Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19
This meeting will be entirely by teleconference. All Committee members and staff will only
participate via the Zoom platform using the process described below. The meeting is being
conducted in compliance with the Governor’s Executive Order N‐29‐20 suspending certain
teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide
the safest environment for the public, elected officials, and staff while allowing for continued
operation of the government and public participation during the COVID‐19 pandemic.
Members of the public can view and participate in the meeting by:

and raising their hand to speak on an agenda item when directed by the Chair.
1. Calling 1.669.900.6833 or 1.408.638.0968 and pressing *9 to raise their hand to speak on an
agenda item when directed by the Chair.
The public will not be able to participate in the meeting in person.
As always, members of the public can send written comments prior to the meeting by commenting
online at www.saratoga.ca.us/PEBTAC prior to the start of the meeting. These emails will be
provided to the members of the Council and will become part of the official record of the meeting.
During the meeting the Chair will explain the process for members of the public to be recognized to
offer public comment.
In accordance with the Americans with Disabilities Act and the Governor’s Executive Order, if you

Recommended Action:
Review draft Trails Master Plan and assist Staff with completing the map and trail details. This
will be an ongoing effort over the next year to prepare a Trails Master Plan for the latest
General Plan Update.

7.Old Business
A.Blue Hills School Safety Railroad Crossing Update
Committee Member Stallman spoke about possible additional funding source for
this crossing: VTA will take action in November. Reminder to staff to send in
letter of request.
B.Traffic Safety Projects Updates
New speed limits noted on Saratoga Avenue, and new pathway at the corner of
Norton Road and Bohlman Road.
C.Saratoga to Sanborn Trail Construction Update
Construction complete! Virtual Trail Opening scheduled for November 18th.
8.Staff Report
A.Pending Trails Update
Trail improvement by City Staff in the Parker Ranch area. $50k fire mitigation
grant allowed for clean-up of trails in wooded areas (dead brush and fallen
trees). Trail use up significantly since COVID. Committee Members noted this
would make a good article for the Saratoga Spotlight.
B.Announcements
None.
9.New Business
A.Saratoga Retirement Community Project Condition of Approval – Pedestrian Easement
Staff presented Public Works’s conditions of approval for SRC’s proposed project,
which included requiring a pedestrian easement along the existing and proposed
Odd Fellows Dr sidewalk connecting Fruitvale Ave to Chester Ave. The pedestrian
easement proposed in these conditions of approval is different from the original
proposed alignment, which was found to not be feasible following a site visit.
Staff asked Committee to recommend draft Conditions of Approval be submitted
to the Planning Department as written. The draft Conditions of Approval memo
can be found in the Agenda Posting for this meeting.

Works Conditions of Approval to the Planning Department. Motion passed by
verbal roll call. AYES: Stallman, Swan, Waltonsmith. NOES: None. ABSTAIN:

B.Circulation Element Trails Map Revisions
Deferred to future working session.

Committee Member Waltonsmith spoke about how Hakone Gardens had been faring since
March.

Staff presented plan for preliminary edits to General Plan Trails Map, and requested the
Committee discuss the proposed edits. The Trails Map with proposed revisions can be found
in the amended agenda posting.
