Gene Zambetti spoke about the Saratoga Jail at the end of Oak Street and also
discussed Judge Foster. Zambetti suggested to the HPC to consider a historic plaque
in this location.

c. Heritage Orchard Update from the City Orchardist

Matthew Sutton provided an update of what has been going on in the Heritage
Orchard over the past several months. The orchard is now “whole” over 500 trees
have been planted. Students from horticultural and parks and recreation classes
at West Valley College were invited to assist with planting the new trees. Buds
are starting to open. Punning season will start soon. Orchard Keepers has been
meeting with the city to discuss the community harvest, should be mid-June to
July.
Chair Boyce-Bender stated that she saw someone in the orchard picking
greenery, and asked if we should be concerned about this. Matthew said that
there are many weeds that are used for culinary or medical purposes. It’s not
causing any damage.
d. HPC meeting time
Chair Boyce-Bender brought up changing the time to 9 AM. The commission
decided to keep the meeting time at 8:30 AM.
e. CLG Annual Report
HPC stated the CLG report is acceptable as presented.
f. HPC 2023/2024 workplan
The Commissioners discussed that funding for 5 POI should be requested. The
HPC agreed that that the workplan is acceptable as presented.

properties.

The HPC would like to visit the heritage orchard as a part of the March agenda and
the HPC members should visit the site of the Saratoga Jail (4th street) prior to the
March meeting.

This one-and-one-half-story shingled Craftsman-era house sits in a wooded setting that almost
entirely screens it from the public right-of-way. The side-gabled house features a shed-
dormer, unpainted siding, and original wood windows. According to previous records,
alterations and additions to the original structure were well integrated into the original
design. The house and garage originally had copper roofs; the roof of the house has been
replaced but the copper roof of the garage remains. Major alterations and additions include a
library and deck off the dining room added in 1965, conversion of a screened porch to an
office in 1970, and a "Great Hall" and master bedroom with deck on the second floor added in
1980. The property also contains a working miniature railroad including a train station,
locomotive and a section of track that circles the house. An amphitheatre overlooking Saratoga
Creek is used for dramatic presentations.

The Higinbotham House is listed on the Saratoga Heritage Resources Inventory, included as a
part of HP-88-01. It qualified under Criteria a and c:
a) the property exemplifies and reflects special elements of the cultural, social, economic, aesthetic,
and architectural history of Saratoga; and
c) the property embodies distinctive characteristics of the Craftsman style, type and period.
The Higinbotham House also appears eligible for the California Register of Historical Resources
under Criterion (3), as the house embodies the distinctive characteristics of the Craftsman
house-type within Saratoga's City of Homes period.

Historical Background
The original owners of this house were John U. and Bernadine Higinbotham. The Higinbothams were
authors of travel books. John Higinbotham was an attorney, born in Kansas in 1868, and
apparently later lived in Chicago. He also wrote a column of light commentaries for the Los
Gatos Mail News and the Saratoga Star. The latter paper was owned from 1922 to 1929 by
Llewellyn Peck, father of Willys Peck, who purchased the house from the Higinbotham estate in
1951.
Both Mr. and Mrs. Peck have been active in the community life of Saratoga. Willys, a native of
Saratoga, worked as an attorney and a copy editor for the San Jose Mercury News, and has served
as president of the Saratoga Historical Foundation (1963-82), during which time the Saratoga
Historical Museum was established. He also served on the Santa Clara County Historical Heritage
Commission, and the County Bicentennial Commission. Betty Peck has been a kindergarten teacher
at Saratoga School for 27 years, and founded the Saratoga Community Garden in 1972.

Background:
The property owner is requesting that the Heritage Preservation Commission (HPC)
recommend that the City Council designate the property as a Historic Landmark. If
the HPC recommends that the property should be designated as a Historic
Landmark, the property owner intends to request a Mills Act contract with from the
City Council.
The Landmark designation request and the Mills Act application will both be
forwarded to the City Council for final action. The Council will first need to determine
whether or not to designate the property as a Historic Landmark. If the landmark
status is approved, the Council will then make a determination regarding the Mills
Act application (as the property is required to have landmark status in order to be
considered under the Mills Act program).
The property known as Higinbotham House was added to the Heritage Resource
Inventory in 1988 (HP-88-01). This Craftsman-era house sits in a wooded setting.
According to previous records, alterations and additions to the original structure
were well integrated into the original design.
At the January 11, 2022 meeting, the HPC reviewed and recommended approval for
an addition to the residence.

and structural integrity with respect to the original design, and

landmark and enter into a Mills Act Contract.

Saturday, April 29 from 10-4 PM. It is free to participate.
Antique cars, art, crafts, live music and more will be part of the fun. The Festival will be held April 29 from
10-4 PM at the Heritage Orchard and Saratoga Civic Center (13777 Fruitvale Avenue in Saratoga, CA). The
event is free and open to the public. Activities include a wide range of music, entertainment, paintings, Saratoga
historical characters, artists, local organizations and artisans. Gourmet food trucks will also be part of the fun.
Children’s activity tables, petting zoo, and more are planned. The Girl Scouts are handing out flowers to
visitors commemorating the historic festival. First produced in 1900, this historic event ran successfully for 41
years. Come help celebrate this tradition. Produced by the Saratoga Historical Foundation and sponsored by the
