The meeting will be held in-person and teleconference pursuant to amendments to the
teleconference rules required by the Ralph M. Brown Act allowing teleconferencing during
a proclaimed state of emergency when a local official has recommended social distancing.

Written Communications
Comments can be submitted in writing at www.saratoga.ca.us/publicart. Written
communications received prior the end of the comment period will be provided to the
members of the committee and included in the agenda packet and/or supplemental

Public Comment
Members of the public may comment on any item for up to three (3) minutes. The amount
of time for public comment may be reduced. Public Comment will begin with speakers
attending in-person first followed by those attending via Zoom.

Recommended Action:
Receive information on artwork exhibit opportunities from staff. Consider options for
implementation of the Artwork Exhibit Opportunities work plan item and prepare a
recommendation for implementation to be considered by the Public Art Commission
at the March 20, 2023 meeting. If needed, additional meetings may be rescheduled
to prepare a final recommendation to the Commission.

Subject: Artwork Exhibit Opportunities
At the May 16, 2022 Public Art Commission meeting, the Commission approved a
process for implementing its ambitious Fiscal Year 2022/23 Work Plan. One of the
key elements of the implementation process included formation of subcommittees
that would meet outside of the Commission’s regular meetings to schedule to
develop a recommended plan or program to be presented to the Commission and if
necessary, to Council, prior to implementation. One of these committees was formed
to research opportunities to exhibit artwork in Saratoga.
Staff has provided a list of City facilities that may serve as an artwork exhibit location.
Many of these locations are only suitable for temporary displays of 1 to 2 days,
because they have occupants that use the facility on a daily basis or due to the nature
of the location. However, there may be opportunities for longer displays with the
permission and cooperation of the facility occupant.
Additionally, some City parks may be suitable for longer term exhibits of artwork that
is sturdy, safe, and weather resistant. To do this, parks serving as exhibit locations
would likely have to be modified to accommodate artwork, such as installation of
concrete pads to support artwork.
Other public indoor and outdoor spaces not owned by the City may also be an option
for exhibiting artwork. If the Committee would like to explore these as options, the
Committee should identify them during the January 2023 meeting. Staff will provide
additional information about identified locations at a future committee meeting.

As the Committee evaluates exhibit locations, it should also consider what will be
exhibited, how art will be selected, and how exhibit events will be opened to the
public. With input provided by the Committee at the January 2023 meeting, staff can
provide information about options for implementation at a future committee
meeting.

The City Council approved description of the work effort as well as the
implementation schedule approved by the Commission is below.
Artwork Exhibit Opportunities
Identify non-traditional exhibit locations in the City where there is an oppor tunity to
temporarily display artwork at or in public spaces, including spaces
managed/maintained by community partners. For example, locations could include
City buildings and properties, Saratoga Library, schools, or West Valley College. Ask
staff to assess feasibility of displaying artwork at those locations. Present proposal
for exhibit, including art selection and locations. Artwork that is displayed could be
developed through other work plan items, such as projection art or the online art
challenge, or through collaboration with community partners. With Council’s
approval, implement proposed plan and seek Council authorization prior to
placement of any artwork proposed for City property.
