Recommended Action:
Approve the draft minutes from the September 13, 2022 subcommittee meeting.

2. Paint the City Top 3 Design Selections
Recommended Action:
Review qualified Paint the City conceptual designs and select up to 3 designs per
utility box location to recommend to the Public Art Commission. Once approved by
the Commission, the community will be invited to rank the designs at each location.
The highest ranked designs will be presented to the Commission then the City Council
to be accepted. Conceptual artwork will be provided to the subcommittee as a
supplemental attachment in advance of the March 15 meeting.

The meeting was called to order at 4:03 p.m.

1. Paint the City
Recommended Action:
Consider Paint the City utility box locations and finalize an implementation
recommendation to be considered by the Public Art Commission at the September
19, 2022 meeting. Staff will share prospective locations with the subcommittee during
the meeting.
Kayla Nakamoto, City of Saratoga Analyst, shared information about the Paint the City
program and options for locations.
The public comment period was opened.

The Committee considered location options and recommended the Commission
propose the following locations to the City Council for Paint the City:
• Saratoga Avenue at State Route 85 North (Caltrans)
• Saratoga Avenue at State Route 85 South (Caltrans)
• Saratoga Avenue at Dagmar (City)
• Backup: Saratoga Avenue at Vineyard

Subject: Paint the City Top 3 Design Selections
The Paint the City Subcommittee Committee met on September 13, 2022 and
recommended 3 Paint the City locations for the next program cycle. The Commission
in turn recommended City Council approval of the locations at the September 19,
2022 meeting.
With two of the three utility box locations under the jurisdiction of the State of
California, staff had to determine if it would be possible for the City to include these
boxes in the Paint the City program before taking the locations to the City Council for
consideration. Staff was able to determine that the State does allow utility boxes to
be painted and the City Council approved the proposed locations at the February 1,
2023. Subsequently, the application process was opened. The application period will
close on March 12.
The next step in the process is for the be selection of up to 3 designs per utility box
location. The committee will review qualified applications at the March 15 meeting,
identifying proposed top 3 selections for the Commission to consider at the March
20 meeting. Once approved by the Commission, the community will be invited to
rank the designs at each location. The highest ranked designs will be presented to
the Commission then the City Council to be accepted.
Since the agenda packet for the March 15 subcommittee meeting will be published
before the application deadline, staff will provide the subcommittee with conceptual
artwork as a supplemental attachment in advance of the meeting.

ABOUT PAINT THE CITY
Criteria
• Artists must be Saratoga residents
• Artists must be age 10 and older
• Applications must include original, full-color artwork on the Paint the City
artwork template
• Only 1 concept per utility box location is allowed, artists may not submit
applications for multiple locations
• Artwork should align with the artwork criteria below
Artwork Criteria
Artwork must cover the entire box, not including handles, hinges, or box
identification markers. The lower right corner of the back panel will be reserved for
the artist name(s). Entries must be the original design of the applicant(s) and suitable
for viewing by all ages.
Artwork may not contain the following:
• Text
• Political statements or symbols
• Religious references or symbols
• Profane or offensive content
• Graffiti-like style artwork
• Copyrighted or trademarked material
• Corporate or organizational references, branding, logos, flags, or symbols
• Colors or combinations of colors that simulate official traffic control devices
• Graphics that imitate traffic control devices
Selected artists will be required to sign an Assignment and Transfer of Copyright and
Waiver of Moral Rights in Artwork agreement that also authorizes the City to use
artwork.
Artist Selection
Staff will share applications that meet minimum criteria with the subcommittee. At
the March 15 meeting, the subcommittee will select up to 3 designs per utility box
location. These selections will be shared with the Public Art Commission at the march
20 meeting for confirmation. Once approved, the community will then be invited to

rank the designs at each location. The highest-ranked designs will be presented to
the City Council. Selected artists will also receive a stipend of $600.
Artist Responsibilities
Selected artists are responsible for providing all the necessary supplies and tools,
including paint, brushes, topcoat, and a protective coating. Recommended paint and
protective coating will be provided to selected artists. Artists are also responsible for
keeping utility box location clean and orderly, including the placement of tarps to
keep the site clean of paint.
