OCTOBER 13, 2020
Teleconference/Public Participation Information to Mitigate the Spread
of COVID‐19
This meeting will be entirely by teleconference. All Commission members, staff, and public will
only participate via the Zoom platform using the process described below. The meeting is being
conducted in compliance with the Governor’s Executive Order N‐29‐20 suspending certain
teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide
the safest environment for the public, elected officials, and staff while allowing for continued
operation of the government and public participation during the COVID‐19 pandemic.
Members of the public view and participate in the meeting by using the Zoom website
https://us02web.zoom.us/j/86586715277 or App (Webinar ID 865 8671 5277) and using the
tool to raise their hand in the Zoom platform when directed by the Chair to speak on an agenda
item.
The public will not be able to participate in the meeting in person.
As always, members of the public can send written comments to the Commission prior to the
meeting by commenting online at www.saratoga.ca.us/yc prior to the start of the meeting. These
emails will be provided to the members of the Commission and will become part of the official
record of the meeting.
During the meeting the Chair will explain the process for members of the public to be recognized
to offer public comment.
In accordance with the Americans with Disabilities Act and the Governor’s Executive Order, if

ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS
Any member of the public may address the Youth Commission for up to three (3) minutes on matters
not on the Agenda. The law generally prohibits the Youth Commission from discussing or taking
action on such items. However, the Youth Commission can schedule the item for discussion at a
future meeting.

1. Youth Commission Minutes
Recommended Action:
Review and approve the minutes from the September 21, 2020 and September 22, 2020
meeting.

Wang motioned to approve the minutes. Leung seconded the motion. AYES: Huang, Jain,
Leung, Liu, Lu, Madhan, Raamkumar, Wang, Zhai. NOES: none. ABSTAIN: none.

2. Recap of the Events
Recommended Action:
Share a recap of both the Joint Meeting with City Council Movie Night and State of the City
message on October 3, 2020 and the Pizza & Politics event on October 9, 2020.
What went well:
● Members prepared for the rehearsal beforehand and drafted a good script and
schedule
What could have been better:
● Resolve and be prepared for internet connectivity issues
3. YAC Social
Recommended Action:
Discuss opportunities for teens to socialize during the pandemic. Receive update from staff
about the YAC Social 2020.

● Kahoot, Among Us, Two Truths and a Lie, Skribbl.io, online Bingo, Agar.io,

Ideas to Discuss
● How other commissions are engaging with their community
● How other commissions are structuring and organizing their events
● Issues and obstacles other commissions are facing and how they’re planning to

● How other commissions are planning to carry over previous events
● How other commissions engage with their members
4. Youth Commission Fundraising Plan
Recommended Action:
Discuss fundraising initiatives for 2020-2021.
● Think of slogans to put on giveaway apparel because we can’t put the official SYC
logo on them
● Canned food drive partners: Second Harvest West Valley Community Services,
Saratoga City’s Food Drive
● Coat drives: commission can partner up with local nonprofits or businesses
● Can only use packaged boba kits for assembling kits
Initiatives:
● Inclusive playground equipment

call" when you see members of the public? I think you
could put "Members of the Public" or "Audience" and
then put their Zoom names down? It would be super
helpful for me but also anyone who applies in the
Spring to have it reflected on the minutes. :)

I think we can bold the notes you take and then bold &
underline the motions. I was just thinking it may be
easier on the eyes. I know I had said underline
everything before, but now that we are starting to get
into more discussions (aka more notes), I think let's try
it this new way for a bit. :)
● Specific issues related to COVID-19
Plans for fundraising:
● Charging at virtual events
● Printing out a physical cookbook
● Sharing the GoFundMe on various social media platforms
● Arcade games (socially-distanced)
● Reaching out to local businesses to fundraise boba kits (ie. TeaLyfe) or partner up
with chain retailers (Chipotle, ModPizza) that have fundraising partnership
programs
● SWAG apparel
● Reach out to school newsletters or media programs to advertise GoFundMe
● Combine SWAG apparel with SEDTalks goody-bags
● Hiking for a cause; having hikers pay a certain amount in exchange for hiking
essentials and to walk (work with city council and Parks and Rec Commission to
implement the Saratoga to the Sea trail)
Lu motioned to have Madhan take the fundraising plan to city council. Leung seconded the
motion. AYES: Huang, Jain, Leung, Liu, Lu, Madhan, Raamkumar, Wang, Zhai. NOES:
none. ABSTAIN: none. PASSED 11-0.
5. Program for Individuals with Disabilities
Recommended Action:
Discuss ideas for a virtual activity that can temporarily replace the dances for individuals with
disabilities.
● Saratoga City planning on hosting a thankful virtual crafts session using mason jars
for Thanksgiving or Christmas
● Snowman gems, ValentineGrams, origami, paper stars
● Talent show planned for late January or early February
Bradley motioned to have the Youth Commission support the virtual crafts session with the
city and tentatively schedule the talent show in late January to early February. Jain
seconded the motion. AYES: Huang, Jain, Leung, Liu, Lu, Madhan, Raamkumar, Wang,
Zhai. NOES: none. ABSTAIN: none. PASSED 11-0.
6. SED Talk
Recommended Action:
Receive report from the Youth Commission liaisons to the Teen Advisory Board to begin
discussion and collaboration for the event.
● Subcommittee plans on reaching out to professors and students experienced in
mental health
● SED Talks scheduled for December 5, 3 p.m.-4:30 p.m.
● Two events: one focused on mental health, the other for entrepreneurship
● Planning to have 3 speakers at each event with 15 minutes each
● Could charge entry fees for SED Talks on entrepreneurship
7. Future Agenda Items
Recommended Action:
Consider agenda items for upcoming meetings. The next Youth Commission meeting is
scheduled for October 27, 2020.
● Discuss YouTube podcast, plan out dates to organize and create content
● Go over tree lighting and decorating the village plans
● Plan out holiday cookbook ideas
