Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19
This meeting will be entirely by teleconference. All Committee members and staff will only
participate via the Zoom platform using the process described below. The meeting is being
conducted in compliance with the Governor’s Executive Order N‐29‐20 suspending certain
teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide
the safest environment for the public, elected officials, and staff while allowing for continued
operation of the government and public participation during the COVID‐19 pandemic.
Members of the public can view and participate in the meeting by:
Using the Zoom website https://us02web.zoom.us/j/84716778216 or App Webinar ID: 847 1677 8216
and raising their hand to speak on an agenda item when directed by the Chair.
1. Calling 1.669.900.6833 or 1.408.638.0968 and pressing *9 to raise their hand to speak on an
agenda item when directed by the Chair.
The public will not be able to participate in the meeting in person.
As always, members of the public can send written comments prior to the meeting by commenting
online at www.saratoga.ca.us/PEBTAC prior to the start of the meeting. These emails will be
provided to the members of the Council and will become part of the official record of the meeting.
During the meeting the Chair will explain the process for members of the public to be recognized to
offer public comment.
In accordance with the Americans with Disabilities Act and the Governor’s Executive Order, if you

Recommended Action:
Review draft Trails Master Plan and assist Staff with completing the map and trail details. This

Approve October 2020 Minutes
Swan/Miller moved to approve minutes for 10-20-2020 and 10-27-2020 meetings. Motion passed
by verbal roll call: AYES: Stallman, Miller, Swan, Waltonsmith. NOES: None. ABSTAIN: None.
ABSENT: None.

Chair noted written communications received and provided additional requested update on Blue
Hills Safety Crossing: VTA is currently engaged in helping the City find a grant to fund this
project.

Trail counter to be installed in Quarry Park where Saratoga to the Sea Trail enters SJWC
property.
Committee Member Miller brought up lack of available parking at Quarry Park. Staff to look
into options for expanding parking.

A. Trails Master Plan
Recommended Action:
Review draft Trails Master Plan and assist Staff with completing the map and trail details. This
will be an ongoing effort over the next year to prepare a Trails Master Plan for the latest
General Plan Update.
Chair invited public comment on the item.

Chair invited William Brooks to join as panelist.
William Brooks requested that Staff review trail sections 33, 34, 36, 38, and 45-48 for all
existing easements and agreements, and look to prioritize Saratoga to the Bay connection.
Mr. Brooks noted existing City Trail signs in the vicinity of trails sections 48 and 47/45 and
requested that the three City Trail signs posted along trail section 4 be replaced. Proposed
trail sections 47 and 48 should be connected.
Committee Members noted that the Redwood Middle School Trail and its continuation to
Saratoga Ave were missing from the Existing Trails on the map.
Chair invited PEBTAC and any interested members of the public to mark up and/or provide
notes on the Draft Trails Master Plan and send to City Liaison Burkhalter.
Trails Plan comments may be submitted through the PEBTAC feedback form found at
www.saratoga.ca.us/PEBTAC
Committee consensus was to continue to review Trails Master Plan Draft at next meeting.

Committee Member Swan noted that the Douglass to Douglass and Carnelian Glen Trails have
been kept very nicely maintained.
