SARATOGA YOUTH COMMISSION
REGULAR MEETING
MARCH 23, 2021
Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19
This meeting will be entirely by teleconference. All Commission members, staff, and public will
only participate via the Zoom platform using the process described below. The meeting is being
conducted in compliance with the Governor’s Executive Order N‐29‐20 suspending certain
teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide
the safest environment for the public, elected officials, and staff while allowing for continued
operation of the government and public participation during the COVID‐19 pandemic.
Members of the public view and participate in the meeting by using the Zoom website
https://us02web.zoom.us/j/89288299767 or App (Webinar ID 892 8829 9767) and using the tool
to raise their hand in the Zoom platform when directed by the Chair to speak on an agenda item.
The public will not be able to participate in the meeting in person.
As always, members of the public can send written comments to the Commission prior to the
meeting by commenting online at www.saratoga.ca.us/yc prior to the start of the meeting. These
emails will be provided to the members of the Commission and will become part of the official
record of the meeting.
During the meeting the Chair will explain the process for members of the public to be recognized
to offer public comment.
In accordance with the Americans with Disabilities Act and the Governor’s Executive Order, if

Any member of the public may address the Youth Commission for up to three (3) minutes on
matters not on the Agenda. The law generally prohibits the Youth Commission from discussing or
taking action on such items. However, the Youth Commission can schedule the item for discussion
at a future meeting.

Recommended Action:
Review and approve the minutes from the March 9, 2021 meeting.
2. GenerationUp
Recommended Action:
Discuss roles and purpose of teen involvement and how to engage if desired.
3. Safe Routes to School
Recommended Action:
Assign 1-2 Commissioners to support the Safe Routes to School project.
4. YTRS YAC Social (Spring)
Recommended Action:
Receive report from staff about the second YAC Social (virtual) that will be held on April 16th
at 4:00 p.m.
5. Treasurer Report and Fundraising Update
Recommended Action:
Receive report from the Youth Commission Treasurer.
6. SED Talks: Entrepreneurship
Recommended Action:
Review SED Talks Spring event and confirm the schedule for March 20, 2021.
7. Saratoga Speaks Report
Recommended Action:
Receive updates from the Saratoga Speaks Subcommittee. Discuss opportunities to share the
episodes with other teens. YouTube Series: Nivi, Jacob, Aria.
8. Inclusion Subcommittee Report
Recommended Action:
Assign roles and review schedule for the emergency preparedness kit workshop on March 27,
2021. Inclusion: Nicole, Nicita, Carolyn, Cameron.
9. Toga Trails 2021
Recommended Action:
Receive report from subcommittees on community event, hiking fundraiser. Finalize prizes
and logistics for the public to participate. Discuss marketing and target participation goals.

10. Future Agenda Items
Recommended Action:
Consider agenda items for upcoming meetings. The next Youth Commission meeting is
scheduled for April 13, 2021.

Recommended Action:
Discuss opportunities of participation and advocacy interests.
●May not add to Saratoga Commission work plan this year due to planning for other
events; Commissioners free to decide individually
Zhai motioned for the Youth Commission to not move forward with GenUp at this time.
Madhan seconded the motion.AYES:Bradley,Huang,Jain,Leung,Liu,Lu,Madhan,

3.Treasurer Report and Fundraising Update
Recommended Action:
Receive report from the Youth Commission Treasurer.
●Commissioners to continue sharing GoFundMe fundraiser
4.SED Talks: Entrepreneurship
Recommended Action:
Review SED Talks Spring event and confirm the schedule for March 20, 2021.
●Wang to write an article on SED Talks for The Saratoga Falcon for publication and
marketing
●Staff liaison to print out flyers
●Commissioners to send out graphic to at least two friends,relevant clubs,or reach
out to school administration for advertising in newsletters

5.Saratoga Speaks Report
Recommended Action:
Receive updates from the Saratoga Speaks Subcommittee.YouTube Series:Nivi,Jacob,
Aria.
●Subcommittee currently planning to film upcoming episodes
●In the process of finding sources with different viewpoints
Wang motioned to adopt the speakers presented in this report.Leung seconded the

6.Inclusion Subcommittee Report
Recommended Action:
Review program details and confirm scheduling for the emergency preparedness kit
workshop on March 27, 2021. Inclusion: Nicole, Nicita,Carolyn, Cameron.

7.Toga Trails 2021
Recommended Action:
Receive report from subcommittees on community event,hiking fundraiser.Discuss prizes
and incentives for the public to participate. Discuss marketing and target participation goals.
●Logistics/registration subcommittee
○Subcommittee finished taking photos of the four trails
○Subcommittee to finish writing small blurbs/photos for each trail
●Marketing subcommittee
○Subcommittee to finalize flyer and maps by the end of this week
○Registration fee set at $10 per person;for each registration,$1 is going
towards inclusive playground equipment fundraiser
○3x3 sticker finalized
●Prize subcommittee
○Ask community for potential sponsorships for subscription prize
○Finalize costs for random drawing prizes and continue brainstorming
registration prizes

CYCA Presentation
What is GENup?
We are a statewide, youth-led, youth-organized coalition of students from across California
seeking sustained education reform and the empowerment of student voices.
Our model of change stems from a two-pronged approach:
❏Concrete policy reforms, achieved through working with Student Board Members and
District Board of Education Trustees.
❏Grassroots advocacy, achieved through local community outreach, organizing, and
partnerships with other youth and adult organizations. GENup chapters (delineated by
school districts) serve as grassroots organizations in their respective districts and work
on projects on local levels.
❖CSBMA is California’s first advocacy organization representing youth leaders from across
the state. CSBMA’s active membership includes 60+ SBM’s spanning California’s largest
school districts including SFUSD, LAUSD, SDUSD, FUSD, and others.
❖CSBMA was initially incubated under GENup, but is now an independent organization
fiscally sponsored by GENup.
❖CSBMA and GENup’s work are complementary and work hand-in-hand to improve CA’s
education system. GENup creates a successful pathway to student advocacy/engagement
at a local level, promoting engagement with youth officials.

What is the California Student
Board Member Association??
What is CYCA?
❖CYCA (the California Youth Commissioners’ Association) is an organization composed
of youth officials from around the state.
❖CYCA is structured as an organization led by youth commissioners from California for
advocacy and resource purposes. At the moment, CYCA is led by a provisional board of
advisors composed of one voting member per YC represented.
❖After establishment, the association will be governed by a selected board of directors
representing youth both from the most populous cities and the most involved
commissions, as well as an executive cabinet composed of directors overseeing
specific campaigns and initiatives.
The California Youth Commissioners’ Association
is a student-led organization that strives to
empower youth officials to best serve and
advocate for their peers. CYCA members will
collectively create interstate relationships,
advocate for their student constituents on a
local and statewide level, and support youth
with establishing new advisory bodies in their
municipalities.

local outreach, and all individual responsibilities

▶Any member interested in holding a position of leadership within CYCA may reach out to a current
executive board member
▶Position-specific responsibilities vary but include legislative advocacy and organizational governance.
