SARATOGA PLANNING COMMISSION
SPECIAL MEETING
August 13, 2019
4:00 P.M. - SITE VISIT
City Hall | 13777 Fruitvale Avenue, Saratoga, CA 95070
Meeting will begin at Saratoga City Hall and proceed to site visit locations in the order noted on
the agenda.
ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS
Any member of the public will be allowed to address the Planning Commission for up to three
(3) minutes on matters not on this agenda. This law generally prohibits the Planning
Commission from discussing or taking action on such items. However, the Planning Commission
may instruct staff accordingly regarding Oral Communications.
SITE VISIT AGENDA:
Application SUB19-0001, VAR19-0001, and ENV19-0002; 13939 Quito Road (397-43-017);
Howell Development & Investments, Incorporated. The applicant requests Tentative Map
approval to subdivide an existing 25,698 square foot parcel located at 13939 Quito Road into two
lots. Parcel One would be 13,193 square feet and Parcel Two would be 12,505 square feet. A
Variance is requested because the proposed 43-foot length of site frontage of Parcel One along
Loquat Court would be less than the minimum required site frontage length of 60 feet. The project
would include the relocation on site of an existing single-family home constructed in 1890 known
as the Harry Brandenburg house from its current location to the eastern portion of the site adjacent
to Quito Road. The house is classified as a Heritage Resource on the City of Saratoga Heritage
Resource Inventory. No other development is proposed at this time. A Negative Declaration of
Environmental Impacts is proposed. The site is zoned R-1-10,000 with a General Plan Designation

Application PDR19-0003, ARB19-0005, ADU19-0008; 15305 Pepper Lane (510-02-009);
Ravi and Prianka Chopra / Young and Borlik Architects. The applicant requests Design
Review approval to construct a two-story, 25’5” tall, 5,942 square foot single-family home with a
469 square foot detached garage, and an 801 square foot detached accessory dwelling unit. Eight

Application PSP19-0001; 13718 Saratoga Avenue (397-30-047); Sacred Heart Parish. The
applicant requests approval of one illuminated freestanding sign for Sacred Heart Parish located

ADJOURNMENT
The Site Visit Committee is comprised of interested Planning Commission Members. The
committee conducts site visits to properties that are new items on the Planning Commission
Agenda. The site visits are held on the Tuesday preceding the Wednesday hearing, between 3:30
p.m. and 5:00 p.m.
It is encouraged that the applicant and/or owner to be present to answer any questions that may
arise. Site visits are generally short (10 to 20 minutes) because of time constraints. Any
presentations and testimony you may wish to give should be saved for the Public Hearing.
During the Site Visit, the Planning Commission may only discuss items related to the project. The
agenda does not allow any formal votes or motions on the proposed project or other matters. The
Site Visit is a fact-finding meeting where the Commission may discuss the item and ask questions
from or hear statements from members of the public attending the Visit.
No comments made during the Site Visit by the Planning Commission are binding or required to
be carried through to the formal public hearing where actions will be taken on the proposed project.
