MINUTES
April 19, 2022

1. Call to Order – 4:00 PM
2. Roll Call:
PRESENT: Jim Stallman, Howard Miller, Marianne Swan, Ann Waltonsmith
ABSENT: Ping Li
STAFF PRESENT: Emma Burkhalter
3. Report on Posting of the Agenda: Pursuant to Government Code Section 54954.2, the
agenda for this meeting was properly posted on April 14, 2022.
4. Accept Agenda Items and Order: No additional items may be added pursuant to Government
Code Section 54954.2.
5. Approval of Minutes.

Recommended Action:
Approve January 2022 Minutes
SWAN/WALTONSMITH MOTIONED TO APPROVE THE JANUARY 18, 2022 MINUTES. MOTION
PASSED (4-0-0-1) BY VERBAL ROLL CALL. AYES: STALLMAN, MILLER, SWAN, WALTONSMITH.
NOES: NONE. ABSTAIN: NONE. ABSENT: LI.
6. Oral and Written Communication:
Any member of the public may address the Committee about any matter not on the agenda for
this meeting for up to three minutes. Committee Members may not comment on the matter but
may choose to place the topic on a future agenda.
7. Staff Report
A. Pending Trails Update
Signs added to Parker Ranch Trails; bridge on Villa Oaks Trail to be replaced, Summer/Fall
2022; general maintenance on Heritage Orchard Trail.
B. Traffic Safety Update
Some striping plans generated from the Traffic Safety Commission have been completed this
year.
C. Blue Hills Elementary Pedestrian Crossing at Union Pacific Railroad Update
Staff working with Caltrans Local Assistance to file preliminary documents for Federal
funding.
D. Saratoga Village to Hakone Gardens Trail Update
Application for Community Funding Opportunity sent in on April 19, 2022. Thank you to
everyone who sent in letters of support!
E. Upcoming CIP Projects
Extension of Joe’s Trail to northern City Limits. More details at next meeting.
8. Old Business
A. Hakone Gardens to Quarry Park Trail Gap Closure – Phase I
Recommended Action:
None.
Staff to reach out to homeowner or representative of homeowner of the property between
Hakone Gardens and Quarry Park.
9. New Business
None.
10. Member Reports (information only, no actions to be taken)
Swan: request for more benches along Heritage Loop Trail
Stallman and Miller: plans to reach out to City Council to request that Council direct City staff
to keep Council and PEBTAC updated on pending Cement Plant closure in order to work up a
conversion of the UPRR to a rail trail plan to present to the CC when the opportunity arises.
