SARATOGA YOUTH COMMISSION
REGULAR MEETING
FEBRUARY 9, 2021
Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19
This meeting will be entirely by teleconference. All Commission members, staff, and public will
only participate via the Zoom platform using the process described below. The meeting is being
conducted in compliance with the Governor’s Executive Order N‐29‐20 suspending certain
teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide
the safest environment for the public, elected officials, and staff while allowing for continued
operation of the government and public participation during the COVID‐19 pandemic.
Members of the public view and participate in the meeting by using the Zoom website
https://us02web.zoom.us/j/83865809264 or App (Webinar ID 838 6580 9264) and using the tool
to raise their hand in the Zoom platform when directed by the Chair to speak on an agenda item.
The public will not be able to participate in the meeting in person.
As always, members of the public can send written comments to the Commission prior to the
meeting by commenting online at www.saratoga.ca.us/yc prior to the start of the meeting. These
emails will be provided to the members of the Commission and will become part of the official
record of the meeting.
During the meeting the Chair will explain the process for members of the public to be recognized
to offer public comment.
In accordance with the Americans with Disabilities Act and the Governor’s Executive Order, if

Receive report from the Youth Commission Treasurer.
3. Saratoga Speaks Report
Recommended Action:
Receive updates from the Saratoga Speaks Subcommittee. YouTube Series: Nivi, Jacob, Aria.
4. Inclusion Subcommittee Report
Recommended Action:
Receive updates from the Inclusion Subcommittee. Inclusion: Nicole, Nicita, Carolyn,
Cameron.
5. Kindness Week Subcommittee Report
Recommended Action:
Receive updates from the Holiday Subcommittee. Holiday Subcommittee: Michelle, Alex,
Timothy, Linnea.
6. Hiking Scavenger Hunt
Recommended Action:
Receive report from staff on community event, hiking fundraiser. Discuss prizes and
incentives for the public to participate. Designate subcommittees if the Commission desires.
7. SED Talks: Entrepreneurship
Recommended Action:
Discuss potential speakers for the SED Talks Spring event.
8. Future Agenda Items
Recommended Action:
Consider agenda items for upcoming meetings. The next Youth Commission meeting is
scheduled for February 23, 2021.

Recommended Action:
Review and approve the minutes from the January 12, 2021 meeting.
Raamkumar motioned to approve the minutes. Huang seconded the motion. AYES:
Bradley, Hicks, Huang, Jain, Leung, Liu, Madhan, Raamkumar, Wang, Zhai. NOES:
none. ABSTAIN: none. PASSED 10-0.
2. Mayor Roundtable Discussion
Recommended Action:
Engage in a roundtable discussion with Mayor Zhao. Youth Commissioners will provide
update on work plan and ask any questions they have regarding City policies and programs
related to youth and teens.
● COVID-19 Update
○ City provides free COVID-19 testing for our residents
○ Stay-at-home order is lifted by the state but not the county
○ 1 million confirmed cases at Santa Clara County; 12,078 deaths
○ Saratoga: (pop. 32,000) 506 confirmed cases
○ County is in phase 1B (currently distributing vaccines to people 65 yr and
older, people working in education; earlier phase was essential workers and
nursing rooms)
● Local Businesses
○ Giving some grants to Chamber of Commerce to help local businesses
○ Looking at ways to balance budgets
● Housing
○ ~1700 housing brand new units must be added by state law
○ YC can possibly encourage participation
○ 28% of the budget is for the police; safety is first priority of Council
● What is a general plan?
○ A law for the city
○ In a general plan there are several chapters
■ One of the chapters is the housing needs
■ Circulation
■ 7 different chapters
■ This year council is working on a housing element
○ Fundraising suggestions

○ Saratoga Climate Action Plan
■ Hired consultant to give suggestions
■ City installing e-charge stations
■ Encourage electric cars

■ Up to each school district to determine whether it’s safe to go back to
school
■ County’s goal to get everyone back to school in fall
■ State & federal government have money set aside for school to go
back to normal
3. Treasurer Report and Fundraising
Recommended Action:
Receive report from the Youth Commission Treasurer.
● Commissioners to:
○ Make sure to send out GoFundMe’s emails and texts
○ Share GoFundMe on social media
○ Recommendation: ask people to share the GoFundMe rather than asking
directly for money
4. Saratoga Speaks Report
Recommended Action:
Receive updates from the Saratoga Speaks Subcommittee. YouTube Series: Nivi, Jacob, Aria.
● Finished recording episode 1, planned release day is Friday 1/29/21
5. Inclusion Subcommittee Report
Recommended Action:
Receive updates from the Inclusion Subcommittee. Inclusion: Nicole, Nicita, Carolyn,
Cameron.
● Subcommittee and Kayla to provide more information about event next meeting
Madhan motioned to set the Emergency Preparedness event for March 27th. Hicks
seconded the motion. AYES: Bradley, Hicks, Huang, Jain, Leung, Liu, Madhan, Wang,
Zhai. NOES: none. ABSTAIN: none. PASSED 9-0.
6. Kindness Week Subcommittee Report
Recommended Action:
Receive updates from the Holiday Subcommittee. Holiday Subcommittee: Michelle, Alex,
Timothy, Linnea.
● Had joint meeting with Campbell and Cupertino
● Thinking of 3 days instead of 5 days of activities from February 17-19 (Wed-Fri)
● Haven’t figured out exact dates but will continue thank you cards
● Doing a city food drive for all 3 of the days
● Chalk art on Monday to kick off the week

7. Hiking Scavenger Hunt
Recommended Action:
Discuss hiking trails to include in the community event and/or fundraiser. Discuss prizes and
incentives for the public to participate. Designate subcommittees if the Commission desires.
● Event suggestions and outline
○ Downsize the event (1-3 trails instead of multiple)
○ Staff recommendation: discuss feasible trails with staff and bring back to
discussion next meeting
● Event outline
○ Joe’s Trail, Quarry Park, Montalvo, Castle Rock (bonus trail)
■ Make sure parking is accessible and family friendly
■ Make sure trails are inclusive
○ Price range for event (goody-bags, raffle): $20-$30
○ Alternative: complete one hike and reward based on completion
■ Adjust for difficulty levels/checkpoints
■ Reward participants halfway through the hike to later be entered into
the raffle
■ Honor system via Google form (submit photos)

Leung motioned to direct staff to come up with a hiking program outline for the next
meeting. Zhai seconded the motion. AYES: Bradley, Hicks, Huang, Jain, Leung, Lu, Liu,

8. SED Talks: Entrepreneurship
Recommended Action:
Discuss potential speakers for the SED Talks Spring event.
● Speakers:
○ Henry Weng (DeltaX, Youth Economics Initiative)
○ Saratoga business restaurant owner
○ Startup entrepreneur for a global company
● Topic: overcoming obstacles in starting your own business
● Format: 15 min per speaker and panel Q&A

Memorandum

Date: February 9, 2021
Subject: Hiking Scavenger Hunt
At the January 26, 2021 Youth Commission Meeting, the Commission asked staff to research
details for implementing a Hiking Scavenger Hunt as an alternative event for the annual Color
Dash due to current restrictions of large gatherings. The alternative event would continue to
encourage the community to engage with the City as well as promote health and wellness while
maintaining social distancing.
The Hiking Scavenger Hunt would be a month-long event where community members would be
challenged to hike as many of the recommended trails as possible. Community members could
register online for a minimal cost of $10 - $15 per person. The registration could include an item
such as a flashlight or portable charging bank, list of recommended hiking trails, and a participant
guide. If the Commission is interested in having the event be a partial fundraiser, they may
consider adding an optional fee or designating a minimal portion of the registration costs for an
inclusive swing.
Estimated Timeline:
The event planning timeline will vary on the selected month for the Hiking Scavenger Hunt. If the
Commission decides to have the event in May, the timeline should begin late February 2021.
