HERITAGE PRESERVATION COMMISSION
REGULAR MEETING

This meeting will be held in-person and by teleconference pursuant to amendments to the
teleconference rules required by the Ralph M. Brown Act allowing teleconferencing during a
proclaimed state of emergency when a local official has recommended social distancing.
Members of the HPC and the public may participate in person at the location listed below or
via the Zoom platform using the information below.

Greetings from the Heritage Orchard
This fruiting year is just about to pop into action. Apricot buds are just starting to swell, so should start seeing some
bloom as soon as we get a little bit more warmth. The orchard is looking better than I’ve ever seen it- cover crop is nice
and full with all this rain, new trees (!) are planted, and the existing trees are just showing their promise for what is to
come this year. Below are all the tasks that have been, and are being performed in the orchard currently. And also a
sneak preview for what is to come. As always, if anyone would like a tour through the orchard to understand our
practices and to learn more about fruit tree care, please be in touch.
Past activities
Winter is a quiet time in the orchard. The heavy rains in January were so welcome- they recharged the aquifer which is
number 1, but a close 2nd, they flooded out many of the the resident gophers! We are still trapping, and there are still
hundreds, but it was nice to get a little help…
Spray- we spray the orchard with an organic approved copper fungicide (for fungal and bacterial pathog en) and an oil (to
help the copper stick to the trees and to smother overwintering eggs and emerging soft bodied insects). We performed
the first spray in Dec and the 2nd spray will be happening within the next week.
Current Activities
Planting! The big replant of the orchard (over 500 trees) is happening now! The majority of the trees are the Blenheim
variety, with 3 other varieties (White Knockout, Golden Sweet, Flavor Delight) to extend the harvest and offer up some
really yummy variety. The last trees will be planted out this Thursday.
Community involvement- We continue to foster the relationship with West Valley College and instructor Chris Cruz. He
teaches a regenerative Agriculture class, and has brought his class to the orchard a few times now. We instruct the
students on regenerative ag and then they get to lend a hand helping out in the orchard.
Invitation- Chris’ class is coming out this Thursday (2/9) at noon for a lesson on how to plant bare root fruit trees and
then to plant. The HPC is welcome to join if you would like to learn about planting and to plant a tree! Details: 12pm-
2pm in the orchard, meet up in the orchard close to the creek bed.
Fence- The city is repairing the old fence along the creek bed, which will aid the orchard greatly by keeping the deer out
of the orchard.
Upcoming
Pruning the plums- we will prune the prune plums in March just before bloom.

Thinning fruit- we will thin down the crop in April to the appropriate amount of fruit for each tree
Community harvest- as with any new program, the city has been learning a lot about how to run a successful community
harvest. We have been meeting bi-weekly with city staff to plan for this upcoming harvest season.

SUBJECT: Item 6e-2021/2022 Certified Local Government (CLG) Report
The 1980 amendments to the National Historic Preservation Act of 1966, provided
for the establishment of a Certified Local Government Program (CLG) to encourage
the direct participation of local governments in the identification, evaluation,
registration, and preservation of historic properties within their jurisdictions and
promote the integration of local preservation interests and concerns into local
planning and decision-making processes. The CLG program is a partnership among
local governments, the State of California (OHP), and the National Park Service (NPS)
which is responsible for administering the National Historic Preservation Program.
The 2021/2022 annual CLG report from Saratoga is due by March 31, 2023. Please
review and provide any comments on the attached report.

SUBJECT: Item 6f-2023/2024 Workplan
March 27, 2023 has been selected as the date for the City Council Special Meeting
with the Heritage Preservation Commission, Library Commission, Parks & Recreation
Commission, Public Art Commission and Traffic Safety Commission to discuss
Commission Work Plans.
The meeting is scheduled to begin at 6:00 p.m in the Linda Callon Confrence Room
at City Hall.
A regular agenda will be sent out the week before the meeting. Each Commission will
be given 30 minutes with the City Council. It is not required to attend the entire
evening, although you are welcome to do so.

HERITAGE PRESERVATION COMMISSION WORK PLAN
1. Heritage Resource Inventory
Continue their duty as commissioners to recommend and work with property owners to add
eligible properties to the Heritage Resource Inventory. So far during the current fiscal year,
One (1) property was recommended to the City Council for a Landmark and Mills Act
contract. There are currently four (4) sites for consideration to be included on the Inventory.
2. Continuing Education
The City of Saratoga is a Certified Local Government (CLG) recognized by the State of

Act program, informational signage for the Heritage Orchard, and pride in our historic
community.

park locations and local history for their Historic Plaque Program for City Parks.

HERITAGE PRESERVATION COMMISSION WORK PLAN
1. Heritage Resource Inventory
Continue their duty as commissioners to recommend and work with property owners to add
eligible properties to the Heritage Resource Inventory. So far during the current fiscal year,
the HPC has added one (1) site to the Heritage Resource Inventory, one (1) Heritage Tree
and two (2) properties were recommended to the City Council for Landmark and Mills Act
contracts. There are currently nine (9) sites for consideration to be included on the
Inventory.
