Public Comment

Hi,
I have been referred to you by my neighbor, Daryl Hoot, who has been speaking for the neighbors on
Ravenwood Dr, our street, regarding the solutions to speeding of Marshall Lane parents from Quito to
Marshall lane in the AMs and PMs and the safety of those families and children who both live on the
street and walk to school daily.
I, my husband and daughter have lived on Ravenwood Dr for 22 years. I have seen some speeding and
mostly not. We live at - 3 houses from the Quito corner, where cars might start to speed up after
turning the corner. As it can be problem, we do feel that the wide majority of school families do NOT
speed, so there is SOME, but not a lot of speeding, as the city has found. In today's sensitive world, we
do understand the fear of something like what occurred not far away in SJ a few years back (last year?)
happening wherein a child's death is due to a speeding car. We do understand Saratoga's preference to
not install speed bumps, as much as that might help. What we do not understand is the thought that
striping the road on both sides will be a solution. It is our feeling that this will be a more dangerous
proposal than leaving the street as it is.
Please consider NOT striping the street. Striping the street will produce 3 results:
1. The street will appear to be a busy street that handles a lot of traffic at all times and will provide the
drivers a feeling of moving at a quick pace - the opposite of what is intended.
2. The striping will provide the drivers a feeling of 'safe haven' to drive at a pace that is still unsafe,
however also leaving them with the feeling that pedestrians are now safe from their speeding as they
should be within the sides of the street opposite the striped lines.
3. The pedestrians most at risk = very young children who do not understand the limits of the "implied" flat
barrier will not be protected truly from the cars on the street. The stripe is s psychological 'barrier' at most
and young children's impulses do not factor into that - it is simply unsafe and not a smart choice.
Please consider these points. We had a young daughter at one time and would not consider the striping
a safe solution. We would worry more if she were told that a stripe would save her. Please. Please
consider the smartest choice.

Hello Emma:
I received a letter from city of Saratoga regarding speed hump’s on Reid lane and I am opposing the speed hump’s
for following reasons:
1- the Reid lane is very dark at night and the drivers can not see the speed hump’s and therefore they hit either park
cars in the shoulder or end up hitting people walking or houses.
2- Four speed hump’s are too much and 2 or 3 before and after lynde Ave and lacy ave. Is enough to protect the
school kids.
3- Need two more signs of 15 MPH in the middle of Reid lane (4 sign total).
4-The detail of hump’s do not show the Lengh of hump’s (20’ is good) and 3.5” is too high.
5- I am planning to install another driveway on right side of my house ( ) in front of proposed speed hump’s so
please move the hump’s to resident.

My name is Wenyuan Che and my address is . I'm a current resident
who lives in the area of influence, you can reach me at .
I support the installation of 4 speed humps on the proposed position. I also have no problem installing a new 15
MPH sign on Reid Ln.
Since Reid Ln is walking distance to Foothill Elementary School and Saratoga High School, every
morning and afternoon I see lots of students walking, biking or skating on Reid Ln. Residents in this
community also exercise and walk dogs on this busy street. For a long time, those fast cars were big
threats for all the pedestrians. I wish the new speed signs and humps could be installed as soon as
possible. By reducing driving speed, we can create a safer environment for our kids, elders and all
residents.

Hi Emma,
Here are some thoughts for the TSC to consider regarding Reid Lane:
1 - If a hump is removed or moved a new letter needs to go out because there will
be a different set of residences with noise or other impacts. To reduce work for the
City, the letter could go out to a subset of the original area of influence.
Suggestion: subset would include the area where the hump and sign were and the
proposed area of the new location of the hump and sign.
2 - There should be a compelling reason(s) to make a change to the current plan.
Technical reasons should be presented, not just wanting to move the noise from one
house to another house.
For example:
- hump spacing would be more consistent
- better compromise for locating near property lines on both sides of the street
- located near trees and bushes compared to middle of lawn
- better protection of school crosswalk(s)
- longer distance of the street affected
3 - Anecdotal comments regarding humps in general should be disregarded:
- humps are bad for my car
- humps don't slow people down
- humps are inconvenient
- humps will lower my property value
- humps make the street look not like Saratoga
- humps cause more pollution
Links to papers or reports should be provided not just hearsay or
anecdotal comments.

I am a resident of and wholeheartedly support installation of speed humps
on Reid Ln. But I would like to request a minor adjustment to where the current proposal for speed
hump is located.
It is clear from the conceptual drawing that it would be very inconvenient for parking, especially on
garbage collection day as we have to leave space for the mailman to deliver mail to our box. We
may have to place the carts over the hump.
Because of this reason, I request to move the hump a few feet towards Lacey avenue. The hump
may straddle between our property and the next one at . Since it may be inconvenient for our
neighbor to park their vehicles, I am ok with moving just a few feet towards Lacey street from its
current proposed location.

To Whom It May Concern:
We are the household living on . We are writing to address the
concerns and objections of the proposed speed humps on Reid Lane, Saratoga. The main
reason for our objection is the potential noise that they will create when cars or trucks fails to
slow down and flies over the humps and then create thumping noises when they land on the
other side of the humps. Terribly crash accidents may happen too. This is especially a concern
at night. There is a big possibility that drivers will not see the humps at night because there are
no street lights on Reid Lane; it’s completely dark at night. Moreover, after browsing through
the internet, I have found plenty of noise-concerned stories about speed humps in other

Speed humps are not the only way to slow down cars. Speed limit digital warning signs work

The City of Saratoga Traffic Safety Commission was asked to review a traffic safety concern on Reid Lane and
provide a solution for the speeding that was occurring. Based on the traffic engineer’s findings that the prevailing
speeds on Reid Lane were upwards of 34 MPH, and other factors such as its proximity to a school, the Commission
recommended the installation of four speed humps. You are receiving this letter because you are within the
determined Area of Influence for these speed humps.
The attached map shows the four speed humps that are proposed, along with any pavement markings, striping,
and/or signage that will be installed concurrently. Per the Commission’s Speed Hump Process, City staff would like
to invite you to share any concerns you may have about this proposed plan, in writing, on or before Thursday,
February 16, 2023. The Traffic Safety Commission will perform a final review of the proposed plans at their next
regular meeting on Thursday, March 9, 2023, at 6:30 PM.
Due to the extent of the speeding on Reid Lane, only input from residents within the Area of Influence is being
considered at this time. A map of the approved Area of Influence is also attached to this letter.

Description of traffic safety
concern:
Ranfre Drive is one entrance into the Gardiner Park neighborhood where I
live. Cars from outside the neighborhood turn on to Ranfre from Saratoga as a
"cut through" way to either get to West Valley College, Redwood Middle
School or to the Farmer's Market. The heavy additional traffic created by
"outside" cars negatively affects the integrity of the neighborhood, adding
high volume traffic and high speed, which puts pedestrians, bicyclists and
young children at risk, (Neighbors have placed signs are in lawns "Drive like
you live here" "Children Playing" ) This is a residential neighborhood not a
connecting road to colleges, schools, markets. Traffic needs to stay on the
main road, Saratoga Avenue, as intended (city planning) to be and not disrupt
the peaceful setting of a neighborhood, nor put its residents at risk, especially
during the morning hours of 7 am -9 am when Portos Drive (in Gardiner Park)
becomes a speedway. At certain times of the day, neighbors can not even pull
out of their driveways due to all the cars turning off Saratoga Ave to take a
"short cut" through our neighborhood. City Planning has delegated main
artery roads like Saratoga Ave, Fruitvale Avenue and others as major carriers
of traffic. Side streets in neighborhoods were never designed or intended to
absorb high traffic volume. By allowing this "cut-through" situation to
continue, the quality of the neighborhood is compromised, and diminished,
safety becomes a huge issue. car noise is magnified and simply

going for a stroll is frightening for those who live here.
As the population continues to grow in and around Saratoga, this "cut
through" situation will only worsen. Neighbors have asked for speed bumps in
Portos, which is one solution, but not the best one, as it adds to extra noise
when delivery trucks, and cars barrel over them. "Outside" cars will still
continue to cut through, so the issue is not totally resolved. Your
responsibility as traffic commissioners is to uphold and enforce traffic flow, as
it is intended, on the main roads. Not addressing this issue is a disservice to
all who live here.
Suggestions to address the
traffic safety concern:
Traffic commission: this cut -through issue is an easy fix. I am requesting a
sign to go at the intersection of Saratoga Avenue (on the median turn area)
and Ranfre that reads: "No Left Turn 7 am - 9 am" This one sign will solve the
"cutthrough" issue and keep cars on the main road, as intended, with
"outside" or "cut-though" cars not straying off the main road and terrorizing
neighbors. in neighborhoods.
I have spoken to my neighbors about this idea, and they are in solid
agreement, this would solve the issue and keep traffic on the main artery,
Saratoga Ave, as it is intended. No one from our neighborhood is entering
into Ranfre at this hour (7am-9am), only cut through traffic. No landscape or
construction workers should be entering and making noise either. If a car
from our neighborhood needs to enter during 7-9 am, it can do so on Dagmar,
on those rare occasions when a neighbor might enter Gardiner Park
neighborhood during those early hours.

Comments I live on Ronnie Way. I am opposed to a no left turn sign on
Saratoga Avenue for traffic turning onto Ranfre, even if it is
limited to 7-9 am. There are several reasons for this: 1. it will just
move through traffic to Dagmar, and from there to Ronnie and
then to Portos. Then there will be complaints from those
residents. This will not stop people who want to take the short cut
through the neighborhood and by pass the lights at Scotland,
Fruitvale and Allendale and the traffic caused by Redwood and
West Valley College. 2. The left hand turn lane at the light from
Saratoga Ave to Dagmar is very short. Added traffic in that lane
will back up onto Saratoga Ave, causing traffic blockage. The left
hand turn lane can handle a lot more cars. 3. It would be an
inconvenience to residents of Gardiner Park, especially those
who live on Ronnie Way, Wendy, and Oahu. 4. Owners of
houses on Ranfre bought their houses knowing Ranfre was a
main entrance to Gardiner Park. 5. It would be very hard to
police--a lot of resources would be spent having the sheriff's
department giving out tickets. It would be better to have a sheriff
on Ronnie or Portos on occasion to give tickets to speeders and
drivers who don't stop at the stop signs. And if there is a problem
with cars driving too fast on Ranfre, then that street also should
have a Sheriff on it on occasion to hand out tickets. 6. Before any
decision is made, I think the City should conduct a study to
determine how much traffic is entering on Ranfre and then taking
Ronnie to Portos and through to Allendale. It would also be
useful to have a speed monitor set up to notify drivers of their
speed--I see these in use in the Golden Triangle area. 7. The
entire neighborhood should be polled first before such a drastic
restriction is made to our entrance to our neighborhood.
In my opinion, there are two reasonable and workable solutions:
First, a yield sign at the end of Ranfre where it meets Ronnie
Way. This will slow down traffic turning onto Ronnie. Second, a
speed bump where Ronnie Way meets Portos. I walk by that
intersection every day with my dog. I estimate that 80% of the
cars do not come to a full stop and about 20% of the cars barely
slow down. A speed bump where the stop line is located would
definitely slow cars down. I disagree with the complainant that
speed bumps result in excess traffic noise from trucks.

I live in Gardiner Park neighborhood. I was not able to attend the Traffic Safety Commission meeting
today. But want to affirm that we are really facing the problems Dory has mentioned. My home is one on
, so I am literally on the connecting street between Gardiner Park and Saratoga. I hope
we can address the issues she has mentioned and also follow up on her suggestion to restrict left turns
from Saratoga to Ranfre Ln from 7am to 9am on weekdays.

Problem/ idea:
Problem: The Fruitvale/ Saratoga intersection is dealing with St. Andrews drop off while
also carrying the Redwood Middle School traffic and West Valley college traffic.
The goal of the Traffic Committee is to keep Main arteries flowing, and not harm
Neighborhoods with overflow.
Idea: St. Andrews morning drop off drivers drop off on Crestview which borders next to
St. Andrews, then circle around to Scotland, where there is a light and safely return back
to 85 vs trying to exit the St. Andrews parking lot into heavy commuter traffic. By allowing
for drop off on Crestview, the Saratoga Ave pile up will be addressed and alleviated
somewhat.

NO LEFT HAND TURN –at the intersection of Saratoga Ave and Ranfre
BETWEEN the HOURS of 7:30 am - 9 am M-F
This No Left Hand Turn Sign in the AM only would greatly reduce Cut-Through, dangerous, fast moving traffic from
Saratoga Avenue into Gardiner Park during commuting hours. No resident from Gardiner Park is entering the neighborhood
at this time.
What would this change accomplish? It would greatly reduce unwanted CUT Through
traffic that plagues the Gardiner Park Neighborhood –especially for those residents living on Portos Drive. Most of the traffic is
headed to : West Valley College (student drivers) Or Redwood Middle School –this onrush of traffic during commuting hours
greatly diminishes the Quality of Life in this neighborhood and Discourages Walking and Bicycling by students living in the
neighborhood traveling to the middle school, this EXCESS traffic greatly puts those children at Risk. Heavy traffic Must stay on
Main Roads –that’s what Main Roads are designed for –Not neighborhood Roads.
The Overall City Plan is Designed to keep cars on the Main Arteries –and to discourage dangerous Cut -through thus harming
and Negatively Impacting the Integrity of Neighborhoods.

The Goal of the Traffic Committee should be to Encourage bicycling, walking in neighborhoods, hopefully then
reducing the number of cars on the streets, minimizing the carbon foot print, ensuring Safety for its residents.
One Goal of the City is to connect more foot paths and bicycling trails all around the town, connecting to other near
by towns. Joe’s Trail will soon be linked to Gardiner Park --That’s Grea!
Lets take the Resposible Steps Now to reduce unwanted, errant Traffic on Neighborhood streets –in Gardiner Park
–and create a more tranquil and Safe area for students coming from the Golden Triangle to ride bikes through
Gardiner Park to Redwood, and for Gardiner Park students to safely walk and ride their bikes to Redwood Middle
School too.
With the proposed High Density Housing (Costco and Westgate Residential Towers to be built) Gardiner Park
becomes an even more Fragile residential area. More attention needs to be given to established family-friendly
neighborhoods to ensure the safety of its residents.

the speed limit on Saratoga Sunnyvale road between Saratoga elementary
and Saratoga High school.
Now the speed limit is 40, a lot of cars drive 45-50. The sign “25 wenn the
children are present” is only near SHS, but many students walk or bike to or
from down town Saratoga.
The traffic issues at our schools are priority, and more students could walk to
schools if the roads would be safer, which would make it easier on parents
and help the environment drastically. A lot of parents don’t allowed their

children to walk or bike to school, because they are afraid of traffic accidents
due to the high speed limit.
Also if children walk or bike to school, the environment would benefit. We
have to try to slow down climate change and this is the first step. This will
also help having a cleaner air.

Last week, when I was crossing the street from my house to the sidewalk on
the other side of Marilyn Lane to drop my kid off at school, I almost got ran
over by a car speeding over 50 mph. This is not the first time this has
happened, but this time was the closest call. The car was electric, so it was
not making noise, and it was flying out of the school so fast, it almost hit us
and I caught my kid just in time. It was so scary and way too close. The driver
looked shocked as well. She was going too fast and did not look around
before speeding out of the school.
Suggestions to address the
traffic safety concern:
There is no sidewalk on my side of Marilyn Lane and crossing the street to get
to the sidewalk is a challenge every day. If there were a speed bump, it would
be so helpful in getting the cars to slow down and pay attention. If a sidewalk
could be added on our side of the street, that would be great as well. We are
concerned for our safety and the safety of all the kids and parents who walk
on Marilyn Lane.

Parents are always in a rush to drop off their kids on time and in a hurry to
get to work after they drop off their kids. I get worried every morning and
every afternoon because of the rashness of the drivers.
Please put speed bumps on Marilyn Lane. It will definitely help save kids from

Quito Road between Pollard and Westmont

In support of the complaint filed under TSC Matrix 557, the
speeding along this road has been an issue for a long time.
Efforts by the city have not prevailed in slowing traffic, particularly
between Pollard and Allendale. Given the area is also a
thoroughfare for schools in the area, managing slower speeds is
a benefit to the residents, as well as to those traveling to/from
school.
Suggestions to address
the traffic safety
concern:
More aggressive measures should be pursued to get this under
control. For a short period of time the timing of the light at
Allendale and Quito was adjusted to turn red more often, but that
was adjusted to having the light change to green as cars
approached. Now everyone is used to that timing and fly through
in anticipation of the change of light. The city should look at
narrowing the road b/w Allendale and Westmont, and put speed
bumps in at intervals between Pollard and up to the 85 overpass.

concern:
There is a dangerous situation for Redwood Middle School students riding
bikes to school in the morning: between Douglass Lane and Woodview Lane,
on the south side of Shadow Oaks Way. Drivers traveling from Saratoga
Avenue on this south end of Shadow Oaks way, 1) are often blinded by the
rising sun from the East and can't see bikes in front of them 2) are limited in
their view of oncoming traffic due to the curve in the road, and 3) forced into
the middle of the roadway by cars parked in front of the house on Woodview
at the corner with Douglass. I and several neighbors are afraid that there just
isn't enough room for 2 traveling cars + students on bikes + parked cars to
coexist on this stretch of Shadow Oaks Way. It seems students can easily get
hit from behind during the driver blindness, or cars driving from opposite
directions could collide.

Prevent cars from parking on the south side of Shadow Oaks Way between
Douglass and Woodview, during the hours that students are biking to school,
e.g. 7:30-8:30am. This would be a stopgap measure until the city implements
