SARATOGA YOUTH COMMISSION
REGULAR MEETING
APRIL 13, 2021
Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19
This meeting will be entirely by teleconference. All Commission members, staff, and public will
only participate via the Zoom platform using the process described below. The meeting is being
conducted in compliance with the Governor’s Executive Order N‐29‐20 suspending certain
teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide
the safest environment for the public, elected officials, and staff while allowing for continued
operation of the government and public participation during the COVID‐19 pandemic.
Members of the public view and participate in the meeting by using the Zoom website
https://us02web.zoom.us/s/87577525854 or App (Webinar ID 875 7752 5854) and using the tool
to raise their hand in the Zoom platform when directed by the Chair to speak on an agenda item.
The public will not be able to participate in the meeting in person.
As always, members of the public can send written comments to the Commission prior to the
meeting by commenting online at www.saratoga.ca.us/yc prior to the start of the meeting. These
emails will be provided to the members of the Commission and will become part of the official
record of the meeting.
During the meeting the Chair will explain the process for members of the public to be recognized
to offer public comment.
In accordance with the Americans with Disabilities Act and the Governor’s Executive Order, if

ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS
Any member of the public may address the Youth Commission for up to three (3) minutes on
matters not on the Agenda. The law generally prohibits the Youth Commission from discussing or
taking action on such items. However, the Youth Commission can schedule the item for discussion
at a future meeting.
AGENDA ITEMS:
1. Youth Commission Minutes
Recommended Action:
Review and approve the minutes from the March 23, 2021 meeting.
Leung motioned to approve the March 23 minutes. Zhai seconded the motion.
AYES: Bradley, Hicks, Huang, Jain, Leung, Liu, Lu, Raamkumar, Wang, Zhai. NOES:
none. ABSTAIN: none. PASSED 9-0.
2. Youth Council Virtual Summit
Recommended Action:
There is a teen summit that will be held on June 5th for Youth Commissioners. The free Santa
Clara County Behavioral Health sponsored event is being hosted by Youth Impact Partnership
(YIP), Bill Wilson Center’s youth council. This will be held virtually, and staff can register
Commissioners who are interested in attending.
● Optional for commissioners, but strongly encouraged
● No preparation needed except for those signed up for roles
3. YTRS YAC Social (Spring)
Recommended Action:
Confirm attendance for the second YAC Social (virtual) that will be held on April 16th at 4:00
p.m. Theme will be tie dye, but anything comfortable is fine to wear if you do not have themed
apparel.
● Theme will continue to focus on social justice
● Breakout rooms and discussion format
4. Treasurer Report and Fundraising Update
Recommended Action:
Receive report from the Youth Commission Treasurer.
● Nivi in contact with Saratoga Rotary about grant information
● City council meeting on April 27 at 6:00 p.m. to discuss treasurer report and present
proposal for matching funds; commissioners encouraged to listen in
5. Inclusion Subcommittee Report

Receive update on scheduling for the emergency preparedness kit workshop. Inclusion:
Nicole, Nicita, Carolyn, Cameron.
● Commision to postpone and place it on the work plan for next year
Wang motioned to postpone the emergency preparedness kit workshop for next year’s
commission. Zhai seconded the motion. AYES: Bradley, Hicks, Huang, Jain, Leung, Liu,
Lu, Raamkumar, Wang, Zhai. NOES: none. ABSTAIN: none. PASSED 10-0.
6. Toga Trails 2021
Recommended Action:
Receive report from subcommittees and update on registration count. Continue to market and
push registration by April 23rd. Assign hiking kit pick up days to have 1-2 Commissioners per
time slot.
● Logistics/registration subcommittee
○ EventBrite now live, commissioners encouraged to register
○ Carolyn, Nicita, Aria to pack kits on Sunday, April 25 4:30 - 6:30 p.m.
○ Rest of assigned commissioners to show up at various shifts to oversee the
picking up of kits the week of April 26
● Marketing subcommittee
○ Look into Meetup platform for advertising
○ Assigned commissioners to post flyers around the community
○ Commission to post on NextDoor for advertising; potentially all create
NextDoor accounts/ask parents to post on NextDoor
○ Post on Facebook and join various local hiking groups to continue advertising
○ Commissioners to look into WeChat advertising
○ Each commissioner to encourage at least 5-10 people to sign up using the Toga
Trails spreadsheet
○ Linnea to send individual email invitations to each councilmember
● Prize subcommittee
○ Subcommittee reached out to Saratoga REI and Campbell Sports Basement,
commissioners to reach out to Sunnyvale Sports Basement as well
○ Subcommittee to meet with staff liaison and order snacks
○ Pins, stickers, flashlights, tote bags, power banks purchased
Huang motioned to adopt the plans put forth by the subcommittees. Wang seconded the
motion. AYES: Bradley, Hicks, Huang, Jain, Leung, Liu, Lu, Raamkumar, Wang, Zhai.
NOES: none. ABSTAIN: none. PASSED 10-0.
7. Future Agenda Items
Recommended Action:
Consider agenda items for upcoming meetings. The next Youth Commission meeting is
scheduled for April 27, 2021.

● Safe Routes to School report
○ Commissioners to give feedback about areas for discussion to Timothy and
Nicole through email by next meeting
Leung motioned to add the Safe Routes to School discussion for the next Youth
Commission meeting on April 27. Liu seconded the motion. AYES: Bradley, Hicks,
Huang, Jain, Leung, Liu, Lu, Raamkumar, Wang, Zhai. NOES: none. ABSTAIN: none.
PASSED 10-0.
Raamkumar motioned to adjourn the meeting. Bradley seconded the motion. AYES:
