REGULAR MEETING Teleconference/Public Participation Information to Mitigate the Spread of COVID‐19 This meeting will be held entirely by teleconference. All members of the committee and staff will only participate via the Zoom platform using the process described below. The meeting is being conducted pursuant to recent amendments to the teleconference rules required by the Ralph M. Brown Act allowing teleconferencing during a proclaimed state of emergency when local official have recommended social distancing. The purpose of the amendments is to provide the safest environment for the public, elected officials, and staff while allowing for continued operation of the government and public participation during the COVID-19 pandemic. Online Art Challenge Subcommittee Minutes Recommended Action: Review and approve the draft minutes for the June 27, 2022 Online Art Challenge Subcommittee meeting. WU/KAR MOVED TO APPROVE THE DRAFT MINUTES FOR THE JUNE 27, 2022 ONLINE ART CHALLENGE SUBCOMMITTEE MEETING. MOTION PASSED. AYES: KAR, WU. NOES: NONE. ABSTAIN: NONE. ABSENT: NONE. 2. Online Art Challenge Recommended Action: Finalize monthly themes for the Online Art Challenge, discuss concerns relating to submittal of progress photos, and develop a plan for recruitment of outside panel of judges. The Committee agreed to limit submissions to final pieces, instead of accepting submittal of progress photos, to avoid any confusion. Commissioner Gloria Wu proposed an online exhibit for artwork. Vice Chair Sohini Kar agreed that the art could be exhibited through an online gallery. Commissioner Gloria Wu added that an event in February could be held in February via Zoom to showcase contest finalists. For now, the committee agreed to wait on providing any details about how artwork would be exhibited. 3 Saratoga Public Art Commission Online Art Challenge Subcommittee Minutes August 15, 2022 – Page 2 of 2 The committee discussed outreach to judges. The committee agreed that there should be judges for each of the Online Art Challenge categories: photography, fine arts, video. The committee agreed that ideally judges wou ld participate throughout the program, meeting in November, December, and January to select monthly prize winners and the grand prize winners at the end of the contest. The committee suggested that the judges receive a certificate from the Mayor for volunteering their time. The committee agreed to meet again to review judge applications. ADJOURNMENT The meeting was adjourned at 12:32 p.m. Minutes respectfully submitted: Crystal Bothelio, Assistant City Manager City of Saratoga 4 CITY OF SARATOGA Memorandum To: Public Art Commission Saratoga Loves Poetry Subcommittee From: Crystal Bothelio, Assistant City Manager Date: October 18, 2022 Subject: Online Art Challenge At the May 16, 2022 Public Art Commission meeting, the Commission approved a process for implementing its Fiscal Year 2022/23 Work Plan. A key element of the implementation process included formation of subcommittees that would meet outside of the Commission’s regular meetings to schedule to develop recommendations and work on implementation (as needed) of the committee’s assigned work plan item. One of these committees is the Online Art Challenge Subcommittee. The committee met in June 2022 to develop a recommended approach for the program, which was approved by the Commission on July 18. The committee met again on August 15 to refine the program details prior to the public announcement of the challenge that same month. At the meeting, the committee decided the following: • There will ideally be 3 judges for each of the 3 challenge categories, photography, fine arts, and video • Judges will ideally participate in the entire challenge, attending meetings in November, December, and January to select monthly and grand prize winners • Certificates of appreciation from the Mayor for volunteer judges will be requested • Artwork can be exhibited online, possibly through an online event held via Zoom in February • The committee would meet again to review judge applications The goals of the October subcommittee meeting are to: 1) Select judges and set tentative date for judges’ meetings 5 2) Confirm details for announcement of monthly and grand prize winners and display of poems 3) Select prizes that will be given to contest winners 4) Discuss options for exhibiting submissions A total of 56 residents registered to participate in the Online Art Challenge before the September 30 deadline. Outreach seeking judging applicants started in mid- September. Applications were due Sunday, October 9. The City received 7 applications from prospective fine arts judges and 2 applications from prospective video judges. Applications are listed below. If desired by the committee, the City can reopen the application process for judges to seek out prospective photography and video judges. However, staff recommends that the committee select a total of 3 to 6 judges who are representative each of the challenge categories to review submissions as a group and to select 1 monthly prize winner and 1 grand prize winner within each of the 2 age categories. While there were no photography judging applicants, several of the fine arts judging applicants expressed interest in photography and may be willing to serve as photography judges. Since participants may alternate between categories for their submissions, this ensures that all volunteer judges can participate in judging each month regardless of fluctuations in submission categories. Additionally, this approach to judging aligns with the initial committee recommendation on prizes. The committee recommendation presented in July 2022 was to select 1 prize winner across all challenge categories for each of the age groups (18 and under, over 18) each month and 1 grand prize winner across all categories within each of the age groups at the end of the challenge. Prize ideas included $50 gift certificate for Saratoga restaurant, tickets to Holiday Wine Stroll, tickets to Hakone, or art supply kit. There was also some discussion at the July Commission meeting of alternative prizes, such as a plaque or trophy. Based on the current plan for announcement of monthly winners and exhibiting winning poems, staff recommends that judges meet via Zoom the second or third week of November, December, and January depending on availability of judges. Once the challenge is complete, staff can work with the Mayor to provide judges with a certificate of appreciation. 6 The committee has discussed an online gallery or online event to take place in February, but no plans have not been finalized. I am trained in the fields of Fine Art, Textile Design, and Graphic Design. I love teaching art and design concepts to both children and adults, providing a different lens into what art means to them. I have worked in the private and public school education system as well as professional adult education programs for over 22 years. I work closely with students in schools, senior care facilities, and non profit organizations throughout Santa Clara County and have also illustrated a children’s book. I engage with students using fine art skills to apply the elements of art to both classic and digital art. I have exhibited artwork in Bay Area museums and art festivals. Many of my art pieces decorate homes and businesses in the Bay Area and abroad. My engagement with art since childhood and being a champion to integrate the arts for students of all ages and cultures in everyday lives, makes me a suitable judge for this contest. Thank you. Michele Hsieh Fine Arts I am the art teacher at Redwood Middle School for the past 23 years and I teach all aspects of fine arts. I am educated in painting and drawing with a B.F.A. from 7 Carnegie Mellon University and a M.F.A. from the School of the Art Institute of Chicago. I also have a M.A. in Arts Education from the Maryland Institute. Veena Kumar Fine Arts I appreciate art! I have been painting for about 4 decades now and my art hangs on the walls of my family’s homes. My interest and expertise is with oil Paints, acrylic and water color painting. I’ve been the art docent at my children’s school- Argonaut Elementary and Redwood Middle and have participated in many school art projects. My kids are grown now so this was a few years ago! I’m no expert but I’d love to participate in this wonderful activity and encourage this further! Veena Hannah Chang Fine Arts I am currently a fourth-year student at the Rhode Island School of Design studying Illustration so I fully understand how to properly critique artwork and give professional artistic feedback such as composition, color choices, creativity, technical skills, and much more. I go through weekly critiques in different mediums of art as well, so I am familiar with 2D materials such as watercolor, acrylic, oil, marker, colored pencils, pencil, gouache, and 3D materials such as clay and other 3D-composed materials. Payal Chadha Fine Arts Being an artist myself, a mum of 2 teens and creating and helping create lots of art projects etc makes me a suitable judge. Paula Riley Fine Arts I love art! I have a certificate in sculpture from De Anza Community College. My dad was a photographer; I appreciate and collect photography. Heather Durham Fine Arts I produce SVTAGS TV Show with 208 shows that I've produced to date. The www.svtags.org TV show airs on 20 stations in the Bay Area. We cover the topic of "art" in our show (everything in the title of the show we cover Silicon Valley -Technology, Art, Green & Sustainability =SVTAGS). Both my mother and aunt were art majors in college, so besides art in school and at University, it was always in our home. I was told I should switch major in college to art, but after 7 years at SJSU with a double major in Marketing and journalism, I was on my last leg there and ready to get out and work. Regardless, I love art and this is why we have art in the title of the show. I love promoting artists 8 and seeing their work progression. I have traveled all around the world many times and have seen many types of art. I would love to help out with the City of Saratoga (my Hometown) art contest(s).
