All Committee members and staff will only participate via the Zoom platform using the process described below. The meeting is being conducted in compliance with the Governor’s Executive Order N‐29‐20 suspending certain teleconference rules required by the Ralph M. Brown Act. The purpose of this order was to provide the safest environment for the public, elected officials, and staff while allowing for continued operation of the government and public participation during the COVID‐19 pandemic. Members of the public can view and participate in the meeting by: Using the Zoom website https://us02web.zoom.us/j/84716778216 or App Webinar ID: 847 1677 8216 and raising their hand to speak on an agenda item when directed by the Chair. 1. Calling 1.669.900.6833 or 1.408.638.0968 and pressing *9 to raise their hand to speak on an agenda item when directed by the Chair. The public will not be able to participate in the meeting in person. As always, members of the public can send written comments prior to the meeting by commenting online at www.saratoga.ca.us/PEBTAC prior to the start of the meeting. These emails will be provided to the members of the Council and will become part of the official record of the meeting. During the meeting the Chair will explain the process for members of the public to be recognized to offer public comment. Roll Call: PRESENT: Jim Stallman, Ping Li, Howard Miller, Marianne Swan, Ann Waltonsmith ABSENT: none. STAFF PRESENT: Emma Burkhalter 3. Approval of Minutes. 07-20-2021 PEBTAC Minutes – Draft Recommended Action: Approve July 2021 Minutes SWAN/WALTONSMITH MOTIONED TO APPROVE THE JULY 20, 2021 MINUTES. Resident Lori Burns requested PEBTAC provide information on timing or create a prioritization on segments, asked how residents are engaged in the trails process, and asked Staff to fix error on Segment 53 (Staff confirmed). 7. Staff Report A. Pending Trails Update • Parks Department has been busy with clearing brush at San Marcos Open Space for fire mitigation and have been unable to complete other trail repairs lately. • “No Bikes” signs installation at Quarry Park scheduled. B. Traffic Safety Update • Saratoga Avenue improvements are complete. • Quito Road striping improvements have been postponed to Spring 2022 due to weather. • Traffic Safety Commission is recruiting new members. C. Blue Hills Elementary Pedestrian Crossing at Union Pacific Railroad Update • UPRR requesting additional improvements beyond previously requested improvements; funding obtained this year for these improvements is insufficient. D. Saratoga Village to Hakone Gardens Trail Update • No updates. 8. Old Business A. Trails & Walkways Master Plan Recommended Actions: 1. Review draft Trails Master Plan and assist Staff with completing the map and trail details. This will be an ongoing effort over the next year to prepare a Trails Master Plan for the latest General Plan Update. 2. Advise Staff on Trail Segments 33 and W, trail names, missing trails, and inaccurate trail details. • Segment 33 was confirmed to be for pedestrians and equestrians. • Segment W is still unknown, may be in incorrect location. Staff to search for any existing easements and report back. Committee may recommend removal. • Inaccurate description of existing conditions for segments 53 and 54. Staff to research and report back. • Wardell property with existing physical trail identified; to be added as a proposed trail. • PEBTAC requested two “aspirational” trail segments be added which connect Quarry Park Trails to hillside roads to the south of Quarry Park. 3. Volunteer opportunity to help Staff confirm accuracy of trail locations. • Committee Members invited to meet with Staff and correct alignments of trail segments they have walked. 9. Joe's Trail is used by bikes and pedestrians. 2 Parker Ranch Trail Existing Trail network in the Parker Ranch area. Connects to Fremont Older Open Space. Pedestrian trail. 3 Garrod Trails Existing Public pedestrian and equestrian trails through the Garrod properties. Connects Mt Eden Trails and Parker Ranch Trails. 4 Villa Oaks Trail Existing Existing DG pedestrian trail along the northern edge of the Mount Eden Estates subdivision. Proposed extensions would connect it with Mt Eden Area Trails to the west and Via Regina to the south. 5 Mt Eden Road Area Trails Existing Pedestrian and equestrian trails on and around Mt Eden Road. Future connections in this area proposed for the purposes of gap closure and connecting to Santa Clara County trail network. 6 Heritage Loop Walkway Existing Follow this 4.4 mile loop trail along Saratoga Avenue, Fruitvale Avenue, and Highway 9 to experience many of Saratoga's heritage resources and landmarks. The paved surface of this trail is ideal for pedestrians and bicyclists. 6b Heritage Orachard Trail Existing Pedestrian trail that passes through the Saratoga Heritage Orchard and connects back to the Heritage Loop Walkway. Unpaved surface. 7 Saratoga to the Sea Trail Existing Hike to the Pacific Ocean! This 37-mile hiking trail starts in Saratoga Quarry Park, and is intended for pedestrians and equestions. Leashed dogs are also allowed. 8 Douglass Lane Trails Existing Pedestrian trail along Douglass Lane. Accessible from both Fruitvale Ave and Saratoga Ave. 9 Carnelian Glen Trail Existing Pedestrian trail beginning at the end of Carnelian Glen Court and connecting to Douglass Ln Trails. 10 San Marcos Trail Existing Local pedestrian loop trail through Saratoga's San Marcos Open Space. 11 Gardiner Trail Existing Local trail following the creek; connects Gardiner Park to Springhill Court.
