Teleconference/Public Participation Information to Mitigate the Spread of
COVID‐19
This meeting will be held entirely by teleconference. All members of the City Council
and staff will only participate via the Zoom platform using the process described
below. The meeting is being conducted pursuant to recent amendments to the
teleconference rules required by the Ralph M. Brown Act allowing teleconferencing
during a proclaimed state of emergency when local official have recommended social
distancing. The purpose of the amendments is to provide the safest environment for
the public, elected officials, and staff while allowing for continued operation of the
government and public participation during the COVID-19 pandemic.
Members of the public can view and participate in Meeting by:
1. Using the Zoom website https://us02web.zoom.us/j/84035279809 or App
(Webinar ID 840 3527 9809) and using the tool to raise their hand in the
Zoom platform when directed by the Chair to speak on an agenda item; OR

Background:
The subject property is listed on the Heritage Resource Inventory as a heritage
resource (HP-88-01) as the Willlard House.
This Craftsman-era house sits in a wooded setting that almost entirely screens it from
the public right-of-way. The side-gabled house features a shed dormer, unpainted
siding, and original wood windows. According to previous records, alterations and
additions to the original structure were well integrated into the original design. The
house and garage originally had copper roofs; the roof of the house has been
replaced but the copper roof of the garage remains. Major alterations and additions
include a library and deck off the dining room added in 1965, conversion of a
screened porch to an office in 1970, and a "Great Hall" and master bedroom with
deck on the second floor added in 1980.
Project Description:
The applicant is requesting the following exterior modifications:
1. Relocation of the front entry door. Currently the main entry is on the west side
of a projecting gable, and not visible from the front view. The relocation to the
west side of the front façade is a change to the design. However, reusing the
existing door system and sidelights, will not have an adverse change to the
overall design. The relocation will require removing 3 hung windows that

appear to be original. The wall where the existing door is located will be fitted
with a new window that matches (size, style, and materials), the one on the
other side of the projecting front gable.
2. Rear Façade: Upper window to be replaced in style with tempered pane
(adjacent to wet bathroom surface). This is a code requirement.
3. Rear Façade: Redesign window pattern on the rear wall to provide a second
doorway that will share an entry porch with the existing door and window. The
new door replaces an existing contemporary window.
4. Standard window removal. Four non-original rear windows will be removed,
and one new window installed. The style and materials are compatible with
the existing building
5. Remove a non-original French door and replace with tri-parte window.
The applicant has provided a memo from Urban Programmers who evaluated the
proposed project and found that that the proposed changes to the house do not
create a significant change to the building or to the environment. The materials and
styles of the exterior changes are compatible with the existing building.
Staff Recommendation:
Staff recommends that the HPC consider the applicant’s request for the exterior
modifications and recommended approval of the project.

Dear Ms. Walsh,
he referenced property, also known as the former Scottish Rite Temple or the San Jose
Athletic Club is listed in the National Register, and is a historic resource as defied by
CEQA.
The City of San Jose has asked if the rehabilitation be consistent with the Secretary of
the Interior’s Standards for Rehabilitation. Urban programmers was contacted by T.
Corona, on behalf the owner to provide a third party professional review of the
rehabilitation plans for consistency with the “Standards.”
The rehabilitation work that is proposed is to a front open area in front of the historic
building and not to the historic building.
Background: The Scottish Rite Bodies had this building, their second Temple in San
Jose, was designed by Carl Warner who specialized in Masonic architecture in
Northern California. The building was constructed in 1924, completed and dedicated in
1925. The Neo-Classic designed building exhibits a continuity of architectural design
within the St. James Square Historic District in its columns and ornate detailing – some
in Egyptian motifs. The front façade is a symmetrical temple design with a broad stair
in the center beginning at the edge of the sidewalk and raising to the first story, and
projecting portico with 6 fluted Ionic columns. Both sides of the building recess from the
portico and are mirror images of design with evenly spaced windows on the two upper
floors and mirror elements on the ground level. Elaborately framed niches are behind
tall base structures with Sphinx statues on the top. Further exhibiting the symmetrical
design, on each side of the stairs are tall winged Sphinx sculptures with basins on the
top representing torches. The building had an auditorium that could seat 1,400 and the
largest stage in San Jose, a large kitchen, meeting rooms and a basement that was
finished and used as a second or informal hall. By the 1960s the Scottish Rite Bodies
were looking for a more convenient location, purchasing acreage and eventually
constructing a new Temple in the Willow Glen area, In 1980, the historic building was
sold and rehabilitated at a cost of $6,000,000, opening in 1981, as the San Jose
Athletic Club. This rehabilitation altered the symmetrical design of the front landscaping
by introducing a sectioned ramp on the south side of the property that extends the
width of the property on that side accessing the basement from the street. Boxwood,
oleander and small bushes were planted against the face of the building and along the
ramp. The north side landscaping remained with a patch of lawn and low boxwood
hedges in front of the building. During the 1980 rehabilitation, pine trees were planted
along the north side of the building. Left untrimmed for many years these began to
damage the building and were removed.
Nicole Johnson, Senior Planner City of Saratoga Community Development Department 13777 Fruitvale Avenue Saratoga, CA 95070 Dear Nicole, Urban Programmers was asked by Mark DeMattei, DeMattei Construction, to review proposed exterior alterations to the house at 20601 Brookwood Lane in Saratoga. The property is listed in the Saratoga Historical Resources Inventory. The DPR is attached to this letter. Methodology: Review the existing DPR for the property. We studied photographs of the house and the plans prepared by DeMattei Construction, particularly Sheets A3.1 and A5.1 (exterior elevation of existing and proposed). We observe that extensive alterations to the building have occurred over time. The proposed changes occur in areas that have been added or previously altered and are primarily on the rear façade (N), however relocating the front entry door and sidelights is a change to the front (S) and side façade (W).
Purpose of the proposed changes: the proposed reorienting of some windows and doors is to align with changes to the interior creating a more usable circulation and comfortable design for interior space.
Review context and findings: The 1.5 story building has a cross gable roof structure with gable dormers on each side. The front façade exhibits , 4 gables facing to the front, and a section of shed roof on a projecting element to the left of center, however the building does not have a symmetrical design and appears to have has several remodels since it was constructed in 1919.

None of the proposed changes to the windows and doors on the rear façade of the house involve original/historic
materials. The rear of the building has been extensively altered. The proposed changes are compatible with the design
and do not diminish the overall architectural design of the existing house.
Relocating the front entry door is a change to the primary façade of the building. In this case the façade has been altered
and enlarged since the house was originally constructed in 1919. At this time we were not able to determine the past
configuration and are relying upon changes in methods and materials that are visible.
In summary, the proposed changes to the house at 20601 Brookwood, do not create a significant change to the building
or to the environment. The materials and styles of the exterior changes are compatible with the existing building. No
historic fabric is part of the proposed changes.

This large one-and-one-half-story, multi-gabled residence is surrounded by extensive gardens
on a spacious lot; it is barely visible from the public right-of-way. The split bargeboards,
wide roof, and knee braces are typical of a Craftsman bungalow; houses from the Craftsman era—
about 1905 to 1925—embody a local design response to the Arts-and-Crafts movement, as
presented in such historic magazines as Craftsman. The walls are clad in horizontal, wood lap
siding with possible replacement windows that fit within original trim. The porches on the
south and east sides have French doors opening from first floor. A small barn, carriage house
and shed on the property are well maintained, as is a gazebo in the rear garden and an arbor
in the front garden. Other than the possible changes to the windows, there do not appear to
have been any major alterations or additions to the house and it appears in excellent
condition.

The Willard House is listed on the Saratoga Heritage Resources Inventory, included as a part of
HP-88-01. It qualified under Criteria a and c:
a) the property exemplifies and reflects special elements of the cultural, social, economic, aesthetic, and
architectural history of Saratoga; and
c) the property embodies distinctive characteristics of the Craftsman style, type and period.
The Willard House also appears eligible for the California Register of Historical Resources
under Criterion (3), as the house embodies the distinctive characteristics of the Craftsman
house-type within Saratoga's City of Homes period.

Historical Background
This residence was built in 1916 for F.B. Willard, an executive of the "City of Paris"
department store in San Francisco. He lived here until the 1950s. In the 1950's Dr. McKuen, a
dentist, purchased the house from the Willards. In 1959, the house was sold to John Kahle who
lived here until at least the 1980s. Although the architect is unknown, notes provided by the
Kahle family at the time of the 1980s recording indicate an association with Julia Morgan. This
information could not be confirmed as a part of this study.
Integrity
The house and outbuildings retain adequate architectural design, workmanship and materials, as
well as a compatible setting and original location, and the property continues to represent the
historical associations and feelings of this residence.

Hi all
Not too much to report in the orchard over the winter. Though I did want to share that our
remediation efforts for the oak root fungus disease are underway. Hope all is well and please
let me know if I can answer any questions. Thanks
Tasks in dormant season:
- Dormant spray of organic materials to control various fungal pathogen and soft bodied
insects. Complete.
- Pruning of prune plums- to be completed in late winter (March)
Oak Root Fungus remediation
- Postponed the big plant out to next winter and have contracted with a grower to grow us trees
on a resistant rootstock. All trees will be ready next Dec/Jan.
-Installed splitters on the spray heads to keep root crowns dry
- We are 95% complete with the root crown excavations. Over the years, soil has piled up on
the trunks of the trees. Some trees were buried at least 12” deeper than originally planted. We
have exposed the trunks and some, all the way to the root flare. This will help the trees survive
longer in an oak root fungus soil. As mentioned before, it’s only a matter of time that the ORF
kills these trees (if it is around the roots). Taking these steps will prolong the trees life. And
now that this pathogen is identified, all new trees will be on resistant rootstocks to ensure
longevity.
Here is a short video of the air spading and a couple pictures of how the ORF girdles the tree
trunk underground. The circled area is where the fungus has eaten away the cambium. Once
the cambium is eaten away all around the tree, it is cut off from the water and nutrients that the
roots absorb and the tree dies. By exposing the trunk and the root crown, we look to dry out
the fungus so that it cannot spread.
