All Commission members, staff, and public will only participate via the Zoom platform using the process described below. The meeting is being conducted in compliance with the Governor’s Executive Order N‐29‐20 suspending certain teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide the safest environment for the public, elected officials, and staff while allowing for continued operation of the government and public participation during the COVID‐19 pandemic. Members of the public view and participate in the meeting by using the Zoom website https://us02web.zoom.us/j/82063997738 or App (Webinar ID 820 6399 7738) and using the tool to raise their hand in the Zoom platform when directed by the Chair to speak on an agenda item. The public will not be able to participate in the meeting in person. As always, members of the public can send written comments to the Commission prior to the meeting by commenting online at www.saratoga.ca.us/yc prior to the start of the meeting. These emails will be provided to the members of the Commission and will become part of the official record of the meeting. During the meeting the Chair will explain the process for members of the public to be recognized to offer public comment. In accordance with the Americans with Disabilities Act and the Governor’s Executive Order, if you need assistance to participate in this meeting due to a disability, please contact the City Clerk at debbieb@saratoga.ca.us or calling 408.868.1216 as soon as possible before the meeting. The City will use its best efforts to provide reasonable accommodations to provide as much accessibility as possible while also maintaining public safety. 7:00 PM YOUTH COMMISSION REGULAR MEETING ROLL CALL ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS Any member of the public may address the Youth Commission for up to three (3) minutes on matters not on the Agenda. The law generally prohibits the Youth Commission from discussing or taking action on such items. However, the Youth Commission can schedule the item for discussion at a future meeting. Saratoga Youth Commission Agenda – Page 2 of 3 AGENDA ITEMS: 1. Youth Commission Minutes Recommended Action: Review and approve the minutes from the October 27, 2020 meeting. 2. YAC Social Recommended Action: Discuss YAC Social discussion topics, theme and confirm Commissioner availability to attend the virtual event on November 20th from 7:00 – 8:30 p.m. 3. SED Talks Recommended Action: Receive status update on the event scheduled for Saturday, December 5, 2020 at 3:00 p.m. and discuss creative ways to market the event. 4. Treasurer Report Recommended Action: Receive any updates from the Youth Commission treasurer. 5. Youth Commission Subcommittees Recommended Action: Receive updates from the three subcommittees. Holiday Subcommittee: Michelle, Alex, Timothy, Linnea. Inclusion: Nicole, Nicita, Carolyn, Cameron. YouTube Series: Nivi, Jacob, Aria. 6. Food Drive Recommended Action: Select 3 or 4 Commissioners who can attend the food drive on December 4th from 4:00 – 5:30 p.m. at City Hall. Discuss a second opportunity to host a food drive in collaboration with the Teen Commissions from the City of Campbell and the City of Cupertino and potential incentives. 7. Holiday Cookbook Recommended Action: Discuss the logistics of having a Holiday Cookbook and schedule a timeline. 8. Future Agenda Items Recommended Action: Consider agenda items for upcoming meetings. The next Youth Commission meeting is scheduled for November 24, 2020. SED Talk Recommended Action: Receive status update on the event scheduled for Saturday, December 5, 2020 at 3:00 p.m. ● Reached out to a few professors, one responded ● Subcommittee has planned out and confirmed all three speakers 4. Inclusive Playground Equipment Fundraising Goal Recommended Action: Identify a piece of inclusive playground equipment that the Youth Commission could set a fundraising goal to be met by the end of the 2020-2021 school year. Determine a fundraising goal for 2020-2021. ● Decided on an inclusive swing ● Want to raise around $3,000 and ask city council to match the donation Liu motioned to agree on the fundraising goal and equipment. Youth Commission Subcommittees Recommended Action: Discuss option to assign subcommittees for upcoming Youth Commission initiatives. ● 3 main events and subcommittees: ○ holiday community engagement (cookbook and care packages) ○ Dance or program for individuals with disabilities ○ Youtube series ● Holiday: Michelle, Alex, Timothy, Linnea ● Individuals with disabilities: Nicole, Nicita, Carolyn, Cameron ● Youtube series: Nivi, Jacob, Aria Bradley motioned to accept all of the nominated subcommittees. Holiday Community Engagement Recommended Action: Receive update from staff about the status of the traditional Saratoga Tree Lighting Ceremony. Discuss opportunity to collaborate with the City’s food drive that is tentatively scheduled for early December 2020. Determine the holiday cookbook program and assign roles. ● Plan the holiday cookbook ○ Submissions in late November/early December ○ Seasonal cookbooks: one for winter and one for spring/summer v. one entire cookbook ○ Potential release date: the start of December break ■ Digital winter cookbook due to time constraints ○ Preorder for a physical copy, form closes in December ○ Have verdicts for each recipe ○ Could feature a recipe every week on social media (Instagram) ● Care packages to be sent to local hospitals, senior centers, and fire stations ○ Christa McAuliffe, Blue Hills, Saratoga Elementary, Foothill Elementary, Argonaut Elementary, Marshall Lane, other WOW schools ○ Option for both digital and handwritten letters and drawings ○ Reach out to elementary schools (email administrations) for kids to make letters ○ Potentially send senior citizens flowers attached to letters ● Food drive: Friday December 4 (in person) ● Tree lighting will be virtual 7. Program for Individuals with Disabilities Recommended Action: Discuss a virtual activity that can temporarily replace the dances for individuals with disabilities. ● Snowmangrams, lucky paper stars, origami fortune tellers ● Seasonal crafts ● Potentially some fundraising here (charge money for personalization) ● Water fuse beads, creating paper snowflakes, rainbow loom/friendship bracelets ○ Make sure these activities are inclusive and account for people who have different abilities and motor skills; don’t make activities extremely complicated ● Thanksgiving jars (materials provided by city) ● Think about ways to make activities more/less complicated 8. YouTube Series Recommended Action: Discuss format, discussion topics, and schedule for the YouTube Series to help engage youth advocacy. ● Mental health, climate change, global issues ● Shoot and release first episode over the next month ● Video ideas: ○ discuss top issues affecting teens in 2020 ○ Interview a firefighter who dealt with the California wildfires ○ Policy and legislation (either on a national or local level) ● Seasons in a TV show 9. Future Agenda Items Recommended Action: Consider agenda items for upcoming meetings.
