Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19
This meeting will be held entirely by teleconference. All members of the Commission and
staff will only participate via the Zoom platform using the process described below. The
meeting is being conducted pursuant to recent amendments to the teleconference rules
required by the Ralph M. Brown Act allowing teleconferencing during a proclaimed state of
emergency when local official have recommended social distancing. The purpose of the
amendments is to provide the safest environment for the public, elected off icials, and staff
while allowing for continued operation of the government and public participation during
the COVID-19 pandemic.

ORAL COMMUNICATIONS ON NON-AGENDIZED ITEMS
Any member of the public may address the Public Art Commission on matters not on the
agenda. The law generally prohibits the Commission from discussing or taking action on such
items. However, the Commission may schedule the item for discussion at a future meeting.

1. Public Art Commission Minutes
Recommended Action:
Review and approve the minutes from the July 18, 2022 meeting.
Draft Minutes
2. Paint the City
Recommended Action:
Receive a report summarizing the Paint the City Program and consider the
recommendation from the Paint the City subcommittee to recommend that the City
Council approve the following three locations for the next Paint the City cycle: 1)
Saratoga Avenue at State Route 85 North; 2) Saratoga Avenue at State Route 85 North;
and, 3) Saratoga Avenue at Dagmar. The committee also recommended Saratoga
Avenue at Vineyard as a backup option. The Commission may make a motion to
recommend City Council approval of the committee’s suggested Paint the City
locations or move to recommend alternative locations.

3. Selection of Chair and Vice Chair
Recommended Action:
Move to nominate one member of the Commission to serve as Chair and one
member to serve as Vice Chair. Commissioners may only serve as Chair or Vice Chair
once during a single term on the Commission. The new Chair and Vice Chair will
assume their roles after the September 19, 2022 meeting.

4. Committee Updates (Informational Only)
Recommended Action:
The Commission formed several subcommittees that meet outside of the
Commission’s regular meetings to develop recommendations and work towards
implementing the Commissions ambitious work plan. Since the last Commission
meeting, the Saratoga Loves Poetry and Online Art Challenge committees met to
discuss implementation of Commission work efforts but do not have
recommendations to present for Commission consideration. This agenda item

provides a time for those committees to provide an update on their efforts to the
Commission. This item is informational only.
5. Community Events: Chalk Art and #SaratogaROCKS
Recommended Action:
Discuss opportunities to host chalk art or #SaratogaROCKS activities at upcoming
community events. Upcoming events include: Witchy Walk-a Bout (October 29), Tree
Lighting (November 25).
6. Future Agenda items
Recommended Action:
Consider agenda items for upcoming meetings. The next regular meeting is on
November 21, 2022 6:30 p.m.

3. Saratoga Loves Poetry
Recommended Action:
Receive recommendation from subcommittee recommendation on implementation
of Saratoga Loves Poetry and make a motion to proceed approach as recommended
or as amended by the Commission.
Commissioner Ramya Vasu presented the recommendation on implementation of
Saratoga Loves Poetry.
The Commission discussed the proposal for implementation including: inviting West
Valley College students to participate; inviting individuals outside of the Public Art
Commission to judge submissions; inviting older adults to participate; and, use of
trophies, plaques, magnets, and/or ribbons as awards.

4. Online Art Challenge
Recommended Action:
Receive recommendation from subcommittee recommendation on implementation
of Online Art Challenge and make a motion to proceed approach as recommended
or as amended by the Commission.
Vice Chair Sohini Kar presented the recommendation on implementation of the
Online Art Challenge.
The Commission discussed the proposal for implementation including: limiting
participation to 2 dimension submissions; adjusting the time period of the contest to
21 out of 30 days; inviting local art teachers and studios to participate in the challenge;
announcing themes in advance of the contest starting; inviting individuals outside of
the Public Art Commission to judge submissions; allowing participants to submit as
many submissions for each month/theme as they would like; and, encouraging
participants to share photos as they work on their submissions via social media.
KAR/SMITH MOVED TO PROCEED WITH THE ONLINE ART CHALLENGE APPROACH
AS RECOMMENDED BY THE SUBCOMMITTEE WITH THE FOLLOWING

community events. Upcoming events include: Saratoga Car Show (July 24), Summer
Movie Night (August 19), Saratoga Music Fest (August 27), Saratoga Music Fest
(September 17).
The Commission discussed upcoming events, but did not make any commitments
about hosting a chalk art or rock painting activity.
Staff agreed to reach out prior to the August Summer Movie Night to see if any
members of the Commission would like to host a chalk art or rock painting activity.
6. Future Agenda items
Recommended Action:
Consider agenda items for upcoming meetings. The next regular meeting is on
September 19, 2022 6:30 p.m.
No additional items were added to the September 19 meeting agenda.

Subject: Paint the City
At the May 16, 2022 Public Art Commission meeting, the Commission approved a
process for implementing its ambitious Fiscal Year 2022/23 Work Plan. One of the
key elements of the implementation process included formation of subcommittees
that would meet outside of the Commission’s regular meetings to develop a
recommended plan or program to be presented to the Commission and if necessary,
to Council, prior to implementation.
One of these committees was formed to assist with Paint the City in the Commission’s
work plan. The Committee met on September 13 and developed a recommendation
for implementation. Specifically, the Commission recommended that the 3 Paint the
City locations for the next program cycle should be:
1. Saratoga Avenue at State Route 85
North (Caltrans)
2. Saratoga Avenue at State Route 85
South (Caltrans)
3. Saratoga Avenue at Dagmar (City)
Backup: Saratoga Avenue at Vineyard
(TBD)
The Commission may make a motion
to recommend that the City Council
accept these three locations or a motion to recommend different locations. The

Commissions recommended locations will be scheduled for City Council
consideration after staff is able to confirm that non-City boxes may be painted.
ABOUT PAINT THE CITY
The Paint the City program began in 2018 and has been an annual Public Art Program
since. This program invites Saratoga residents to apply to paint a utility box. Through
the program, 20 utility boxes throughout the City have been painted.
Artist(s) must reside in Saratoga and be at least 10 years old (groups of artists that
meet these requirements will be considered). Artist(s) may only submit one
application per utility box location. Artists selected during this Paint the City cycle will
not be considered as part of the next program.
After the City Council approves Paint the City locations, the City will open the public
application process. After the application deadline, staff will review applications to
determine if minimum criteria has been met. The Paint the City subcommittee will
then recommend up to 3 designs per utility box location to the Public Art Commission
to consider and finalize. Once the top 3 design selections have been made, the
community will be invited to rank designs for each utility box location. The highest
ranked design at each location will be presented to the Public Art Commission to
recommend City Council acceptance in accordance with the Public Art Policy.
Selected artists will also receive a stipend of $600.
An estimated timeline for this cycle of the Paint the City program is below.

Paint the City (Work Plan Description)
Continue the Paint the City utility box painting program starting in fall/winter 2022
and consider the addition of non-City owned utility boxes. Once locations are
identified and authorized by the City Council, residents age 10 and older would be
invited to submit conceptual artwork for utility box locations. The Public Art
Commission would then review conceptual artwork and select up to 3 options per
location. The top 3 selections would be posted online for public voting where
residents can engage in the process by selecting their favorite conceptual design per
location. After the close of voting, the Commission would make a recommendation
on artwork to the City Council. Selected artists receive a stipend of $600.

Subject: Selection of Chair and Vice Chair
Each Commission elects a Chair and Vice Chair to serve a twelve-month term. No
person may serve as Chair or Vice Chair of the same Commission more than once
during a single term on the Commission. Consequently, Chair Siana Smith is not
eligible for reappointment to the position of Chair and Vice Chair Sohini Kar is not
eligible for reappointment to the position of Vice Chair. The new Chair and Vice Chair
will assume their duties following the September 19, 2022 regular meeting.
The Chair acts as the presiding officer at all meetings. In the absence of the Chair, the
Vice Chair presides for that meeting. In the absence of both, the members select a
temporary presiding officer for that meeting until the Chair arrives.
The following is a list of the Chair’s responsibilities:
• Call meeting to order
• Call for the vote, restate all motions submitted for vote, and announce
decision
• Decide questions of order (pursuant to the City of Saratoga’s Rules of
Parliamentary Procedure)
• Lead meeting and preserve order
• Represent the Commission at meetings when authorized by a majority of the
Commission (or when requested by the City Council as long as the Chair notes
that the views expressed are personal)
• Work with staff assigned to the Commission to create meeting agendas

• Determine whether Commissioner absences are excused or unexcused
The Chair and staff should be in contact prior to each regularly scheduled meeting
to review and discuss the agenda. If a personality conflict arises between individual
Commissioners, it is the Chair’s responsibility to try to mediate and resolve the
problem. If the conflict cannot be resolved, the Chair should approach the Director
of the City Department staffing the Commission to discuss possible strategies to
address the issue.
In regards absences, if a Commissioner is absent without permission of the Chair (or
in the case of the Chair, permission from the Mayor) from three regular Commission
meetings within a 12-month period, the Commissioner’s position becomes vacant
and is filled as any other vacancy. A Commissioner removed from their position in
this manner may request that the vacancy be excused b y filing a letter with the City
Clerk within 30 days of the effective date of the vacancy. It should be noted in the
minutes if a Commissioner’s absence is excused.

Review work efforts of the Public Art Committee to identify opportunities for sculptures
at the City Hall Courtyard and Gateway locations then comprehensively assess
opportunities for sculpture placement in Saratoga, including evaluation of locations,
artist selection process (such as whether to approach specific artists or accept
proposals from artist), and expectations for artwork (such as desired size or themes),
then return to City Council with a proposal for consideration. With Council’s approval,
implement sculpture program plans.

2. Public Art Fundraising
Explore options for raising funds for and non-monetary contributions, such as space or
partnerships, to support City public art efforts and present a fundraising proposal to
the City Council for consideration. With Council’s approval, implement fundraising plan.

3. Projection Art

(written, visual, and/or performing) to be projected at night in the City during Youth Art
Month or the community could share submissions that celebrate Asian American Art
that are projected at night at in the City during Asian American and Pacific Islander
Heritage Month.

5. Artwork Exhibit Opportunities
Identify non-traditional exhibit locations in the City where there is an opportunity to
temporarily display artwork at or in public spaces, including spaces
managed/maintained by community partners. For example, locations could include City
buildings and properties, Saratoga Library, schools, or West Valley College. Ask staff to
assess feasibility of displaying artwork at those locations. Present proposal for exhibit,
including art selection and locations. Artwork that is displayed could be developed
through other work plan items, such as projection art or the online art challenge, or
through collaboration with community partners. With Council’s approval, implement
proposed plan and seek Council authorization prior to placement of any artwork
proposed for City property.

variety of ways, such as through City online communication channels, through a
temporary display, requesting publication in local newspapers, and/or at special events
and activities, including as part of other work plan efforts, such as projection art.

Explore options to host chalk art activities at several existing community events,
including Summer Movie Nights hosted by the City, Saratoga Classic Car Show hosted
by the Chamber, and the Wildwood Music Fest hosted by the Chamber. Chalk art
activities would be documented through photos and/or video.
Implementation:
• At every regular meeting, discuss opportunities to host Chalk Art or #SaratogaROCKS
activity at upcoming events within the next 2 to 3 months in the community
8. Online Art Challenge
Challenge the community to submit and share artwork at regular intervals over a
designated amount of time (such as once a week for one month). Participants would be
invited to select one medium for all submissions over the course of the challenge (such
as dance or photography). Selected artwork could be featured by the City in different
ways, such as being shared online.

Continue the Paint the City utility box painting program starting in fall/winter 2022 and
consider the addition of non-City owned utility boxes. Once locations are identified and
authorized by the City Council, residents age 10 and older would be invited to submit
conceptual artwork for utility box locations. The Public Art Commission would then
review conceptual artwork and select up to 3 options per location. The top 3 selections
would be posted online for public voting where residents can engage in the process by
selecting their favorite conceptual design per location. After the close of voting, the
Commission would make a recommendation on artwork to the City Council. Selected
artists receive a stipend of $600.

11. #SaratogaROCKS
Continue to encourage participation in the City of Saratoga’s #SaratogaROCKS program,
which provides free rock painting kits to community members, and explore ways to
enhance the program, increase participation, and make more appealing to community
members. Conduct strategic outreach, such as providing kits to local retirement
communities or hosting rock painting at local events. Document use of kits through
photos or video.

COMMISSION RESPONSIBILITIES & DUTIES
Resolution No. 21-047
I. STRUCTURE
A. Membership. The Public Art Commission of the City of Saratoga shall consist of five
members appointed by the City Council. Members are required to meet qualifications
identified in City Code Section 2-12.020. The first five Commissioners appointed will
be exempted from City Code Section 2-12.020(a)(3).
B. Term of Office, Vacancies and Removal, Officers. The term of office, vacancies and
removals, and officers of members of the Commission shall be as set forth in the City
Code Section 2-12.020 except that the terms of four Commissioners initially
appointed to the Commission shall be partial terms of one, two, and three years to
ensure that the Commission terms are staggered in accordance with City Code 2 -
12.030(c).
II. ADMINISTRATION
A. Meetings. The Public Art Commission shall hold regular meetings every other month.
The date and time of these meetings shall be approved by vote of the Commission.
B. Rules of Procedure. The Commission shall in all respects comply with the
requirements for City Commissions as set forth in the City Code and City Council
policies.
C. Compensation. Members of the Commission shall serve without compensation.
When in accord with current City policy and when arranged in advance with the City
Manager, actual and necessary expenses incurred by Commission members acting in
their official capacity shall be reimbursed by the City.
D. Records. The staff liaison of the Commission shall keep a record of all proceedings,
deliberations, findings, determinations, and recommendations of the Commission.
These records shall be available to the public, and copies shall be filed with the City
Clerk.
E. Staff Support. Staff support required by the Commission shall be provided consistent
with City budget authorizations.
III. RESPONSIBILITIES & DUTIES
1. The Commission shall provide counsel and recommendations on public art policies,
budgets, plans, and procedures to the Saratoga City Council.
2. As directed by the City Council, evaluate and assess public art projects or programs
and perform such other activities as may be directed by the Saratoga City Council.
3. The Commission shall maintain communications with the City Council and City staff
on public art-related matters.

4. Provide support and/or advice on events or programs related to City public art.
5. Maintain awareness and knowledge of public art trends and principles.
