2. Call to Order
Chair Shastri called the meeting to order at 8:30 AM
3. Roll Call
Present: Margarete Minar, Priya Shastri, Sharon Boyce-Bender and Zhen Li,
Absent: None
Staff: Nicole Johnson, Senior Planner
4. Oral Communications
Gene Zambetti spoke about the Saratoga Jail at the end of Oak Street and also
discussed Judge Foster. Zambetti suggested to the HPC to consider a historic plaque
in this location.
5. Approval of the December 13, 2022 minutes
BOYCE-BENDER/MINAR MOVED TO APPROVE THE MINUTES FOR DECEMBER 13,
2022 Meeting. MOTION PASSED. AYES: MINAR, SHASTRI, BOYCE-BENDER, LI. NOES:
NONE. ABSTAIN: NONE. ABSENT: NONE
6. New Business
a. Welcome Commissioners Zhen Li and Margarete Minar
b. Election of Chair and Vice Chair

PASSED. AYES: MINAR, SHASTRI, BOYCE-BENDER, LI. NOES: NONE. ABSTAIN:

c. Heritage Orchard Update from the City Orchardist

Matthew Sutton provided an update of what has been going on in the Heritage
Orchard over the past several months. The orchard is now “whole” over 500 trees
have been planted. Students from horticultural and parks and recreation classes
at West Valley College were invited to assist with planting the new trees. Buds
are starting to open. Punning season will start soon. Orchard Keepers has been
meeting with the city to discuss the community harvest, should be mid-June to
July.
Chair Boyce-Bender stated that she saw someone in the orchard picking
greenery, and asked if we should be concerned about this. Matthew said that
there are many weeds that are used for culinary or medical purposes. It’s not
causing any damage.
d. HPC meeting time
Chair Boyce-Bender brought up changing the time to 9 AM. The commission
decided to keep the meeting time at 8:30 AM.
e. CLG Annual Report
HPC stated the CLG report is acceptable as presented.
f. HPC 2023/2024 workplan
The Commissioners discussed that funding for 5 POI should be requested. The
HPC agreed that that the workplan is acceptable as presented.

a. Project status worksheet
The commissioners discussed the project status worksheet and potential HRI
properties.
9. Commission Items
The HPC would like to visit the heritage orchard as a part of the March agenda and
the HPC members should visit the site of the Saratoga Jail (4th street) prior to the
March meeting.
10. Adjournment
Chair Boyce-Bender adjourned the meeting at 9:29 AM
