hel p cover costs associated with paint and supplies. Paint the City stipends are $600 per location. However, similar mural projects often have a range of stipends ($2,000 - $7,500) depending on the detail of the conceptual artwork. The overall project timeline is estimated at 3 months, including artist selection, conceptual artwork approval, and installation. 42 CITY OF SARATOGA Memorandum To: Public Art Committee From: Kayla Nakamoto, Analyst Date: September 15, 2020 Subject: Public Art Budget This item has been placed on the Committee’s meeting agenda to provide regular budget updates as a standing item on the Public Art Committee meeting agendas. The bottom of the table shows the remaining balances in the CIP, Lease and operating funds. The Committee discussed some of the possible public art costs for Fiscal Year 2020/21. The budget below reflects the programs and activities that the Committee agreed to consider for Fiscal Year 2020/2 1. Expenses can be adjusted based on Public Art Committee priorities.
