The meeting will be held in-person and teleconference pursuant to amendments to the
teleconference rules required by the Ralph M. Brown Act allowing teleconferencing during
a proclaimed state of emergency when a local official has recommended social distancing.

Written Communications
Comments can be submitted in writing at www.saratoga.ca.us/publicart. Written
communications received prior the end of the comment period will be provided to the

Public Comment
Members of the public may comment on any item for up to three (3) minutes. The amount
of time for public comment may be reduced. Public Comment will begin with speakers
attending in-person first followed by those attending via Zoom.

OCTOBER 18, 2022
CALL TO ORDER
The meeting was called to order at 4:02 p.m.

Recommended Action:
Approve the draft minutes from the August 15, 2022 subcommittee meeting.
WU/KAR MOVED TO APPROVE THE MINUTES FROM THE AUGUST 15, 2022
SUBCOMMITTEE MEETING. MOTION PASSED. AYES: KAR, WU. NOES: NONE.

2. Online Art Challenge
Recommended Action:
Select contest judges and set tentative date or timing for judges’ meetings to review
submissions. Confirm details for announcement of monthly and grand prize winners.
Select prizes that will be given to winners. Discuss options for exhibiting submissions.
The Committee considered applications submitted by prospective judges and
selected Shaan Aslam, Hannah Chang, Heather Durham, Michele Hsieh, and Sheetal
Seth.
The Committee discussed options for prizes and agreed on a certificate for all winners
and honorable mentions. The Committee also agreed on giving a $25 gift certificat e
for Michael’s to monthly winners and a $50 gift certificate for Michael’s to grand prize
winners.

The Committee requested that winning artwork be shared on the City website and
through social media. The Committee also proposed holding an online exhibit of
artwork in February. The online event could be a one-hour event that includes
displaying artwork of winners as well as other artwork submitted.

Subject: Online Art Challenge
At the May 16, 2022 Public Art Commission meeting, the Commission approved a
process for implementing its Fiscal Year 2022/23 Work Plan. A key element of the
implementation process included formation of subcommittees that would meet
outside of the Commission’s regular meetings to schedule to develop
recommendations and work on implementation (as needed) of the committee’s
assigned work plan item.
One of these committees is the Online Art Challenge Subcommittee. Since the
committee’s first meeting in June 2022, the committee has made a number of
decisions to establish a framework for the program. Below is a summary of the
Online Art Challenge.
• In September 2022, Saratoga residents were invited to register to participate
in the challenge and submit as often as they want within the categories of fine
art, photography, or video based on monthly themes (October – Changing
Colors, November – Gratitude, December – Joy). A total of 56 residents
registered.
• Monthly winners, one for each age group, would win a prize ($25 gift certificate
for Michael’s) and one honorable mention per art category (fine art,
photography, video) for each of the age groups would also be selected. At the
end of the contest, one grand prize winner for each age group would be
selected to win a $50 gift certificate for Michael’s.
• Volunteer judges Shaan Aslam, Hannah Chang, Heather Durham, Michele
Hsieh, and Sheetal Seth were invited to select monthly and grand prize
winners, as well as honorable mentions. Based on judge availability, a meeting
was scheduled in November to select October winners and a meeting was held

in January to select November, December, and grand prize winners. The
committee requested certificates of appreciation signed by the Mayor for
volunteer judges. Winning artwork is attached to the memo. Several
recommendations were shared by judges and as a result of the judging
process: creating additional age categories for participants who are 18 years
and younger; replacing the video category with a digital art category; requiring
artists to note their medium on their submissions; allowing students who
attend school in Saratoga register in addition to residents; and eliminating
honorable mention.
• The committee expressed interest in holding a one-hour online event in
February to display winning artwork as well as other submissions. The
committee also proposed that winning artwork be displayed on the City
website and through social media.
Now that winners have been selected, the committee can finalize plans for a one-
hour online exhibit event. Options to hold an online event in February that do no
conflict with other City events or meetings include:
• February 9 at 6:00 p.m.
• February 16 at 6:00 p.m.
• February 21 at 6:00 p.m.
