SARATOGA YOUTH COMMISSION
REGULAR MEETING
FEBRUARY 9, 2021
Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19
This meeting will be entirely by teleconference. All Commission members, staff, and public will
only participate via the Zoom platform using the process described below. The meeting is being
conducted in compliance with the Governor’s Executive Order N‐29‐20 suspending certain
teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide
the safest environment for the public, elected officials, and staff while allowing for continued
operation of the government and public participation during the COVID‐19 pandemic.
Members of the public view and participate in the meeting by using the Zoom website
https://us02web.zoom.us/j/83865809264 or App (Webinar ID 838 6580 9264) and using the tool
to raise their hand in the Zoom platform when directed by the Chair to speak on an agenda item.
The public will not be able to participate in the meeting in person.
As always, members of the public can send written comments to the Commission prior to the
meeting by commenting online at www.saratoga.ca.us/yc prior to the start of the meeting. These
emails will be provided to the members of the Commission and will become part of the official
record of the meeting.
During the meeting the Chair will explain the process for members of the public to be recognized
to offer public comment.
In accordance with the Americans with Disabilities Act and the Governor’s Executive Order, if

ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS
Any member of the public may address the Youth Commission for up to three (3) minutes on
matters not on the Agenda. The law generally prohibits the Youth Commission from discussing or
taking action on such items. However, the Youth Commission can schedule the item for discussion
at a future meeting.
AGENDA ITEMS:
1. Youth Commission Minutes
Recommended Action:
Review and approve the minutes from the January 26, 2021 meeting.
Leung motioned to approve the January 26 minutes. Wang seconded the motion. AYES:
Bradley, Huang, Jain, Leung, Liu, Lu, Madhan, Raamkumar, Wang, Zhai. NOES: none.
ABSTAIN: none. PASSED 10-0.
2. Treasurer Report and Fundraising
Recommended Action:
Receive report from the Youth Commission Treasurer.
● $1,390 dollars fundraised through GoFundMe
● Rest of Commissioners to join and promote the GoFundMe page
● Commissioners to continue sending invites
3. Saratoga Speaks Report
Recommended Action:
Receive updates from the Saratoga Speaks Subcommittee. YouTube Series: Nivi, Jacob, Aria.
● Climate change episode 1 released 2/10, commissioners to post on Instagram
● Proposed topics: universal healthcare, city council roundtable, gun control, racial
wealth gap and income inequality
Liu motioned for the YouTube subcommittee to explore universal healthcare, city council
roundtable, and racial wealth gap and income inequality in Saratoga Speaks projects.
Zhai seconded the motion. AYES: Bradley, Huang, Jain, Leung, Liu, Lu, Madhan,
Raamkumar, Wang, Zhai. NOES: none. ABSTAIN: none. PASSED 10-0.
4. Inclusion Subcommittee Report
Recommended Action:
Receive updates from the Inclusion Subcommittee. Inclusion: Nicole, Nicita, Carolyn,
Cameron.
● Explore hosting event in the morning to resolve timing conflicts
● Items will available at City Hall for pickup
● Use updated city logo for flyers and promotional material

5. Kindness Week Subcommittee Report
Recommended Action:
Receive updates from the Holiday Subcommittee. Holiday Subcommittee: Michelle, Alex,
Timothy, Linnea.
● Teen Kindness Week 2/15-2/19
○ 2/15: Thank-you cards
○ 2/17: Chalk art games
■ Locations: Saratoga Village, Wildwood Park, Saratoga High School,
etc.
○ 2/19: Virtual kindness wall; post images on Instagram with the hashtag
#TeenKindnessWeek
● Blue Hills and Foothill elementary schools to write thank-you cards; Commissioners
to drop them off at El Camino Hospital
● Cookbook submissions and compilation moved to next fall
6. Hiking Scavenger Hunt
Recommended Action:
Receive report from staff on community event, hiking fundraiser. Discuss prizes and
incentives for the public to participate. Designate subcommittees if the Commission desires.
● Staff report: month-long scavenger hunt; locations set as Montalvo, Fremont Older
Preserve, Quarry Park, and Joe’s Trail
● Fundraising money to go to inclusive playground equipment
● SWAG items to go into the registration packet: designed stickers, power banks,
bracelets, etc.
● Honor system, have attendees submit photos per trail category
○ Google form for attendees to fill out; each trail walked would count as one
entry in the raffle
● Subcommittee Assignments
○ Logistics/registration: Alex, Nivi, Jacob, Carolyn
■ Determine ticket pricing, create registration packets, and establish
checkpoints
○ Marketing: Michelle, Nicita, Timothy, Cameron
■ Design promotional material, goodie bags (one significant Saratoga
Hikes sticker, shirts, power banks), and scavenger maps to hand out to
participants
○ Sponsorships/prizes/donations: Aria, Linnea, Nicole
■ Check out 4imprint.com and bring back the cost and color of power
banks for 200, 250, and 300 participants; think about process of the
raffle/random drawing (ie. tagging photos or Google form submission);
brainstorm virtual prizes
● Event name ideas: HikeToga, Saratoga Hills/Trails, Saratoga Scavengers,
TogaTrails, Saratoga Scavenges
Raamkumar motioned to name the event TogaTrails and to adopt the aforementioned
subcommittees. Leung seconded the motion. AYES: Bradley, Hicks, Huang, Jain, Leung,
Liu, Lu, Madhan, Raamkumar, Wang, Zhai. NOES: none. ABSTAIN: none. PASSED

7. SED Talks: Entrepreneurship
Recommended Action:

Discuss potential speakers for the SED Talks Spring event.
● Potential speakers: Manny Cappello (business owner and former Saratoga mayor),
TeaLyfe business owners, son of local Hong’s Gourmet restaurant, Saratoga High
School junior Samantha Weisner or parents, Bai Tong business owners or daughter
● Incentive for attendees: all participants are entered into a raffle for a gift card
8. Future Agenda Items
Recommended Action:
Consider agenda items for upcoming meetings. The next Youth Commission meeting is
scheduled for February 23, 2021.
● Monta Vista High School junior Akanksha Roy to present a website on youth vaping
project
● Treasurer report and fundraising updates
● Recap of Saratoga Speaks, Inclusion, and Holiday subcommittees
○ Recap of Teen Kindness Week
● Further discuss plans for TogaTrails
Liu motioned to put Akanksha Roy’s presentation on the agenda for the next Youth
Commission meeting. Jain seconded the motion. AYES: Bradley, Hicks, Huang, Jain, Leung,
Liu, Lu, Madhan, Raamkumar, Wang, Zhai. NOES: none. ABSTAIN: none. PASSED 11-0.
