MINUTES
WEDNESDAY, MARCH 31, 2021
SARATOGA CITY COUNCIL SPECIAL MEETING
CALL TO ORDER
Mayor Zhao called the virtual Special Meeting to order at 6:01 p.m. via teleconferencing through
Zoom.
Prior to Roll Call, the Mayor and City Clerk explained that the City Council meeting was
conducted pursuant to provisions of the Brown Act and a recent Executive Order issued by the
Governor to facilitate teleconferencing to reduce the risk of COVID-19 transmission at public
meetings. Ordinarily the Brown Act sets strict rules for teleconferencing. The Governor’s
Executive Order has suspended those rules. The Executive Order does require that public
agencies continue to notice meetings in advance and provide members of the public an
opportunity to observe the meeting and offer public comment. The City Council met all of the
applicable notice requirements and the public is welcome to participate in this meeting.
Information on how the public can observe the meeting and provide public comment was also
shared. Additionally, the Mayor explained that votes would be taken through roll call.

City Clerk Debbie Bretschneider confirmed all City Council members could hear the meeting
proceedings and no doubts were expressed regarding the identities of the individuals representing
themselves as City Council Members.

FY 2021/22 Capital Improvement Plan (CIP)
Recommended Action:
Prioritize projects for FY 2021/22 Capital Improvement Plan (CIP) project funding and
direct staff accordingly.
Dennis Jaw, Finance Manager, introduced the item and requested City Council direction on
projects proposed to be closed at the end of FY 2020/21.

CLOSED AT THE END OF FY 2020/21 CIP: CITYWIDE SIGNAL UPGRADE
PHASE II, FRUITVALE/ALLENDALE INTERSECTION IMPROVEMENTS,
MCFARLAND CURB & GUTTER REPLACEMENT, VILLAGE SIDEWALK
PEDESTRIAN IMPROVEMENTS PHASE II, BIG BASIN WAY SIDEWALK
REPAIRS, EL CAMINO GRANDE STORM DRAIN PUMP, CONTINENTAL
CIRCLE LANDSLIDE STABILIZATION, KEVIN MORAN PARK ADA PARKING,
SENIOR CENTER ENTRANCE REMODEL, PRESCHOOL TURF CONVERSION,

FOR PARK-IN-LIEU FUNDS, INCLUDING TRAIL PET STATIONS FOR $25,000
AND ORCHARD IRRIGATION & TREE PLANTING FOR $100,000, AND TO
PRIORITIZE THE FOLLOWING PROJECTS AS ADDITIONAL PARK IN-LIEU
FUNDS ARE RECEIVED; HAKONE GARDENS NEIGHBOR WOOD FENCE
REHAB FOR $40,000, QUARRY PARK MAINTENANCE BUILDING UTILITY
PROJECT FOR $25,000, BEAUCHAMPS PARK PLAYGROUND REHAB FOR

WALIA/BERNALD MOVED TO APPROVE STAFF DIRECTION ON SCOPE OF
CHANGES IN THESE EXISTING PROJECTS: TRAFFIC SIGNAL BATTERY
BACKUP - CITYWIDE EXPANSION AS THE RESULT OF GRANT FUNDING
FROM SILICON VALLEY CLEAN ENERGY; AND AMENDMENT TO THE
VILLAGE CLOCK PROJECT TO INCLUDE USE OF REMAINING FUNDS FOR
OTHER BEAUTIFICATION PROJECTS IN THE VILLAGE. MOTION PASSED BY
VERBAL ROLL CALL. AYES: ZHAO, WALIA, KUMAR, FITZSIMMONS, BERNALD.
NOES: NONE. ABSTAIN: NONE. ABSENT: NONE.

Unfunded CIP list and requested City Council direction.
Council Member Bernald, with support from Vice Mayor Walia, suggested also removing
“Magical Bridges” Playground and Theater Improvements.

BERNALD/WALIA MOVED TO APPROVE THE STAFF DIRECTION OF
REMOVAL OF PROJECTS FROM THE UNFUNDED LIST FOR FY21/22
INCLUDING; SARATOGA VILLAGE CROSSWALK & SIDEWALK
REHABILITATION -DESIGN, SARATOGA VILLAGE CREEK TRAIL -
CONSTRUCTION, NORTON/VILLA MONTALVO EMERGENCY ROUTE,
QUARRY PARK TRAIL IMPROVEMENTS, PARKS & TRAIL MASTER PLAN,
VIA REGINA TRAIL, CONGRESS SPRINGS PARK SAFETY NETTING
(COMPLETED), QUARRY PARK UPPER TRAIL LOOP TRAIL, FIRE
PROTECTION SYSTEMS UPDATE, CITYWIDE MASTER PLAN PROJECT, AND
TO ADD TO THE UNFUNDED LIST “MAGICAL BRIDGES” PLAYGROUND

Discussion of Additional Revenue for Roadway Maintenance
Recommended Action:
Receive report and provide direction to staff.
Options for the City Council to consider:
1. Direct staff to retain a consultant and report back with more information at the April
27 Budget Study Session regarding a possible ballot measure.
2. Modify the goal to maintain Saratoga City streets from an average 70 PCI rating to
an average 60 PCI rating.
James Lindsay, City Manager, presented the staff report and addressed questions from the
City Council.
Richard Taylor, City Attorney, also presented and addressed questions from the City
Council.

WALIA/BERNALD MOVED TO DIRECT THE CITY MANAGER TO RETAIN A
CONSULTANT TO CREATE A REPORT ON WHAT A BALLOT MEASURE
WOULD ENTAIL TO BE PRESENTED AT THE BUDGET STUDY SESSION ON
APRIL 27, 2021 AND TO ALSO INCLUDE A DISCUSSION OF WHAT SERVICES
COULD BE CUT FROM THE CITY OPERATIONAL BUDGET IN LIEU OF A
BALLOT MEASURE. MOTION PASSED BY VERBAL ROLL CALL. AYES: ZHAO,
WALIA, FITZSIMMONS, BERNALD. NOES: KUMAR. ABSTAIN: NONE. ABSENT:
NONE.
