All members of the HPC and staff will only participate via the Zoom platform using the process described below. The meeting is being conducted pursuant to recent amendments to the teleconference rules required by the Ralph M. Brown Act allowing teleconferencing during a proclaimed state of emergency when local official have recommended social distancing. The purpose of the amendments is to provide the safest environment for the public, elected officials, and staff while allowing for continued operation of the government and public participation during the COVID-19 pandemic. Members of the public can view and participate in Meeting by: 1. Using the Zoom website https://us02web.zoom.us/j/84035279809 or App (Webinar ID 840 3527 9809) and using the tool to raise their hand in the Zoom platform when directed by the Chair to speak on an agenda item; OR 2. Calling 1.408.638.0968 or 1.669.900.6833, entering the Webinar ID 840 3527 9809 and pressing *9 to raise their hand to speak on an agenda item when directed by the Chair. The public will not be able to participate in the meeting in person. Methods of viewing the meeting will be listed on the meeting agenda. Site Visit(s) a. None 2. Call to Order Chair Shastri called the meeting to order at 8:30 AM. 3. Approval of the March 8, 2022 minutes BOYCE-BENDER/SHAH MOVED TO APPROVE THE MINUTES FOR THE MARCH 8, 2022 MEETING. MOTION PASSED. AYES: BOYCE-BENDER, SHAH, AND SHASTRI. NOES: NONE. ABSTAIN: NONE. ABSENT: NONE 6. New Business a. Heritage Orchard Update Matthew Sutton, Orchard Keepers, provided an update to the HPC. Sutton talked about the recent prune/plums harvest with Village Harvest, over 1,200 lbs. were harvested and was donated to West Valley Community Center. Four (4) community harvests were held, the City promoted the community harvest, the amount of people who are interested in the community harvest has increased from last year. The commissioners asked about the status of the oak root fungus and how the city orchardist is handing this issue. Planting of new trees are planned for January 2023. The commission and the orchardist discussed 3 Page 2 of 2 how gophers and squirrels are being prevented from coming back into the orchard after they are trapped. Cover crop was recently mowed, the orchard is mowed once or twice a month to increase the organic matter in the soil. Will be doing a soil test in the fall to see how the cover crops for the past two years has increased the organic matter in the soil. Winter cover crop will be planted at the end of September. 7. Staff Comments Nicole Johnson discussed that the City will be recruiting for the HPC vacancies. 8. Old Business a. Project status worksheet Nicole Johnson commented that five letters have been sent to potential HRI properties. Commissioner Shah stated that she should have the Quarry ready for HPC review at the next meeting. The HPC should consider additional heritage trees. Chair Shah discussed about bringing a guest speaker to a future meeting. 9. Commission Items Commissioners asked about when the HP Ordinance will be presented to the City Council. 10. This Modern stucco building encapsulates a significant nineteenth-century stone structure. The first-floor side wall is reportedly constructed of limestone and 10 inches thick. The building was heavily altered in the late 1940s or early 1950s. The twentieth-century storefront once consisted of tile and stucco with recessed entries; the current storefronts are wood and stucco. A Mid-Century Modern awning has been replaced by a cloth awning. The second story windows have been modernized, and stucco was added over wood siding. The project proposal includes removing two metal wall vents at the rear of the building as well as two doors along the left side of the building with new windows. The first-floor side wall is reportedly constructed of limestone and 10 inches thick. The building was heavily altered in the late 1940s or early 1950s and again recently. The twentieth-century storefront once consisted of tile and stucco with recessed entries; the current storefronts are wood and stucco. A Mid-Century Modern awning has been replaced by a cloth awning. The second story windows have been modernized, and stucco was added over wood siding. The second story also features the use of glass block windows. *P3a. He built this building along with another commercial building at 14501 Big Basin Way. Hutchinson, born in Columbia County, George in 1921, was a farmer who came to McCartysville from Texas in 1852. He established a farm north of McCartsville, and also for a while engaged in lumbering. In 1856 he acquired an interest in a lime kiln about 1/2 mile south of McCartysville, later buying out the company and pre-empted 160 acres of land on which it was located. By 1859 he had ceased production, and turned his attention to clearing the land and farmed his acreage. In 1868, Hutchinson married Matilda Potter, a native of Illinois. in 1884, a few years following her early death, he sold what remained of his 160 acres, and moved to downtown Saratoga where he engaged in the mercantile business. It was at this time that he built the Hutchinson Building, a two-story structure based on thick limestone exterior walls on the first floor and wood frame construction of the second floor. The first floor was occupied by Oldham Meat Market, and the upper floor served as a meeting hall called Hutchinson’s Hall. In 1886, Hutchinson was appointed Postmaster, and the following year he ceased operating his buisness. Integrity The building retains important original stone structural materials and workmanship, as well as maintaining its historic location within Saratoga Village; however, the overall building design, materials, and workmanship were altered significantly in the twentieth century and only some of the historic associations and feelings are preserved in this property. * Recorded By F.
