Teleconference/Public Participation Information to Mitigate the Spread of
COVID‐19
This meeting will be held entirely by teleconference. All members of the City Council
and staff will only participate via the Zoom platform using the process described
below. The meeting is being conducted pursuant to recent amendments to the
teleconference rules required by the Ralph M. Brown Act allowing teleconferencing
during a proclaimed state of emergency when local official have recommended social
distancing. The purpose of the amendments is to provide the safest environment for
the public, elected officials, and staff while allowing for continued operation of the
government and public participation during the COVID-19 pandemic.

discussed historical advocacy. The HPC commissioners asked questions
of Mr. Saum and discussed how to engage residents and get them
involved in historic preservation.

to work together on signage for the Heritage Orchard as well as other historical
signs in City Parks. Should be standards of what the signs are going to look
like, so the signs are consistent.

Commissioner Stransky was recently approached by Renee Paquier, Chair of the
Parks and Recreation Commission about the commissions joining together to work
together on the signage for the Heritage Orchard.
Since this is not on the HPC workplan and is pretty general on the PRC workplan it is
suggested that the commissions start discussions and brainstorming on signage for
the Heritage Orchard, and we can include this task on both Commission’s work plans
for next year, as the workplans are reviewed by CC pretty early in the year.

Subject: Heritage Preservation Commission Work Plan
On March 9, 2021, the Heritage Preservation Commission (HPC) held their regularly scheduled
meeting and discussed their upcoming 2021/22 fiscal year (FY) work plan.
Heritage Resource Inventory. Continue their duty as commissioners to recommend and work with
property owners to add eligible properties to the Heritage Resource Inventory. This fiscal year, the
HPC has so far added two (2) sites to the Heritage Resource Inventory. There are currently 16 sites
for consideration to be included on the Inventory.
Continuing Education. The City of Saratoga is a Certified Local Government (CLG) recognized by the
State of California Office of Preservation (OHP). The CLG requires that all commissioners receive
annual training in Historic Preservation.
Saratoga Avenue (Heritage Lane) Inventory. Review, update, video documentation and inventory
of all the homes, fences and trees along the portion of Saratoga Avenue that is designated as
Heritage Lane, for the potential addition to the City’s Heritage Resource Inventory.
Public Outreach. Continue to participate in City events such as the Blossom Festival, Arbor Day,
Historic Preservation Month, the State of the City, and provide information about the City’s historic
preservation efforts at these events. Collaborate with the City’s Public Information Officer in utilizing
social media platforms and add helpful links and documents and informational videos to the HPC
webpage. Such items would include, but not limited to, advantages of putting structures and trees
on the Inventory, reaching out to property owners on the Heritage Resource Inventory about
applying for Landmark status, the Mills Act program, informational signage for the Heritage Orchard,
and pride in our historic community.
Plaques/Point of Interest Markers. To properly recognize heritage resources and properties of
special interest in our City, the HPC would like to continue recommending to Council special sites
that warrant Point of Interest Markers (POI). The City, at the recommendation of the HPC, has
installed four (4) POI markers in 2019 and are currently working on the language for the 2020/21
POI’s to present to the Council in the upcoming months. The HPC is requesting funding for five
markers for the 2021/22 FY.

Notable Accomplishments
During fiscal year 2020/2021, the HPC worked with Orchardist Matthew Sutton to finalize the
Heritage Orchard Master Plan that was approved by City Council in December 2020. In addition to
placing two properties on the Heritage Resource inventory and establishing two landmark
properties, the HPC reviewed five development applications for work to be performed upon a
heritage resource. In addition, HPC members attended several online webinars focusing on historic
preservation.

2021/22.

Roles & Responsibilities - City Code Section 13-10.040:
The Heritage Commission shall be advisory only to the City Council, the Planning Commission and the
agencies and departments of the City and shall establish liaison and work in conjunction with such
authorities to implement the purposes of this Chapter. The Heritage Commission shall have the
following powers and duties:
a) Conduct, or cause to be conducted, a comprehensive survey of properties within the
boundaries of the City for the purpose of establishing the Heritage Resource Inventory. To
qualify for inclusion in the Heritage Resource Inventory, a property must satisfy any one or
more of the criteria listed in Section 13-15.010 of this Chapter. The Inventory shall be
publicized and periodically updated, and a copy thereof shall be kept on file in the Planning
Department.
b) Recommend to the City Council specific proposals for designation as a historic landmark,
heritage lane or historic district.

c) Recommend to the appropriate City agencies or departments projects and action programs
for the recognition, conservation, enhancement and use of the City's heritage resources,
including standards to be followed with respect to any applications for permits to construct,
change, alter, remodel, remove or otherwise affect such resources.
d) Review and comment upon existing or proposed ordinances, plans or policies of the City as
they relate to heritage resources.
e) Review and comment upon all applications for building, demolition, grading or tree removal
permits involving work to be performed upon or within a designated historic landmark,
heritage lane or historic district, and all applications for tentative map approval, rezoning,
building site approval, use permit, variance approval, design review or other approval
pertaining to or significantly affecting any heritage resource. The Commission’s comments
shall be forwarded to the City agency or department processing the application within thirty
days after receiving the request for such comments.
f) Investigate and report to the City Council on the availability of federal, state, county, local or
private funding sources or programs for the rehabilitation and preservation of heritage
resources.
g) Cooperate with county, state and federal governments and with private organizations in the
pursuit of the objectives of heritage conservation.
h) Upon the request of a property owner or occupant and at the discretion of the Heritage
Commission, render advice and guidance on the conservation, rehabilitation, alteration,
decoration, landscaping or maintenance of any heritage resource; such voluntary advice and
guidance shall not impose any regulation or control over any property.
i) Participate in, promote and conduct public information and educational programs pertaining
to heritage resources.
j) Perform such other functions as may be delegated to it by resolution or motion of the City
Council.

Commission Duties/Purpose
Resolution No. 432 – Powers & Duties:
The powers of the Parks and Recreation Commission are advisory only and it shall render all reports
and recommendations directly to the City Council, unless otherwise directed by the Council. The
Commission does not constitute a planning agency with the terms and meaning of Government Code
Section 65100 of the State of California. The Commissions' powers and duties, in such advisory
capacity to the City Council, shall include the following:
(a) to recommend a parks and recreation program, and the programming and implementation
thereof, to the Council;
(b) advise the Council specifically on design, use, development, financing, care and maintenance of
parks and playgrounds; landscaping along thoroughfares and other City streets; walkways, pathways,
equestrian paths, streambeds, protection and promulgation of trees, and such other matters as may
be requested by the Council.

Hi all
Here is the latest update from the orchard!
The falltime is really beautiful in the orchard. The pace of work and the trees needs are all on the decline, and the urgency to support the growth cycle and the crop is almost a vague memory. We are
just gearing up to perform the much needed upgrades in the orchard, plus the big tree plant out in January. With the second year of care under our belts, we feel like we are really getting a great feel
for the site and are very excited to keep growing! As always please let me know if there are any questions or if anyone would like a tour around the orchard. Thanks!
Current tasks:
Cover crop mowing and weed whacking- The sudan grass that we sowed as the summer cover crop has done an amazing job! Our goal has been to grow as much biomass (above and below ground)
as possible. This species of grass has been very happy growing in Saratoga, with it reaching over 6' within a 4 week time frame. This organic matter is the essential component to our soil building
plan. We kept it mowed once a month during the summer and just this week we mowed it for the last time. Next month we will be starting our cross disking project and will kill the sudan grass (see
more below).
Pruning- all of the pruning of the apricots was complete by the end of July. Which was perfect timing, as we want those pruning wounds to have as much time to heal before any rains. The prune
plums will be pruned in late winter.
Upcoming:
Irrigation overhaul- next week we will begin the process of removing all of the old/failing irrigation system and replace with new components. We have worked with Pajaro Valley Irrigation in
Watsonville to design the system so that we have the least amount of spray drift and optimal uniformity with water distribution.
Berm Removal- We purchased a heavy, 8 foot wide tandem disk to run through the orchard to knock down all the berms that have developed in the tree row. While we would rather not disk the
whole orchard (as it burns through the organic matter we just have been growing), this berm removal will be a huge help in our maintenance of the alleyways for years to come. With the berms gone,
we will be able to mow almost right to the trunks of the trees, rather than having to mow to the edge of the berm and then have to weed whack the rows. This should save lots of weed whacking labor
hours every month. Since we don't use herbicides to keep the weed pressure down, everything we do has to be mechanical.
Winter cover crop- As I've mentioned, we are really starting to get to know the land, soils, and trees. And as we get to know the orchard better, our practices will shift and evolve. We will be sowing
a slightly different winter cover crop mix this year. One that may be less scrumptious to the gopher population, but still have great benefits for the soil's health. The winter crop will be sown with the
last pass of the disk with the berm removal. Once the seeds are in we will let the winter crop grow until April/May of next year.
Challenges:
Ground squirrels and gophers trapping- this is pretty much a non-stop practice in the orchard. We have pushed many of the ground squirrels back to the dry creek bed, next to city hall, where they
have established a pretty intense residence. We will be looking to try to eradicate as many as possible in the fall/winter, so that the young trees that we are planting in January don't get munched.
Tree death- we watched about a dozen trees fail over the year. This isn't abnormal for an aging orchard. Apricots expected life span is 30-50 years. Some of the older trees are in their slow decline
(see pics below). Instead of the whole tree failing at once, many of these older trees lose a limb at a time. As the limbs fail, we see that the interior wood has been rotting for many years. As
mentioned, this is a natural process. We are noticing that a few of the non-Blenheim type varieties (the majority of the cots are blenheim, with a small percentage of another type of cot mixed in)
seem to be succumbing to some sort of root rot or critter girdling (chewing the bark just under the soil). We have excavated around some of the failing trees to find the cambium (vascular system)
completely gone. This means definite death for the tree. We are sending soil and tissue samples to the lab to see what the culprit could be. So far 3 of those trees have succumb to the mystery. We
will update when we find the cause.
Collaborations:
We are really excited to be continuing the talks with West Valley College to see how we can collaborate at the orchard. Lots of good ideas have been thrown around thus far. We look to incorporate
some lessons and students with the orchard's care in the coming year.
